1.0 BACKGROUND

The Council of Ministers in its meeting held on 18.3.2017 has inter-alia decided that Employment Scheme for un-employed youth of Punjab would be launched. Decision of the CMM is as follows: '

2.0 OBJECTIVES OF THE SCHEME

The objective of Apni Gaddi Apna Rozgar (AGAR) Scheme is to provide self-employment / entrepreneurial avenues to youth of Punjab in the Transport Sector. Scheme intends to create jobs by way of taxis, light commercial vehicles and other transport vehicles by either engaging prominent private players or supporting & promoting individual micro-entrepreneurs in Transport Sector. The goal under the scheme is to empower the youth of Punjab by creating micro-entrepreneurs and to make commercial driving a more organised profession with increased societal respect for the commercial drivers.

3.0 IMPLEMENTATION OF SCHEMES VIA PROMINENT PRIVATE PLAYERS UNDER PPP MODE

Department of Employment Generation and Training has engaged suitable private players for success of the Scheme. Memorandum of Understanding (MoU) has been signed both with OLA and Uber, major taxi aggregators of the region.

3.0.1 TARGET BENEFICIARIES UNDER PRIVATE TAXI AGGREGATORS

The scheme would cater to the needs of the youth desirous of working in transport sector as driver/ owner of 2 and/or 3 and/or 4 wheeler in association with Private Taxi Aggregators.

Target beneficiaries would be potential drivers having/ desirous of having commercial 2 and/or 3 and/or 4 wheeler licence.

Essential conditions for candidates to avail the facility:

• Punjab domicile

• 18 to 45 years of age

• Middle Pass

• Valid Driving Licence

3.0.2 SELECTION OF BENEFICIARIES UNDER PRIVATE TAXI AGGREGATORS

Potential beneficiaries would be finally selected by private players under the scheme depending upon statute requirements and their business viability. Manpower database will be arranged by the Department of Employment Generation and Training through Deputy Commissioners / District Bureaus of Employment and Enterprise (DBEE’s).

3.0.3 KEY FEATURES OF THE SCHEME UNDER PRIVATE TAXI AGGREGATORS

Key features of the scheme are as follows

• Self-employment through driving a commercial 2/3/4 wheeler.

• Demand driven operation in various centres of Punjab with ultimate aim to cover the entire State.

• Flexible timing of work for the beneficiaries.

• Beneficiary to remain his own boss.

• Very little investment for the beneficiaries.

• Earning for beneficiaries start from day one.

3.0.4 IMPLEMENTATION OF THE SCHEME IN ASSOCIATION WITH PRIVATE TAXI AGGREATORS

Department of Employment Generation and Training (DEGT), Punjab would be the Nodal Agency on behalf of Punjab Government. DEGT would sign Memorandum of Understanding (s) with suitable private players for the success of this Scheme. Private players under the Scheme would be the executing agencies for the scheme. DEGT and the private players under the scheme would work in coordination with Transport Department (Pb), Police Department (Pb), Punjab Skill Development Mission and other line departments. Deputy Commissioners / DBEEs would be the representatives of the DEGT in the respective Districts.

3.0.5 ROLES

Roles of DEGT

• To supervise and monitor the Scheme.

• To engage private players for implementation of the Scheme.

• To coordinate with Transport Department for resolution of State level issues for the success of the Scheme.

• To coordinate with Police Department for resolution of State level issues for the success of the Scheme.

• To liaison with banks.

• To issue necessary guidelines to Deputy Commissioners/ DBEEs.

• To get feedback from all the stakeholders and take corrective steps wherever required.

• To maintain statistical data under the scheme at State level.

• To take any other action required for the success of the Scheme.

Roles of Deputy Commissioners/ DBEEs

• To coordinate with district representatives of the private players for the success of the Scheme.

• To facilitate resolution of issues regarding licences (new/ conversion of existing licence) with the district office of the Transport Department.

• To facilitate resolution of issues of police verification with the district office of the Police Department.

