GENERAL:

The Michigan Department of Corrections (MDOC) issued a Request for Proposal (RFP) for community-based substance abuse treatment throughout the State. The contract period is three-years with two one-year options.

BIDDERS:

The RFP was posted on Bid4Michigan on May 11, 2012, and 29 vendors responded by the due date of 3:00 p.m. (EST) on June 4, 2012.

The vendor stated it will provide all requirements for Early Intervention and Re-Directing the Substance Abusing Criminal Offender, including didactic groups, and flexible scheduling. The vendor stated it will provide all requirements for the Relapse Workshop. The vendor stated it will not provide co-occurring services, but will utilize an assessment and referral process for assistance. The vendor proposed a project plan including treatment plans, treatment delivery and discharge plans. This also included a utilization review, an open door policy, monthly staff meetings as well as continued communication throughout the process. The vendor stated it will provide all required reports including outcome data and statistical data in the correct format.

The vendor included its State of Michigan license for substance abuse treatment as well as documentation for its accreditation through an agency that is not accepted by the State-MDOC. The vendor stated it will ensure staff are LEIN cleared as required. The vendor listed key personnel and provided documentation of licensure and credentials.

Weaknesses:

• The vendor did not supply an email address for referrals or the location of service. The vendor provided documentation for key personnel. Only two staff were listed, and is lacking in field support. The vendor did not have a staff development plan. The vendor did not include information about a procedure for billings. Section 3.042 Past Performance of the RFP states:  “The State may evaluate the Bidder’s prior performance with the State and the prior performance information may be a factor in the award decision.”  The vendor is currently under contract to provide outpatient substance abuse treatment services in Lake County at the LCRRP.  The vendor has had multiple problems meeting the contractual agreement, including not meeting the treatment or programming needs of offenders, staff levels have proved inadequate, and multiple discharges have occurred with offenders not receiving full treatment dosage as required by the contract.  It has been determined that this vendor has not provided all services as required by the current contract  for outpatient substance abuse treatment services in Lake County and will not be considered for award for community-based outpatient substance abuse treatment services.”
