In 1991, 3,867 inmates were referred outside the prison system, with a peak of 424 referrals in April and a low of 245 in June. The 1991 average was 322 referrals per month. Physicians are cautious in dealing with inmate medical care, worried about the inmate propensity to litigate. They would rather refer a patient out than risk a legal problem. ................