• To identify beneficiaries through surveys, placement camps etc and sharing the database of potential beneficiaries registered with DBEE with the private players.

• To facilitate arrangement of loan to beneficiaries through financial institutions wherever possible.

• To facilitate trainings of the potential beneficiaries.

• To take any other action required for the success of the scheme.

Roles of private players

• To sign Memorandum of Understanding with DEGT.

• To create platform at all viable centres in Punjab at the earliest to launch organized transport services in shortest and time bound manner.

• To process all applications of interested and eligible applicants provided by DEGT/ DBEEs.

• To counsel and motivate youth in association with DEGT/ DBEE.

• To advertise the Scheme for its success.

• To share data of beneficiaries with DEGT/ DBEE.

• To aim for the welfare of beneficiaries and for the security of the customers.

3.0.6 MODALITIES

Private players should offer different modes of association to the beneficiaries. Some are summarized as follows (only indicative) :

• Vehicle on Lease: Private players would lease their own vehicles to the drivers for a daily/weekly/monthly rental. The drivers can use these vehicles to work on the company's platform. Drivers would have the opportunity to own the vehicle after a certain time period. This program would be most suitable for drivers who are not financially equipped to purchase a vehicle.

• Vehicle at a Discounted Interest: Private players would have associate financers. Drivers may purchase a vehicle through such financiers at a discounted interest rate.

• Vehicle at a Discounted Price: Private players would have associate retailers. Drivers may purchase a vehicle from such retailers at a discounted rate.

3.0.7 INDICATIVE EARNINGS FOR APPLICANTS

Following is an indicative comparative analysis of hatchback car, sedan car and the motorbike* as taxi (Figures are just indicative and actuals may vary) :-

*There is lot of scope particularly in the big towns where traffic congestions are huge, lots of people who are single riders would like to have the motorbike services. Moreover, there is very little investment in case of motorbike, as there are many unemployed youth who might be having these vehicles.

3.1 IMPLEMENTATION OF SCHEME BY ASSISTING INDIVIDUAL POTENTIAL COMMERCIAL DRIVERS.

Desirous commercial L.C.V and other vehicle drivers may get benefit under the scheme in individual capacity without associating with taxi aggregators.

3.1.1 TARGET BENEFICIARIES

Target beneficiaries would be potential drvers having/desirous of having commercial LCV and other vehicle license. Essential conditions for candidates to avail the following.

• Punjab domicile

• 18 to 45 years of age

• Middle pass

• Valid driving licences

• Valid BPL Card

3.1.2 SELECTION OF BENEFICIARES

Potential beneficiaries would be selected on the basis of first come first serve, targets under the scheme, available funds, bank requirements, eligibility and other government policies.

3.1.3 IMPLEMENTATION OF THE SCHEME

Department of Employment Generation and Training (DEGT), Punjab would be the Nodal Agency on behalf of Punjab Government. DEGT under the scheme would work in coordination with Transport Department (Pb), Police Department (Pb), Punjab Skill Development Mission and other line departments. Deputy Commissioners/ DBEEs would be the representatives of the DEGT in the respective Districts.

Selected beneficiaries would be offered benefits through designated banks.

3.1.4 ROLES

• To apply and provide all details as are required under the scheme to DBEE/ Deputy Commissioner/ DEGT/ Line Departments/ Bank.

• To aim for security of the customers/their belongings.

• To abide by the law at all times.

• To repay the loan as agreed between the beneficiaries and the bank and maintain good credit score.

• To utilize the loan for the purpose it has been obtained.

3.1.5 MODALITIES

• Potential eligible beneficiaries would make an application to the concerned Deputy Commissioner/ DBEE providing all details as required in the application.

• Deputy Commissioner/ DBEE would process the application and forward the same to concerned bank issuance of loan.

• Bank would process the application and may call for further formalities by the applicant through DBEE.

• Deputy Commissioner/ DBEE would hold meetings of all concerned stakeholders for speedy disbursed of loans. ``
