R: 2018 – 199A RESOLUTION OF SUPPORT FOR THE EXPANDED IMPLEMENTATION OF MEDICAL MARIJUANA IN THE STATE OF NEW JERSEYResolution #18R-XXX WHEREAS, on January 18, 2010, then Governor Jon Corzine signed the New Jersey Compassionate Use Medical Marijuana Act, N.J.S.A. 24:61-1 et seq. which provided for the legalization of medical marijuana and creation of a program to allow persons suffering from qualifying debilitating medical conditions to obtain medical marijuana in a safe, timely and compassionate manner; andWHEREAS, unfortunately the medical marijuana program in New Jersey was not implemented in a manner so as to make medical marijuana conveniently and safely available to the many citizens who suffer from debilitating illnesses for which medical marijuana can provide significant relief; andWHEREAS, under the leadership of Governor Murphy's Executive Order #6, the State of New Jersey is currently amending its regulatory scheme so as to expand access for citizens to whom medical marijuana may be prescribed and so as to make medical marijuana more accessible and available to many the citizens who need it; andWHEREAS, the Town of Phillipsburg, encourages and endorses the expansion of the medical marijuana program in the State of New Jersey so as to provide needed to relief to the many persons suffering from chronic and/or debilitating illnesses who may benefit from this program; andWHEREAS, the Town of Phillipsburg supports and encourages the safe and appropriate sale of marijuana related and supporting businesses within appropriate places to be defined through amending its zoning ordinances to include marijuana cultivation facilities, marijuana product manufacturing facilities, marijuana testing facilities, and medical marijuana distribution facilities to the extent consistent with all appropriate State and local standards and laws; andNOW, THEREFORE, BE IT RESOLVED, by the Council of the Town of Phillipsburg encourages and endorses the expansion of the medical marijuana program in the State of New Jersey so as to provide needed to relief to the many persons suffering from chronic and/or debilitating illnesses who may benefit from this program.NOW, THEREFORE, BE IT FURTHER RESOLVED, by the Town of Phillipsburg that the State of New Jersey ensure that such needed relief to its citizens, with whom access in challenged due to the current and future distribution of licenses, are covered through the diligent review of new Alternative Treatment Center licensees and that strong consideration for those northwestern Delaware River communities like Phillipsburg is appropriately granted.CERTIFICATIONI, Victoria L.
