Benefits under any plan must be payable only if the debtor qualifies for unemployment benefits in this State pursuant to Article 18 of the New York Labor Law, or would qualify thereunder but for Labor Law §511(3), (4), (6), (10) or (11), or by reason of exhaustion of benefits or length of employment. ................
