The position achieves this by developing and maintaining a security framework and by providing strategic input into all aspects of security in custodial facilities. Additionally, it oversees the development and implementation of risk management strategies to ensure the effective deployment of resources in meeting security needs within the State’s custodial services.The position has oversight of all operational security matters in relation to policy development, resource sharing and corporate governance. Accordingly the position monitors, evaluates and reports on security practices and facilitates ongoing environmental scanning to identify future issues, emerging technologies, trends and best practice in custodial security management.The position provides state-wide technical advice, support and training to Corrective Services’ security staff, in relation to security and risk management. This includes but is not limited to overseeing the maintenance of site-based risk registers and reporting on high level risks, requiring escalation to a corporate level. All these functions have a direct impact on minimising risk and achieving strategic goals of security and safety for detainees, prisoners and staff, with flow on effects to the wider community.Job description As part of the Security and Response Services team, the successful applicant will be expected to:Work to improve communication and model integrity and respect in all interactionsOperate within the Department's Corporate Governance Framework, policies and procedures and ensure effective transparency and accountability of all Department activityOperate within the chain of command to coordinate activities required to meet the Department’s strategic objectivesWork collaboratively to achieve common goals and best practice and facilitate business improvements as appropriateFacilitate cultural and management reforms within the Department through leadership and engagementRepresent the Department’s interest on committees and working groups as required. Role specific responsibilitiesDevelop and manage the strategic and geographically wide-spread security framework for Corrective Services, ensuring that events that represent strategic threats are identified, assessed and measures to mitigate or reduce risk are documented and implemented. Continuously review existing models of service delivery and provide recommendations as to the optimum model of security for each site. Prepare reports with recommendations on improvements and enhancements.Undertake inspection and review of facilities and services relating to the adequacy of security arrangements. Evaluate and monitor the effectiveness of strategies in relation to security activities.Develop and initiate security related projects and identify emerging technologies, providing reports for consideration by the Director Security & Response Services.Undertake environmental scanning in consultation with industry partners to identify future issues, trends and best practice in custodial security management.Consult and negotiate with a wide range of internal and external stakeholders in connection with building complex security management systems and interfaces.Lead the design and delivery of specialised training and coordinate periodic refresher training for security teams in respect to searching, investigations, and crime scene management.Contribute to the development and review of policy and ensure compliance with legislation. Establish measures that support the capacity and development of all security teams across Corrective Services.Lead the independent review and reporting of significant security incidents within Corrective Services and mitigate risk by ensuring the integrity and confidentiality of security information holdings/systems. Tertiary qualification relevant to security and/or risk management is highly desirable.Special requirements/equipmentIt is a requirement that the position holder is successful in obtaining and maintaining a NEGATIVE VETTING LEVEL ONE (NV 1) security clearance for the duration of their appointment in the position.
