General Summary of Function/Purpose of PositionAs supervisor, direct the activities of transportation planners and student assistants in the Statewide Planning Section West Unit and provide leadership ensuring that unit responsibilities are carried out with a focus on quality, efficiency, and timeliness.? Supervise the development of the Metropolitan Area Transportation Improvement Programs (TIPs), Unified Work Programs (UWP), and Metropolitan Long Range Transportation Plans (LRTPs). Oversee the multi-modal transportation planning process in Metropolitan Planning Organizations (MPOs) and Transportation Management Areas (TMAs) to assure compliance with applicable state and federal requirements.? Oversee the coordination and management of the Region Planning Agencies, Rural Task Force Program, Small Urban Program, and the Michigan Byways Program.? Oversee the development of the State Transportation Improvement Program (STIP) and the STIP amendment process. The STIP establishes a four-year program of all projects, both state and local, that will use federal transportation funds within the four- year timeframe. This position is responsible for the process, products and deadlines associated with the core functions of the unit. 15. The total percentage of all duties performed must equal 100 percent.Duty 1General Summary:Percentage:40Supervise and oversee the federal MPO transportation planning process in urbanized areas, including continued implementation of the cooperative transportation planning process, air quality conformity, public involvement, and adherence to all elements of the federal planning process and regulations.? Individual tasks related to the duty:Oversee the development, review, and administration of the MPOs transportation planning processes.Provide information and direction for staff responsible for the administration and management of the MPOs metropolitan transportation planning process. Oversee the development, review, approval, and administration of the MPOs Unified Planning Work Program (UWP) and the review and approval of the MPOs monthly billings and progress reports. Oversee the development, review, and approval of the MPO LRTPs, the TIPs, and amendments.? This includes ensuring the public involvement process, financial constraint and other federal requirements are met.Oversee quality improvements in the areas of TIP development and amendment processes.Coordinate and communicate with federal agencies, state departments, and local transportation providers in resolving transportation and related air quality issues. Oversee the conduction of the annual MPO Review and Pre-Unified Work Program meetings prior to the certification of the MPOs metropolitan planning process.? Participate in federal certification reviews for Transportation Management Areas (TMAs) of 200,000 or more in population.Represent MDOT at MPO meetings and meetings with federal, state and local agencies. Ensure compliance with all Transportation Performance Measures and Performance Based Planning requirements. Maintain productive partnerships with Federal Highway Administration (FHWA), Federal Transit Administration (FTA), internal and external planning partners and other stakeholders in the program development and delivery process.Duty 2General Summary:Percentage:20Provide leadership and direction to the Statewide West Unit ensuring that responsibilities are carried out in a timely and cost-effective manner.Individual tasks related to the duty:Maintain staffing level within the unit ensuring equal employment opportunity when selecting, promoting, and reclassifying new and current staff.Conduct timely performance reviews, and when necessary correct substandard behavior and highlight superior performance.Delegate authority to staff for the completion of work tasks.Provide leadership and direction to the unit.? Individual tasks related to the duty:Serve as staff to the RTF Program Advisory Board.Oversee the efficient management of Michigan’s Rural Task Forces, including providing direction to the RTF Coordinator. Oversee the RPAs assistance to MDOT in conducting Rural Task Force meetings, public involvement and coordination of the RPAs, Rural Task Forces and MDOT Region Planners.Oversee the management of unit staff administration of the work programs for the RPAs.?Oversee the management and administration of unit staff assigned to the Small Urban Program.? Oversee the management of unit staff administration of the work programs for the Pure Michigan Byway Program.??Duty 4General Summary:Percentage:15Oversee and coordinate the development, approval, and amendment of the Statewide Transportation Improvement Program (STIP) which is critical to ensure the State of Michigan is eligible for state and federal transportation funding.??Individual tasks related to the duty:Supervise the preparation of the STIP document for Federal Highway Administration (FHWA) and Federal Transit Authority.Work with staff to develop presentations that communicate the STIP documents and make presentations.Coordinate with MDOT Planning, Finance, Communications, Central Office, Aeronautics, Rail, Passenger Transportation, and region staff on document development.Ensure effective utilization of unit/section staff resources to assure section and division responsibilities are met.Assign staff responsibilities and monitor actions and responses.Identify, recommend, and implement process improvements in the area of responsibility using technology and best practices, including JobNet and SIGMA.Review the financial analysis of the STIP?and MPO TIPs to verify fiscal constraint of transportation programs as required by current business practices and federal requirements.Ensure support, maintenance of the process, and timelines are met that support this core responsibility.?Coordinate development of STIP category funding targets.Oversee the development and management of the General Program Account (GPA) targets and associated project lists.Participate on MDOT interdisciplinary teams to implement the STIP investment strategies and represent the section.Duty 5General Summary:Percentage:5All other duties as assigned.Individual tasks related to the duty:Oversee and perform transportation planning activities related to future initiatives, technological opportunities, and changing emphasis areas.?Obtain appropriate training and participate in the Workforce Development program to develop skills for individual and team growth.Establish, evaluate, and revise unit direction and procedures, to help streamline processes, and reduce single person dependency.Participate on committees or workgroups as a representative of the Division and/or the Department.Other bureau related duties as assigned.16.
