The purpose of the Rule 21 Working Group is to build consensus among the CPUC, IOUs, generators, and advocates for Rule 21 reforms to meet the technical needs and policy goals of interconnecting distributed generation. Participants at this workshop will discuss proposals for the Rule 21 Working Group overall goals, scope and phasing of Rule 21-related issues to be addressed, a protocol for participants, and a 2011 meeting schedule. NOTICE OF DRAFT RESOLUTIONS

(Pursuant to PU Code § 311(g))

The Energy Division has prepared Draft Resolution E-4335 for the August 18, 2011 Commission Meeting.  This Resolution approves with modification cost recovery for SDG&E's renewable energy credit purchase and sale agreements with Cabazon Wind Partners LLC and Whitewater Hill Wind Partners LLC.  The Commission makes no determination in this resolution regarding the purchase and sale agreements classification for the purposes of their contribution towards SDG&E's RPS compliance obligations.  Notice of this draft has been sent to parties in the service list.

The Energy Division has prepared Draft Resolution E-4414 for the August 18, 2011 Commission Meeting. This Resolution implements the Renewable Auction Mechanism for the three investor-owned utilities: Pacific Gas & Electric Company, Southern California Edison Company, and San Diego Gas & Electric Company. Specifically, this Resolution adopts implementation details, bidding protocols, and standard power purchase agreements for each investor-owned utility. The Consumer Protection and Safety Division has prepared Resolution ST-129 for the August 18, 2011, Commission Meeting. The resolution grants approval of the final report titled, “2010 Triennial On-Site Security Review of San Francisco International Airport AirTrain” dated November 9, 2010. The report compiles the results of Commission staff review of San Francisco International Airport AirTrain security programs. The Consumer Protection and Safety Division has prepared Resolution TL-19102 for the August 18, 2011, Commission Meeting. The resolution authorizes the Commission’s Executive Director to suspend and revoke the permit of a household goods carrier that fails to pay a court judgment awarded to a consumer in connection with an intrastate shipment of used household goods. The Communications Division has prepared Resolution T-17335 Approving the California Advanced Services Fund Expense Budget for Fiscal Year 2012-13 (July 1, 2012 through June 30, 2013) for the August 18, 2011 Commission meeting.

NOTICE OF RESOLUTION AUTHORIZING PUBLIC DISCLOSURE OF INVESTIGATION RECORDS

Resolution L-420 authorizes disclosure of records concerning the California Public Utilities Commission (Commission) Consumer Protection and Safety Division’s investigation records concerning a railroad incident that occurred on June 2, 2009, at Clean Harbors in San Jose, California.

On August 8, 2011, the draft resolution was mailed to the service list, pursuant to California Public Utilities Code Section 311(g) and Rule 14.2(c)(2) of the Commission’s Rules of Practice and Procedure. Comments shall be served no later than August 29, 2011, and reply comments shall be served no later than September 2, 2011.

Res L-420 will be on the agenda at the September 8, 2011 Commission meeting. The Commission may then vote on this draft resolution, or it may postpone a vote.

When the Commission acts on the draft resolution, it may adopt all or part of it as written, amend or modify it, or set it aside and prepare its own order. Only when the Commission acts does the resolution become binding on the parties.
