MEMORANDUM FOR: All interested JROTC Units

SUBJECT: New Mexico Military Institute Drill Meet

1. We welcome your participation in the New Mexico Military Institute Drill Meet on

1st & 2nd of November 2019.

2. Enclosed are the entry forms, general instructions, the Drill Meet Standing Operating Procedures (SOP), drill sequences, and score sheets. ALL ENTRY FORMS ARE DUE NO LATER THAN 21 OCTOBER 2019. Checks to cover entry fees may be submitted with your entry form or may be turned in the morning of the meet; however, we must have your entry form on time. Please make checks payable to New Mexico Military Institute- JROTC. We will accept deletions to your entry form anytime up to the start of the drill meet.

3. We will compile all entries and prepare a draft competition schedule, which you will receive by email on or before 25 OCTOBER 2019. Times will be allotted on a first come, first serve basis. If you desire changes to this draft schedule, contact LTC Michael O’Neil at (575) 624-8120. He is the only one authorized to make changes to the schedule. No changes will be accepted after 1700 hours Friday, 25 October 2019. Schools should report to the meet Command Post (Daniels Leadership Center) upon arrival to check in.

4. Schools from outside New Mexico may compete in any category.

5. HOUSING & MEALS: There are many good motels/hotels and restaurants in proximity to the Institute. See attachment for details.

This year NMMI will provide FREE MEALS for lunch. Everyone will go to lunch from 11:00 – 12:00 p.m. at the Bates Hall. The PX will be open as an option for meals. However if you choose to eat at the PX you will be responsible to pay for your meal(s). Please call 575-624-8125 or email jradmin@nmmi.edu. GENERAL RULES PERTAINING TO ALL TEAMS AND EVENTS

AT THE NEW MEXICO MILITARY INSTITUTE DRILL MEET

1. The Drill Meet Coordinator (DMC-LTC O’Neil) exercises final jurisdiction over all proceedings except judging. Protests will be limited to those concerning violations of the rules of competition. The DMC has final and absolute authority. Only the Team Advisor will address the DMC with protests concerning rules, penalties and/or disqualification.

2. Decisions of the judges with respect to judging of drill and penalties are FINAL.

3. Disqualification:

• Disqualification of a team may result from an infraction of the rules of competition deemed serious enough to warrant it.

• No team will be disqualified before a meeting involving the DMC, Head Judge, and the respective Team Advisor is conducted.

• Reasons for disqualification include, but are not limited to: use of drugs or alcohol, directed profanity, fighting, intentionally interfering with the performance of another team during their drill sequence, etc.

4. Judges: We will attempt to have one judge from each service for every drill area. The Head Judge will be a JROTC instructor, if possible.

5. Each Team Commander (TC) will be responsible for assembling his/her unit to enter the drill area at the scheduled time. The team should assemble well in advance of their scheduled time of performance to alleviate loss of time. A team may be disqualified for failure to meet its time schedule without prior arrangements with the DMC or his representative.

6. Before a team begins its drill sequence, the TC of the next team will move his/her team to the entry position and put the team in the “AT EASE” position. When the Head Judge signals, the TC will approach, receive last minute instructions, and return to the team. Once the Head Judge signals that the judges are prepared, the TC will call his/her team to “ATTENTION” and enter the drill area. See the respective category rules for timing and grading details.

7. No person may participate in more than one team in the same type category of competition (e.g., same cadet cannot be on both the armed and unarmed team). This rule has been included to prevent any team from effectively entering the same competition twice.

8. If it is necessary to stop the competition, the Head Judge will direct the TC to do so. The TC will IMMEDIATELY stop the drill sequence.

9. Boundary Violations: A 5-point penalty will be assessed for each boundary violation in all events.

10. Time Violations: See annex of specific category of competition.

11. If changes to the rules have to be made, all teams and team advisors will be notified.

12. The Statistics Room manned by the DMC’s staff will be OFF LIMITS to all personnel. Team Advisors are welcome to check their score sheets by contacting LTC O’Neil.

