Pitt County Board of EducationCombined HR & Finance Committee MeetingMarch 26, 20134:00 p.m.The Human Resources Standing Committee of Pitt County Schools was called to order at 1717 West Fifth Street, Greenville, North Carolina, at 4:06 p.m. pursuant to the notice sent to all Board members, Superintendent, and the County Commissioners’ Representative.The following HR and Finance Committee members were present: Barbara Owens , Benji Forrest, Jill Camnitz, Mildred Council, Robert Moore Jennifer Little, Mary Williams, Delilah Jackson, Micheal Cowin and Pamela Miller. Marc Whichard sat in the latter half. Absent: Sean Kenney and Billy PeadenOthers in attendance: Glen Buck-Personnel Director, Will Sanderson, Grifton PrincipalThe Combined Committee meeting was called to order by Mary Williams HR Chairperson at 4:06 PM.Principal PresentationWill Sanderson wanted to focus on the extreme need to recruit and keep good middle grade candidates. Math and Science are the more crucial areas. The incentive and or supplement would alleviate district principals competing against each other for good candidates. Mr. Sanderson added that money is the top question asked from candidates at recruitment fairs as districts all around as have signing bonuses and supplements to offer and entice new employees.Jill Camnitz asked “What’s more important a signing bonus or supplement?”Micheal Cowin explained that the supplement is paid monthly versus the bonus being paid up front. $1500 per year as a signing bonus versus $2566.67 per year as a 5% supplement based on a new teacher salary.Benji Forrest commented that when it was decided to stop supplements it was mostly due to reductions in force during tough budget times. He added that he is in favor of employees working toward an incentive salary. He believes we would be better served with a signing bonus and putting employees on the track of an incentive salary.Old BusinessMicheal Cowin presented the 2013-14 State Budget Proposal:Mr. Cowin discussed that in the proposed budget was an increase in teacher supplement of $472,202.50. ?This increase would reinstate the supplement for beginning teachers. ?Members of both committees stated that much effort had been made to make budget adjustments that allowed Pitt County Schools to save jobs over the past several years. ?One of those adjustments was the removal of the beginning teacher supplement. ?In addition, Pitt County Schools had already aligned itself with the supplement change. ?The group discussed whether other types of incentives could be offered rather than reinstatement of the supplement. ?The primary focus of discussion was on a beginning teacher hiring incentive specifically in areas that were difficult to employee. ?Such areas included math, reading, and exceptional children. ?Both committees asked that $200,000 be set aside in the proposed budget as a new money request to fund hiring incentives for beginning teachers. ?Ms. Jackson and Mr. Cowin would bring back to the committees specific details of how the incentives could be structured.After the budget proposal presentation, there were discussions if there should be reduction in force of Teacher Assistants, Mr. Cowin showed there was possible offset areas to try and prevent RIF’s.Mrs. Jackson and Mr. Glen Buck will assess the attrition of Teacher Assistants.Since a quorum was lost once Ms. Little and Mrs. Owens had to leave, the members left advised Micheal to go forward with the budget proposed information for presentation at the next meeting.Mrs. Jackson presented compiled feedback regarding recruitment. Mr. Cowin advised that as the committees agreed that they have a handle on the priorities, he will put together the materials for final approval for budgeted purchases and supplement information presented today.Mrs. Jackson and Mr. Cowin will hold a meeting with the PAPA committee’s HR and Finance groups to be scheduled immediately. Mary Williams proposed that combined meeting be held over the next two to three months and members agreed. The meeting was adjourned at 5:57 p.m. ................
