PROJECT INFORMATION

The project consists of a new 266,000 GSF facility to house laboratory floors of the second phase of the Wisconsin Institutes for Medical Research (WIMR) on the University of Wisconsin – Madison campus. The project is located at the adjacent to of the Clinical Sciences Center at the north end of the Highland Avenue Loop. The first phase of the WIMR project constructed the base three levels of the Center Tower. The new construction will consist of 7 floors of research laboratories, support office space and ancillary functions (floors L3 through L9) as well as a portion of the L2 level left unconstructed in phase I. While there remains future phases of WIMR construction including a third tower, this Request for Commissioning does not include any work beyond the Center Tower. There exists the potential for inclusion within this Center Tower project expansion and/or renovation of NHP and Rodent vivaria. This facility function should be anticipated when referencing work experience, team members and qualifications.

Federal Grant monies are a part of the funding of the construction. Therefore NIH Design Guidelines are required to be followed and are to be included in the commissioning process.

The project is further described in the attached WIMR Center Tower Summary documents dated May 28, 2010.

The construction estimate is $102,700,000 excluding contingency.

Project Design Team

Design team includes prime A/E Zimmerman Architectural Studios, Inc., Milwaukee with Associate Architect HOK, Chicago, Lab Consultant Jacobs Consultancy/GPR and primary sub consultants Affiliated Engineers, PSJ Engineering, Arnold and O’Sheridan, GRAEF and Harwood Engineering Consultants.

COMMISSIONING SERVICES

Commissioning services will be in accordance with DSF Level 2 commissioning and LEED EA Prerequisite 1, Fundamental Commissioning of Building Energy Commissioning as described in the DSF A/E and Consultant Policy and Procedure Manual Section Two and LEED 2009 (v3.0). The intent is to verify that building systems and equipment are installed and perform according to the owner’s project requirements, basis of design, and construction documents.

The commissioning services provider (CxP) will be independent of the design team and will report directly to DSF.

DSF expects commissioning services to commence immediately upon provider selection with development of OPR and review of 35% design documents.

Scope of commissioning activities and commissioned systems will be as indicated in the two attached tables.

Deliverables

Deliver all required submittals in electronic form, either in source or PDF form, in formats compatible with DSF’s computer equipment and software. In addition, provide two hard copies.

LETTER OF INTEREST

Proposed commissioning team: Identify who will be providing commissioning services and any sub consultants. Show years of experience and years of experience specific to building commissioning.

Qualifications: Provide documentation of expertise, qualifications and descriptions of relevant past projects for the consulting firm and for the individual(s) who will be performing the services. Commissioning agent must have well qualified experience on a least two similar building projects (research laboratory), one of which shall have a value of $35,000,000 or 70,000 gsf.
