English Language Learner (ELL) students are an important group of students who require additional supports to provide them access to successful academic achievement.
ESSA explicitly connects English language proficiency to the Title I state accountability system
We will discuss issues associated with the inclusion of ELL students in state accountability, focusing on the approaches for measuring progress of ELLs implemented by Nevada and Colorado.
Establish English language proficiency standards aligned with state academic standards
Establish "ambitious State-designed long term goals" with measurements of interim progress for all students and subgroups of students in several areas, including progress in achieving English language proficiency for English learners (EL).
Create a State-defined accountability system that includes progress in achieving English proficiency for English Learners in each of grades 3 through 8 and HS
Assess ELs in reading or language arts, math, and science assessments
Does the model systematically advantage or disadvantage students based on factors to include baseline performance?
How do we know if growth expectations are `good enough'?
Is there evidence that growth expectations are attainable?
What are the unique characteristics and considerations of ELLs that must be considered in an appropriate growth solution?
We will discuss these issues in the context of innovative solutions developed by Nevada and Colorado
