In March, 1966, New Jersey voters in a special election selected the delegates to the state's third constitutional convention. The use of a special election in 1966, with no other issues or candidates on the ballot, had the effect of drastically reducing voter turnout--only about 3 percent of eligible voters went to the polls. ................
