Our Mission It is the mission of the Division of Public and Behavioral Health to protect, promote, and improve the physical and behavioral health of the people in Nevada.

Our Vision The Division of Public and Behavioral Health is the foundation for improving Nevada's health.

A Note from the Administrator Welcome to the Nevada Division of Public and Behavioral Health's (DPBH) program guide. Our services focus on the health and wellness of those residing or visiting the state. DPBH serves as the state's Public Health Authority and Mental Health Commissioner, on the federal level and supports other agencies in urban and rural/frontier areas through funding and oversight. In addition, the regulatory branch of the agency also provides licensing and certification to most healthcare facilities and food establishments thereby protecting the public's health. Our programs are established in each region by evaluating the needs and available resources and then focusing our efforts on the health-related concerns. We add any funding in support of services, when possible, or where gaps exist, provide access to services offered by our agency.

Our dedicated staff of more than 1,800 employees and contractors, focuses on health and wellness issues as we work as a collaborative partner under the Department of Health and Human Services, (DHHS). DPBH also works closely with other state agencies and stakeholders to fund statewide programs to ensure sustainability and growth at the local level. DPBH writes grants for federal funds that, when successfully-funded, are passed down to local agencies so that services can be provided by local neighbors, friends, and communitymembers based in the areas where Nevadans live. DPBH also provides oversight to the WIC, (Women's Infants and Children's) nutrition program, immunizations, HIV/AIDS, substance use disorder treatment and prevention, chronic and communicable disease programs and public health preparedness as well as others.

DPBH provides direct services for those suffering from mental illness by operating inpatient hospitals at both ends of the state. The civil hospitals include Rawson-Neal, in Las Vegas, and Dini-Townsend, in Sparks. The forensic hospitals include Lakes' Crossing Center and Stein Forensic hospital. Additionally, outpatient services are provided statewide including in the rural and frontier communities for public and mental health needs.

Division of Public and Behavioral Health Overview

The Nevada Division of Public and Behavioral Health (DPBH) is part of the Department of Health and Human Services (DHHS), under the Executive Branch of the state of Nevada. DPBH is comprised of the former Nevada State Health Division and the former Division of Mental Health and Developmental Services. On July 1, 2013, the two divisions merged to form DPBH.

The executive team that leads DPBH is comprised of the Administrator, Chief Medical Officer (CMO), Senior Advisor on Psychological Services, Medical Epidemiologist, Psychiatric Medical Director, and State Dental Officer.

DPBH is organized into four branches, each overseen by a Deputy Administrator and Subject Matter Experts which includes: Community Services, Regulatory and Planning Services, Clinical Services, and Administrative Services. For more detailed organizational charts, please visit our website at: .

Office of the Chief Medical Officer

The Office of the Chief Medical Officer is comprised of two additional clinical executive positions in addition to that position: Medical Epidemiologist (Dr. Ihsan Azzam), Psychiatric Medical Director (Dr. Leon Ravin). Dr. Leon Ravin also is currently acting as Nevada's Chief Medical Officer. He is certified by the American Board of Psychiatry and Neurology in General Adult and Forensic psychiatry. As acting Chief Medical Officer, Dr. Ravin is directly responsible for enforcing all laws and regulations pertaining to public health throughout Nevada. This includes interpreting, implementing and providing guidelines for the State Board of Health, and public and private entities on federal and state laws and Board of Health regulations. He also investigates causes of disease, epidemics, sources of mortality, and other matters impacting public health.

Community Services Branch

The Community Services (CS) Branch is led by Julia Peek, who serves as the Deputy Administrator. The primary purpose of the programs within the CS Branch is to establish and develop relationships with community partners to improve public health and behavioral health outcomes for all communities within Nevada.

Office of Public Health Investigations and Epidemiology (OPHIE)

The Office of Public Health Investigations and Epidemiology (OPHIE) plays a pivotal role in improving the health of all Nevadans by providing public health data and epidemiological investigation, prevention, and surveillance. The OPHIE is a committed and responsive team whose mission is to provide quality, timely, and relevant data and statistics to public health stakeholders. These stakeholders include local health authorities, as well as local, state, and national planning and research bodies, and the public. Staff in the OPHIE performs data management, quality assurance, analysis, and reporting in a broad spectrum of public health areas. The OPHIE houses many core public health datasets, including communicable disease data, health survey data, inpatient hospital discharge data, births, deaths, fetal deaths, abortions, marriages, and divorces. Common elements between databases enable matching or linking of these databases in order to provide newly accessible and standardized information for analytical and programmatic purposes. Extracted databases derived from each database and linked databases are available for statistical data analysis. Analyses are compiled in a variety of reports, which are posted on the DPBH's website, making the data available for program evaluation and planning and policy development.

The OPHIE has three offices: central office in Carson City, and satellite offices located in Las Vegas and Reno.
