• As Assistant Director, I was responsible for managing the activities of the statewide functions of the Treasury Purchase Bureau; Capitol Post Office, which is responsible for mail pick-up and delivery for all state agencies; and the Printing Control Office, which centrally reviews and approves copier placements for all state agencies.

• As Purchase Bureau Supervisor, I was responsible for managing a statewide Procurement Program that is responsible for expenditure of approximately $1 billion per year in purchases. Responsibilities included managing 100 employees with a budget of $6,000,000.

• As Assistant Supervisor of Professional Services and Technology, I was responsible for managing 22 employees who compromise 3 major operational areas within the Purchase Bureau with total expenditures in the area of 400 million dollars. These areas comprised the Professional Services, High Technology and Toxic Waste Units of the Division of Purchase & Property, Purchase Bureau. Duties included all management functions relating to work assignment, rendering technical and administrative assistance to buyers on the more complicated procurements, and the monitoring of their work load to insure compliance with the Statutory rules and regulations which govern state purchasing.

Gained extensive procurement experience in many areas which included data and word processing equipment and systems and professional services acquired via competitive bidding and waivers, which include management consulting, auditing, feasibility studies, advertising and public relations, state-wide testing programs, data processing systems, programming services, architecture and engineering services, etc.

Additional duties included participation in evaluation committees, chairing of bidders' conferences, settlement of disputes with vendors, maintaining bidders lists, recommending contract awards, etc. Gained complete knowledge of state purchasing rules and regulations.

• Instrumental in developing major changes in State and Local Government Procurement legislation.

• Testified as official Treasury representative at legislative hearings.

Special Assignment - GSA Reorganization Task Force 1984 -1985

• Appointed to serve as lead purchasing representative to a special Task Force made up of representatives of Purchase & Property and the Division of Building & Construction. Worked intensively for a 4 month period to reorganize the Division of Purchase & Property and Division of Building & Construction into an organization better designed to serve State Agencies. As such, a thorough analysis was conducted of the Architect/Engineering selection and Construction Contracting process to determine areas of similarity where functions could be combined in the interest of improving service delivery to various State Agencies.

Architect/Engineer Selection Board (A/E) -Division of Building & Construction 1985 -1986

• Appointed by the GSA Administrator to serve as official Division of Purchase & Property representative to the A/E Selection Board of the Division of Building & Construction. As such, was a full voting member of the A/E Panel, which is empowered by Statute to select the various Architects and Engineers who prepare and implement designs of state facility renovation, repair and construction.

Special Assignment - Newark Board of Education Task Force Jan 1975 - Aug 1975

• Chosen by the Treasurer to serve on the Governor's Special Task Force to correct the inefficient business and financial practice of the City of Newark, Board of Education.

• Under the direction of Mr. Walter Wechsler, former State Budget Director, I was charged with the responsibility of completely revamping and reorganizing the Newark Board of Education Purchasing Department, a large centralized purchasing organization with 58 employees and a budget of approximately 20 million dollars a year. After six months of intensive effort, the Purchasing Task Force completely reorganized and improved their operation leaving them with a detailed Purchasing Procedures Manual and provided the necessary training to follow it.

LAND USE, PLANNING AND DEVELOPMENT

Planning Board

Over 20 years experience in all aspects of land use and planning as a result of my involvement with a Municipal Planning Board; the last 12 years as Chairman. As Chairman, directed a major revision of the Township Master Plan, which involved many public meetings throughout the community where public input was solicited.

Municipal Redevelopment Agency

As a Commissioner of the Hamilton Township Redevelopment Agency, was currently involved in the development of a Town Center on approximately 135 acres of land located in the center of the Township. It is currently envisioned as a mixed-use project involving retail, office and community/cultural uses.

The Agency is an autonomous municipal corporation duly authorized by State Statute to develop the property. It has total contracting authority and the right to sell municipal bonds to finance this project.

Awarded contract to a private developer to construct a golf complex on one parcel of property. This was structured as a 15-year agreement with the Township receiving a revenue stream each year.
