Concerns about developments in Pierrefonds west

A Pierrefonds-Roxboro resident, concerned about the speed and manner in which developments are occurring in Pierrefonds west recently wrote to Mayor Tremblay of Montreal.

The director of the borough of Pierrefonds-Roxboro, Mr. Jacques Chan, responded to the resident’s letter.

Below is the ongoing series of exchanges between this concerned resident and the borough director concerning the activity in Pierrefonds west.

In this case, the resident is simply identified as “A Concerned Pierrefonds-Roxboro resident”

Subject: New housing development in Pierrefonds West.

Dear Mayor Tremblay

Hooray for Le Plateau Mayor for wanting to create more green spaces for the residents. Streets will be closed, payment removed and green grass, picnic tables and benches will be installed.  Good job!!!!

 

However, what happens to Pierrefonds-Roxboro residents who already have green spaces but Mayor Monique Worth and City Councilor Bert Ward grant permits to clear trees, forests and destroy wildlife habitats?

New condo developments are booming in our borough. 

The newest project going up is in Pierrefonds West.  What traffic mess will this eventually do to Pierrefonds Blvd.?

 

Since the previous condo development north on Sources Blvd., the traffic on Sources has become unbearable.

 

It’s not always convenient for some people to take public transportation.  In the West Island, we don’t have the convenience of a metro like Laval and Longueuil. 

It’s also not convenient for a parent that needs to get to work and daycare morning and afternoon.  Can you imagine routinely being stuck in traffic with 2 hungry kids in the back seat?

Give it some thought.....

We have been informed of your correspondence to Mayor Tremblay regarding the above-mentioned subject.

As you are aware, the development project in the Pierrefonds West sector is currently under study. You seem very concerned with the traffic mess that this project will bring on Pierrefonds Boulevard. However, this project will not be realized unless a link road is built on the right of way of Autoroute 440, with an overpass to the Trans-Canada Highway. An authorization of the Quebec Ministry of Transport (MTQ) is required. This link road will have a reserved lane for buses and it will certainly greatly reduce traffic on Des Sources, St-Jean and St-Charles Boulevards.

We thank you for expressing your comments and hope that these informations will contribute to alleviate your concerns.

Thank you for this response. 

However, I regret to inform you that this project is not only under study, and that realization has already begun. 

I have already visited one model home. 

Many contractors are already building and these condos, townhouses and individual homes are already under construction and are currently for sale.

 

It seems to me that you may have been misinformed by the Pierrefond-Roxboro team. 

Maybe a visit to this area would be more convincing.

The Project is definitely Pierrefonds, Heritage sur le Lac.

Building has already started.

 

Please see attached advertisement. Phase 1, sold at 60% and the sales office is located at 4783, du Palomino coin boul. Pierrefonds)

The most important point I was making is that while other communities (like Montreal's Le Plateau) create green spaces, Pierrefonds is destroying forests and wild life habitats.  Every inch of land they can find, they build....

The other point is the transportation hell this will create.

As of now, No link road there

Thank you for your clarification.

The development of the «Héritage sur le Lac» project started a few years ago and, as you mentioned, is only 60% completed. Additional traffic certainly ends up on St-Charles, St-Jean and Des Sources Boulevards, which are already overcrowded.

The Transport Plans of the West Island and Montreal call for the construction of the Jacques-Bizard Boulevard, the autoroute 440 link road and overpasses to the Trans-Canada Highway in order to relieve the traffic pressure on those 3 Boulevards. Negotiations with the Quebec Ministry of Transport will start soon.

We hope that these North/South axis road projects will be realized a near future to smooth out the traffic flow onto the Trans-Canada Highway.

I’m sorry to say that your response e-mail of June 10th, has left me confused. 

 

In it you mention that negotiations with the Quebec Ministry of Transport will soon start regarding the construction of the Jacques-Bizard Boulevard, the 440 link road and overpass to the Trans-Canada Highway to relieve traffic on St-Charles, St-Jean and Des Sources Boulevards.

 

However, in your e-mail of June 1st you state that the Heritage sur-le-lac project was only under study and that it would’t be realized before getting this authorization from the Quebec Ministry of Transport. 

 

Apparently, approval and permits to build were given before receiving the OK from the Quebec Ministry of Transport.  Am I to assume that The City of Montreal isn’t aware of what goes on in the Pierrefonds- Roxboro Borough?

 

Have the residents of this Project (60% already sold) been misled to believe that Quebec has already approved these roads? Have our neighbours in the other West-Island municipalities affected by all this traffic also been misled?

 

How convenient for the City to collect taxes on a Project that shouldn’t have been realized in the first place? Taxes are being collected but our Roxboro roads are in pitiful conditions.  How about repairing our existing roads before committing to other projects? 

 

As mentioned in your latest e-mail, " this project started a few years ago", shouldn’t these road negotiations have been started then and completed by now?

 

I don’t know much about politics, but common sense tells me that just hoping for these North/South axis road projects for the near future ......doesn’t guarantee a thing….

 

Meanwhile, wildlife habitat is being destroyed and we have to cope with the overflow of traffic...

Good-day Mr.Chan,

 

Since our last communication on June 14th, have you been able to get the approval from the Quebec Ministry of Transport to build  the Jacques-Bizard Boulevard, the autoroute 440 link road and overpasses to the Trans-Canada Highway? 

 

The conclusion is that building the Project Heritage Sur-Le-Lac , has led to excessive traffic and caused problems with our West Island neighbors. 

I know for a fact that these residents, before they purchased their homes, were misled to believe that this road would be built shortly.

 

Unlike Montreal and other burroughs, who are privileged with a metro system, commuting has become a headache for Pierrefonds-Roxboro and other West Island tax paying residents.

 

I believe that Mayor Monique Worth needs to swallow her pride, remove her blinders and assume responsibility for this traffic mess.  Putting up street signs and adding a spin to this problem will only serve to antagonize and add fuel to the fire.

Let's  be adults and act like good citizens and make peace with our neighbors before this gets out of hand.

 

Pierrefonds-Roxboro planning dept. should have seen this coming...... I did!!!
