I. Title for Program: Agricultural Economic Development Program

A. Situation

B. As the largest agricultural county in the State and one of the largest in the Nation, Palm Beach County is currently in a transitory state. With 460,820 acres dedicated to agricultural production, the county has lost over 125,000 acres to urban development and Everglades restoration efforts. During the 2009-2010 crop year, continued improvements sugar yields over the last 5 years and considerably higher world and US sugar prices; price improvement for some of our larger vegetable crops; and flat and decreasing nursery income resulted in a small increase agricultural proceeds to $1.187b. Continued strong dollar have resulted in increases in fresh vegetable imports. Higher fuel and fertilizer costs continue to decrease profit margins. Sugar futures and retail sugar price has seen a dramatic increase during the last 22 months and these are projected to continue. World sugar inventories decline due to weather, third-world increased consumption, and lower production, primary in India.

D. Program Objectives Growers will better understand a cross section of agricultural issues within Palm Beach County. Thru Agricultural Economic Development funds, The Palm Beach County Agricultural Enhancement Council supported funding projects of agricultural interests; address land-use issues; represent Extension in a number of advisory boards.

-Palm Beach County Agricultural Enhancement Council: Staff representative advisory committee to the Board of County Commissioners on agricultural issues. Continue 2011.

-Farm-Your-Backyard Training: 3 yearly all-day programs for small vegetable farming interests. On-going. Scheduled 3 programs per year.

-Western Palm Beach County Farm Bureau’s Corn Fiesta: Secured $25k County grant funding for this one-day promotional program. Assisted project. Will assist in securing funding from Federal or State grants during 2011.

-Villa del Lago Polo Team- Provided both staff time and technical assistance to this major polo entity in re-establishing 2 practice fields and a management maintenance program. On-going.

-Palm Beach County’s Florida-Friendly Fertilizer Ordinance: Participated and technically assisted in 6 meetings to develop a generic county-wide ordinance. Details to be completed and presented to Board of County Commissioners in 2011.

-Glades Technical Advisory Committee: Agricultural representative to the County’s advisory committee on the Glades area. On-going.

-Palm Beach County Leadership: Hosted tour of EAA. Project one tour in 2011.

-Palm Beach Post: Quoted on 8 articles.

-Sun-Sentinel: Quoted on 4 articles.

-Town-Crier: Quoted on 2 articles.

-South Florida Fair: Presented and manned an Agricultural Economic Development Program display. Assisted farming interests in their Sundy Feed Store vegetable sale project. On-going. Scheduled for 2011.

-Western Palm Beach County Farm Bureau: Provided considerable staff time and technical assistance in their current attempt to include locally-grown fresh sweet corn in USDA crop insurance crop list. On-going project.

-Harvest Time Market: Assisted on marketing and land-use issues on this local grower new market.

-Palms West Chamber of Commerce: Breakfast speaker on agricultural economic issues. Scheduled for 2011.

-Edible Gardens Presentation: Vegetable gardening presentation in Family and Consumer Sciences class.

-Benders Local Market: Local commercial grower new farmers market in Boynton Beach. Provided considerable assistance on a range of issues.

-Palm Beach County Property Appraisers Office: Assisted on current agricultural land-use valuation issues. Yearly project.

-Delray Affair: Assisted local corn growers in marketing corn during this 3-day event. Not scheduled for 2011.

- Town of Loxahatchee Grove: Provided information and technical assistance on agricultural land use issues as they relate to their Unified Land Development Code for this new municipality.

-Fenner Equestrian Farm: Assisted in securing a non-residential agricultural building permit to this Wellington entity.

-Palm Beach County School District: Provided considerable technical assistance on a Robert Wood Johnson funded-grant urban vegetable garden project. On-going project.

-Palm Beach County Parks and Recreation Department: Yearly after-school care vegetable garden in Riverbend Park.

-IFAS Small Farm Conference: Attended this year’s conference in Kissimmee.

-South Florida Business Report: Channel 12 weekly business interview show. Agricultural issues discussed.

-Palm Beach County Planning Dept; Provided agricultural information relating to new rock mining land-use planning designation. On-going project.

-Florida Farm Bureau: Speaker at their district meeting on various Palm Beach County related agricultural issues.

--Florida Department of Agriculture and Consumer Services: Meetings with DOACS staff and attorneys relating to the possibility of being a witness on a class action citrus canker lawsuit. On-going project.

-US Department of Homeland Security: agricultural representative to federal training on agro-terrorism.

-Palms West Chamber of Commerce’s Farm City Luncheon: Lunch speaker at yearly local event.

-Western Palm Beach County Farm Bureau; Assisted in fresh sweet corn sales at a two-day Pahokee Marina event.

-Vavrus Ranch: Consultations on vegetable planting options and other issues with this local cattle ranch interested in partial diversification of their property. On-going project.

-Wellington equestrian interests: Number of meetings with various equestrian interest groups and individuals on a diversified number of issues. On-going projects.

-Tropical Pond and Garden: Assisted in seedling establishment and consulted on general agronomic issues with this specialty tomato hydroponic operation. On-going project.

-The Breakers: Currently providing technical assistance in establishing a specialty micro-mix garden on their property with the ability to completely supply all their location restaurants. On-going project.

-Collins Institute: Assisting on a number of issues on the Institute’s effort to improve the economic situation in the Glades area.

-Vegetable Gardens; Provided assistance and information on requests from 7 local vegetable gardens. On-going project.

-USDA’s Inner-City Area Outreach Assistance and Training Program Grant: Assisted in generating Palm Beach County Extension grant request. Grant not awarded.

G. Outcomes and Impacts: Farm-your-Backyard, garden vegetable program, in conjunction with other agents garden program, have been very successful and has established Extension as the main source for information on these types of projects. Grant support and assistance provided to the Western Palm Beach County Farm Bureau’s Sweet Corn Fiesta and the Delray Affair has provided considerable publicity to this important county crop. Program assistance to a number of equestrian projects.