13. No scores will be posted prior to the Award Ceremony.

14. The individual school or team must furnish all weapons, flags, and special equipment. The DMC will have available one regulation national flag and one regulation state flag (with appropriate staffs) in the competition area which can be used by any school for the color guard competition. Availability will be on a first come, first served basis for the competition only (no practice). This will preclude schools from having to purchase their own 9 ½ foot regulation staffs.

15. Only demilitarized rifles issued by the school for use by the team will be acceptable in both regulation and exhibition drill competitions (e.g. no balsa wood rifles). Schools may switch rifles between events (e.g. wooden rifles to black plastic daisy rifles).

16. There will be a formal inspection phase for Armed, Unarmed, and Color Guard (male, female, and mixed). 1st through 3rd Place will be awarded for each. In the event of a tie in any individual drill category, the tie-breaker will be the inspection score.

17. All teams will march at 120 steps per minute, taking 30 inch steps except for Exhibition Drill.

18. Team Commanders will not be allowed to call cadence during any performance.

19. There will be a Drill Down at the end of the competition. The Drill Down will cost $2.00 per cadet. Team Advisors may buy tickets for their cadets or the cadet may simply hold up $2.00 at the beginning of the Drill Down. All individuals, except for those that competed in Physical Fitness must be in uniform. Drilldown will be in accordance with Army Training Circular 3-21.5.

20. Schools must be present to receive awards. No awards will be mailed.

RULES FOR REGULATION DRILL

1. All teams competing during non-exhibition performances (Inspection, Regulation, and Color Guard) will be required to wear a MILITARY UNIFORM of their choosing. However, uniforms must be in accordance with respective service regulations. This uniform must be service issue. Fatigues or Army Combat Uniform (ACU) are not authorized. A cover must be worn with the uniform. The overriding requirement is that the uniform must be presented in accordance with a written regulation/manual that can be clearly enumerated. Ascots, Boot Leggings, Spats, and Web Belts/Ceremonial Belts may be worn. Teams are expected to have a name tag and/or all authorized medals/ribbons on their uniform for Inspection, depending on the uniform worn. If allowed by the service, two cords may be worn. Gloves of any type MAY be worn with ANY uniform as long as they are in compliance with respective service regulations. Military style headgear is allowed for the Regulation Drill competition as long as the headgear is in good taste (at the discretion of the DMC). Hat Plumes or other “exhibition” headgear are not authorized. Berets are a common cover and will be allowed if authorized by respective service regulations.

2. All Armed Regulation Drill Teams will drill with demilitarized rifles issued by their school. The Team Commander must be armed with one of the following weapons: a demilitarized rifle, a sword, or a saber.

3. Armed Regulation Drill Team members will perform the inspection phase of manual of arms when the inspection judge comes before them. Teams with inoperable action bolts must simulate the inspection phase of the manual of arms.

4. Armed Drill Team Commanders outfitted & wearing a saber or sword will be judged in accordance with their respective service regulations.

5. Each team will follow a proscribed drill sequence. No deviations from the drill sequence will be allowed. The TC must memorize the sequence and absolutely no prompting will be allowed.

6. All movements will be executed according to the correct drill manual for each service. Extra flourishes such as three-count about faces, accented cadence or cadence other than 120 counts per minute will be subject to penalty. Commands may vary depending on the service. Schools will be responsible for obtaining the current manuals and no provisions will be made for teams using an inappropriate manual.

7. Slings and/or butts may be taped as long as they are uniform and non-ornamental within reason. For example, we do not want to see five different colors covering three quarters of the weapon.

9. All teams must receive permission to enter the drill area from the Head Judge. There will be NO exceptions to this rule.

Grading and Timing Stops

RULES FOR TEAM EXHIBITION DRILL

1. A military style optional wear uniform is allowed for the Exhibition event competition as long as the uniform is in good taste (at the discretion of the DMC).

