Public ChargeStatement for SB 558 OHP-certified community partners October 10, 2018 We acknowledge that you are working with many immigrants and their families who are increasingly concerned about the recently proposed rule on public charge. It is important to understand and communicate the basic facts:Eligibility rules for the Oregon Health Plan have not changed.For those in the U.S., current public charge policy has not changed. Overall, undocumented immigrants are not impacted by public charge. This is because they generally do not have a pathway to adjust their immigration status to legal permanent residency. Under the proposed new rule, non-emergency Medicaid (i.e. full OHP coverage), Supplemental Nutrition Assistance Program (i.e. food stamps), Medicare Part D subsidy and housing assistance may in the future be considered as part of the public charge “test.” OHP Plus-Cover All Kids is not Medicaid; it is a state-run, state-funded program.Children and teens enrolled in OHP Plus-Cover All Kids are not directly impacted by public charge. This is true under the current rule and proposed new rule.? ................
