ABOUT THE COMMUNITY

Raleigh is the capital of the state of North Carolina

and the seat of Wake County in the United States. It

is the second-most populous city in North Carolina,

tenth-most populous city in the Southeast, and the

largest city of the Research Triangle metro area.

Raleigh is known as the "City of Oaks" for its many

oak trees, which line the streets in the heart of the

city. The city covers a land area of 147 square miles

with a population of approximately 474,069. It is one

of the fastest growing cities in the country. The City

of Raleigh is named after Sir Walter Raleigh, who

established the lost Roanoke Colony in present-day

Dare County.

Raleigh is home to North Carolina State University

(NC State) and is part of the Research Triangle

together with Durham (Duke University and North

Carolina Central University) and Chapel Hill

(University of North Carolina at Chapel Hill). The

Research Triangle Park (RTP) is one of the greatest

technological research parks in the world, with more

than 200 companies and over 50,000 people with

expertise in fields such as biotechnology,

pharmaceuticals, chemicals and environmental

sciences. The name of the Research Triangle (often

shortened to the "Triangle") originated after the

1959 creation of Research Triangle Park (RTP),

located in Durham and Wake counties, among the

three cities and their universities.

Raleigh has something for the entire family. If you

like walking or biking on trails, you will find that the

Raleigh area has 190 miles of greenway trails to

explore. Pullen Park and its 66 acres of land was the

first public park in North Carolina and the fifth oldest

operating amusement park in the United States.

ABOUT NCLM

The North Carolina League of Municipalities (NCLM) is a service and advocacy

organization representing nearly every city and town in North Carolina. For more

than 100 years, NCLM has worked to promote good government and vibrant cities

and towns. We do that by offering non-partisan advocacy, insurance, and a range

of other services. The League truly is a member-driven organization, with those

members deciding advocacy goals, directing internal- and external-facing policies,

and leading service initiatives.

An active, 35-member Board of Directors represents a diverse group of cities and

towns of all sizes, from the mountains to the coast. NCLM members are dedicated

to the idea that, working cooperatively together, we can protect local decisionmaking authority so that residents can pursue their own unique visions of what

their towns and cities can and should be. With that aim in mind, we strive not only

to serve an array of needs of member municipalities, but to bolster local leadership

and empower North Carolina citizens so that they can make their cities and towns

the best that they can be.

SERVICES INCLUDE

municipal government, the League

provides a forum for the exchange of

ideas among municipal officials.

The League consults with members to

assist municipal leaders in addressing

the needs and interests of their citizens.

Our staff support citizens working

together with municipalities and

municipalities working together through

the League.

The League offers consulting services

to its members including legal

assistance, financial and operational

research, and employment policy

guidance.

ABOUT THE POSITION

The Chief ARP Officer will lead the development and implementation of the League¡¯s

American Rescue Plan (ARP)-focused technical assistance effort funded by an

appropriation from the State of North Carolina. Reporting to the Director of

Technical Assistance, this position will have primary responsibility for determining

from League members what types of guidance and assistance are needed from the

League members, hiring a team of employees who will provide this guidance and

assistance directly, overseeing the work of these employees, and ensuring that

these services are being delivered equitably to League members across the state.

The position will work to ensure that cities and towns are both complying with

relevant federal and state requirements, and providing them with the tools they

need to invest their ARP funds in transformational projects where possible. As part

of the League¡¯s guidance and technical assistance efforts, the position will have

primary responsibility for coordinating the League¡¯s work with that of external

technical assistance providers. The position will also facilitate high-level

conversations with external stakeholders to encourage effectiveness and efficiency

through regionalism and innovation.

Within the League, the position will be a leader of the team managing the League¡¯s

ARP-related state appropriations and ensuring full League compliance with all

relevant state and federal regulations.

Since this position is newly created and is in the early stages of development,

flexibility exists with how the position may be structured. This will depend on the

needs of the organization and members served. While there is a position

description noting core duties and responsibilities, this position is the first of its kind

and will require innovative approaches, including: focusing on structured reporting

and auditing of funds; identifying solutions to problems that arise unexpectedly;

creatively seeking best practices in an environment that is rapidly changing with

limited past practices; researching/analyzing regulations, laws, etc., in order to

ensure continuous compliance; as well as looking down the road to anticipate

unintended consequences of decisions, policies and practices being implemented.

THE IDEAL CANDIDATE

The NCLM is seeking a Chief ARP Officer

who has a proven track record of

significant project management and

demonstrated leadership. Experience

with a municipal organization or public

agency is preferred. The ideal candidate

will be an innovative forward thinker who

can articulate a clear vision and develop a

program from the ground-up. He or she

will embrace emerging trends and best

practices while focusing on member

service. Further, the ideal candidate must

be able to build and implement a

successful and effective program that

meets the League¡¯s goals within a short

timeframe. This position requires

building trust with internal and external

partners, including local elected officials,

municipal staff and colleagues with NCLM.

To engage with these diverse groups, a

successful candidate will possess

outstanding communication skills,

highly developed interpersonal skills,

and active listening skills. The new

Chief will treat staff, stakeholders, and

League Members with respect and

dignity and be skilled in providing

positive, solutions-oriented, and

effective recommendations.

The new Chief must be able to

demonstrate effective performance

through proper allocation and

utilization of resources, sound impartial

decision-making, and accountability.

The Chief must have thorough

knowledge of and comprehensive

experience with grants management

and the interpretation and

implementation of relevant state and

federal laws, rules and regulations.

A Bachelor¡¯s degree in Finance, public administration, business administration, risk

management or related degree from an accredited university is required, Master¡¯s degree

preferred;

A minimum of 8-10 years of progressive responsibility at a senior executive level, including

supervisory and/or management experience, in administration, finance, investments or any

equivalent combination of education, training & experience that provides the requisite

knowledge, skills and abilities for the job is required;

Four years of supervisory/leadership experience is required.
