Courses in the NMHED general education core are required to be assessed according to the CNM assessment plan.Factors Considered in New Program Application Review (Approval of New Undergraduate Programs, NMHED Rule 5.5.6.12.5NMAC)Factors that NMHED may consider, but are not limited to the following: A.purpose that is consistent with the mission of the proposing institution; HLC requires a 60 credit-hour minimum for degrees. Programs that exceed the upper 61 credit-hour minimum must be justified and approved by Deans Council. Justification could include accreditation or special requirements.Requires Academic School, Deans Council, NMHED notification, College Curriculum Committee, Governing Board Planning Committee, Full Governing Board, and NMHED approval. Program Requirements, previously referred to as “above the line,” are academic skills that need to be met before students begin their program’s coursework. Program Requirements may be met with successful completion of coursework or with placement exam scores. The courses listed in the Program Requirements are not included in the overall program’s total credit hours and should only include courses in which students can demonstrate proficiency through placement exam scores.Program curriculum is designed to reflect the recommended sequence of courses for students to take each term. The normal course load for a full-time college student is 12 -18 credit hours.A curriculum (required courses, program electives, etc.) may not have “hidden” prerequisites. All prerequisite and co-requisite courses are required to be included in the term-by-term. New Program Proposal Impact Considerations:Faculty resources needed to initiate the program. Include current faculty and need for additional full and part-time faculty.Academic support resources (e.g. library, lab technician)Institution equipment and technological resources needed for the first five years of the program. Include technology requirements such as hardware, software, support, and ongoing equipment maintenance expenses.Institution physical facilities used for the first five years. Include need for additional space or modifications to existing space.Institutional Considerations:Anticipated cost per FTEProgram costs are distributed over three years. Explain.Program/Course FeesIdentify program fees and fees associated with particular courses.Initial Program Investments Costs associated with program and/or course development.A program’s term-by-term should be designed with students in mind and not designed to address every possible scenario to completion. In addition, term-by-terms are used to build rules into CNM’s student information system and student plans in Degree Works. Complexity limits the ability to maintain and enforce the term-by-terms. All new, revised, and deactivated curriculum must be approved through the college curriculum processes before being entered in or removed from the catalog and the student information system. Enrollment Services assigns prefixes and course numbers not listed on the NMHED Common Course Numbering Matrix. Refer to the CNM New Course Numbering System posted on the Academic Affairs Web Site.General education course choices should be limited to either one specific course or the option of choosing from the complete list of approved general education courses in the discipline. One course may be used to meet two requirements (General Education and Program) as long as the program meets the minimum total credit-hour requirement.A course may only be listed once within a program’s term-by-term.Program approved electives are a list of course choices that a student may select from to meet the program’s total credit-hour requirement.Financial AidBudgetEnrollment ServicesState Funding ImpactIdentify if program targets award production, STEMH production, and/or high percent of at-risk students.Space ManagementLab, classroom, faculty offices, and storage needs.When selecting coursework to meet general education requirements, it is recommended to use the same course choices across similar programs. Consider the complexity and number of pathways to finish a program. Students who have graduated from a program cannot graduate again from the same program with minor modifications or under a new name.Students must be enrolled during the academic year in which a new program is launched or thereafter to be eligible to receive the certificate/degree.If a substitution/waiver is granted for a course in a certificate program, it will have to be granted a second time for the degree. When the total credit hours required for a program change, the minimum Degree/Certificate Residency Requirements may also change, impacting the number of credit hours that can be waived.Out-of-cycle changes present unique considerations and can be confusing to students and advisors. Consider the following guidelines when presenting an out-of-cycle curriculum proposal:Determine whether the original and new requirements remain in effect simultaneously until end of the catalog year or if the new requirements will immediately replace the original requirements.Graduation requirements, program deactivations, and course prerequisites changes must be implemented towards the end of the current term’s registration period and before the following term’s open registration date.Degree Works only reflects one catalog year’s program requirements. ................