2. The Drill Deck size for team exhibition drill will be approximately 100x80 feet.

3. Each team will have no less than seven members. There is no maximum team size. The Team Commander is counted as one of the seven members in calculating the number of members per team. You cannot add any drill team members during any phase of the competition.

4. All Armed Exhibition Drill teams will perform with demilitarized rifles issued by their school. The Team Commander must be armed with one of the following weapons: a demilitarized rifle, a sword, or a saber.

5. Each team will have a minimum of four (4) minutes and a maximum of six (6) minutes in which to perform. Timing of the drill sequence will begin when the TC raises his/her salute to the Head Judge after entering the drill area and will end when the Team Commander drops his/her salute after reporting out. Any team failing to report out will be assessed a 10 point penalty.

6. The team formed up in the waiting area will be signaled by the Head Judge or an Assistant to enter the drill area.

7. Time Penalties: Two points will be deducted for every 10 seconds over or under the time limit.

8. Judging will be based upon difficulty of performance, each individual performance in the platoon, speed of the routine, synchronization, choreography, creativity, movement, straight lines and utilization of the complete drill area.

9. A "dropped" rifle or equipment will result in a 10 point deduction for each occurrence from the total Exhibition Drill Team score as rendered by the Head Judge. The definition of a "dropped" rifle is when a drill rifle unintentionally leaves the CONTROL of a cadet and strikes the drill surface. Judges will certainly reduce scores for bobbles and other poor rifle control as well.

10. The TC will be armed with one of the following weapons: a rifle, a sword, or a saber.

11. No cadet(s) will be raised or lifted off of the competition floor during the performance routine. In all drill performances NO lifting or carrying of cadets off the drill floor will be allowed.

12. All armed teams will drill with demilitarized rifles issued by their school. The Team Commander must be armed with one of the following weapons: a demilitarized rifle, a sword, or a saber.

GENERAL RULES PERTAINING TO COLOR GUARD

1. Orange cones will mark boundaries. The Drill Deck will be approximately one half the size of a basketball court. Penalty points will be assessed for boundary violations. Every attempt should be made to keep your team in the designated area.

2. Calling cadence is not permitted. Each violation will result in penalty points.

3. Commander must give commands from memory. Notes or coaching will not be permitted.

4. Team commanders will form their teams outside the drill area and wait for the signal of the Head Judge to proceed. There is no minimum time limit. The maximum time allowed for execution of the sequence is five minutes and thirty seconds. Penalty points will be assessed for exceeding the maximum time limit. Total time allowed, from the judge’s signal to enter the floor to the team’s complete exit from the floor-including the drill sequence-is seven minutes.

5. Teams will be evaluated from the time they start their sequence until they exit the area.

6. Commanders are required to report out.

7. All teams must use 9 ½ foot flag staffs (Army Regulation 840-10). The DMC will have available one regulation national flag and one regulation New Mexico state flag (with appropriate staffs) on the Drill Deck which can be used by any school for the color guard competition. Availability will be on a first come, first served basis for the competition only (no practice). This will preclude schools from having to purchase their own 9 ½ foot regulation staffs.

GENERAL RULES PERTAINING TO PHYSICAL FITNESS

Physical Fitness: One team per event - Male – Female – Mixed- events, (PT) Team will consist of four individuals of one gender for a Male and Female teams the Mixed team will have a combination of Male and Female.

PULLUPS (MALE)-

Equipment: A bar of sufficient height, comfortable to grip.

STARTING POSITION: Grasp the bar with palms facing toward or away from your body, hang with arms and legs fully extended. Feet must be free of the floor/ground. The scorer stands slightly to one side of the cadet being tested and counts each successful PULLUP.

ACTION:

1. Pull body up with the arms until the chin is above the bar.

2. Lower body fully, until both elbows rotate into the down position.

3. Repeat the exercise as many times as possible.

TIME LIMIT: None

RULES: 1. The PULLUP cannot be a snap movement. NO KICKING!

2. Knees cannot be raised above the waist.

3. Kicking/bicycling the legs is not permitted

4. The body must not have an exaggerated swing. If the competitor starts to swing, the scorer stops the motion by holding an extended arm across the front of the competitor’s thighs.

5. One complete pull-up is counted each time the competitor places his chin over the bar.

FLEX ARM HANG (FEMALES)

EQUIPMENT: A stopwatch and a sturdy bar, comfortable to grip.

STARTING POSITION: Two female spotters, one on each side, help the competitor raise her body so that her chin is above the bar, elbows are bent and chest is close to the bar. The bar may be grasped with hands facing away from or toward the body. Feet must be clear of the floor/ground or support.

ACTION: Hold position as long as possible.

RULES:

Start timing as soon as cadet is in position and released by spotters.

Stop timing when cadet’s chin gets below the bar.

Chin cannot rest on the bar at any time. If the chin touches the bar, time stops.

PHYSICAL FITNESS (CONT’D)

SITUPS MALE/FEMALE

STARTING POSITION: Lie on your back with your knees bent at a 45- degree angle. Your feet may be together or up to 12 inches apart. Another person will hold your ankles with the hands only. No other method of bracing or holding the feet is authorized. The heel is the only part of your foot that must stay in contact with the ground. Your fingers must be interlocked behind your head and the back of your hands must touch the ground. Your arms and elbows need not touch the ground.

ACTION:

On the command “GO,” raise your upper body forward to, or beyond, the vertical position. The vertical position means that the base of your neck is above the base of your spine. After you reach or surpass the vertical position, lower your body until the bottom of your shoulder blades touch the ground. Your head, hands, arms or elbows do not have to touch the ground.

No bouncing or arching of the lower back is authorized and the buttocks will remain in constant contact with the ground. Your fingers must stay interlocked behind your head throughout the exercise.

A repetition will not count if you fail to reach the vertical position, fail to keep your fingers interlocked behind your head, arch or bow your back, or raise your buttocks off the ground.

The only rest position is in the up position. While in the rest position, you may not help yourself stay in that position by using the elbows or any part of the arms to lock onto or brace against the legs.

TIME LIMIT: 2 minutes for both male and female.

STARTING POSITION: Competitors stand behind starting line.

ACTION: On the signal, the competitor starts running the ½ mile distance (One lap around the track).

RULES:

1. The object is to cover the distance in the shortest possible time.

2. Record the time in minutes and seconds.

3. Competitors will be required to wear and display numbers.

GENERAL RULE PERTAINING TO INSPECTION PHASE

1. The unit will move to the inspection area, and report in for inspection.

Prepare for inspection. A judge or group of judges then inspects the unit. Inspection will then commence, with the following items being judged.

Cadets will not be allowed to answer for their fellow cadets.

GENERAL RULES PERTAINING INDIVIDUAL EXHIBITION PHASE

1. A unit may enter as many cadets as desired on a first come, first serve basis. Cost is $3.00 and can be paid at the check-in station (Daniels Leadership Center). Upon paying, the cadet will be given a score sheet to give to the judge.

2. The individual will be briefed by the Judge prior to entering the drill area. At the direction of the Judge, the individual will march into the drill area and report in. Grading begins when the individual enters the drill area.

3. A minimum of 1.5 and a maximum of 2 minutes will be allocated for this phase. Timing begins when the individual reports in. There will be a one point deduction for each second over or under the time limits.

1. A five point penalty will be assessed for each piece of equipment dropped.

3. At the end of the drill, the individual will report out. When the Judge returns the salute, grading and timing will cease.

4. No blindfolds, blanks, fires, pyrotechnics, lights, paints, music or any other means of enhancing the drill sequence will be allowed.

5. Competing individuals must be in uniform.

SUPERINTENDENT’S TROPHY (largest one) Points will be combined from teams placing 1st place three points, 2nd place two points, 3rd place one point the school with the most points will be awarded the Superintendent’s Trophy.

COMMANDANT’S TROPHY (2nd largest) Points will be combined from teams placing 1st place three points, 2nd place two points, 3rd place one point the school with the second most points will be awarded the Commandant’s Trophy.
