2012 Central Office Code Activity

Central Office Code Assignments

For 2012, NANPA assigned 2,637 central office codes. A total of 572 codes were disconnected.

Below is a comparison of 2012 with 2006 through 2011:

The Texas overlay complexes have been on this list for the past few years. Atlanta and the surrounding area saw significant growth in 2012. Oklahoma NPA’s 405 and 918 were very active, especially in the first half of the year.

2012 NPA (Area Code) Activity

As of December 31, 2012, there were 681 assignable NPAs:

• 392 NPAs are assigned, of which 364 are in service.

o 350 geographic NPAs in service

o 14 non-geographic NPAs in service

o 28 NPAs awaiting implementation

• 289 NPAs are currently unassigned

Three (3) area codes were assigned in 2012:

• Prince Edward Island/Nova Scotia 782 for 902 – assigned October 10, 2012

• Nevada 725 for 702 – assigned November 15, 2012 (PL-445)

• Kentucky 364 for 270 – assigned December 17, 2012 (PL-449)

Six (6) area codes were placed in service in 2012:

• Maryland 667 for 410/443 - March 24, 2012 (PL-427)

• Non-Geographic PCS 5YY 566 - April 17, 2012 (PL-436)

• North Carolina 984 for 919 - April 30, 2012 (PL-422)

• Quebec, Canada 873 for 819 - September 15, 2012 (PL-425)

• Manitoba, Canada 431 for 204 - November 3, 2012 (PL-435)

NPA Relief Planning

Status of NPA Codes Exhausting Within 36 Months (report attached)

There are three NPAs currently projected to exhaust within the next 12 months. A summary of their relief planning status is provided below:

• PA 570 NPA – In December 2012, the Pennsylvania Public Utilities Commission (PUC) modified its July 19, 2010 Order for an overlay of the 570 NPA to provide for a six-month customer education and permissive dialing period. The new 272 NPA will serve the same geographic area currently served by the existing 570 NPA. When the PUC determines the 570 NPA is within six months of exhaust, it will notify the industry to start customer education and permissive dialing. (See PL-444).

• TX 512 NPA – On June 28, 2012, the Texas Public Utilities Commission approved an all-services overlay as the relief method for the 512 NPA. The new 737 NPA will serve the same geographic area currently served by the existing 512 NPA. Ten-digit permissive dialing started on December 1, 2012. Mandatory 10-digit dialing will begin on June 1, 2013. The effective date of the new 737 NPA is July 1, 2013. (See PL-438).

• KY 270 – On December 17, 2012, the Kentucky Public Service Commission (KY PSC) ordered an all-services overlay as the relief method for the 270 NPA. The new 364 NPA will serve the same geographic area currently served by the existing 270 NPA. Ten-digit permissive dialing will begin on August 3, 2013. Mandatory 10-digit dialing will start on February 1, 2014. The effective date of the new 364 NPA is March 3, 2014. (See PL-449).

Other NPA Relief Activities

• NV 702 NPA – On November 15, 2012, the Nevada Public Utilities Commission approved an all-services overlay of the 702 NPA. The new 725 NPA will serve the same geographic area currently served by the existing 702 NPA. Permissive 10-digit dialing is scheduled to begin August 3, 2013 with mandatory 10-digit dialing starting May 3, 2014. The effective date for the new 725 NPA is June 3, 2014. (See PL-445).

• CA 415 NPA – Local jurisdiction and public meetings conducted by the California Public Utilities Commission and NANPA took place on January 16 and 17, 2013. The NPA relief plan will be filed subsequent to the industry’s review of the results of the local jurisdiction and public meetings.

• TX 713/281/832 – On January 30, 2013, NANPA filed an amendment to the petition updating the status of numbering in the Houston overlay complex. The current projected exhaust for this NPA complex is 4Q14.

• IN 812 NPA - NANPA filed a petition on behalf of the industry with the Indiana Utility Regulatory Commission (IURC) on August 2012, recommending an all-services overlay of the 812 area code. Ten educational sessions and field hearings are scheduled to begin in March and conclude in May 2013.

• SC 864 NPA – NANPA is scheduled to conduct a relief planning meeting for the 864 area code on March 21, 2013.

• OK 405 NPA – NANPA is scheduled to conduct a relief planning meeting for the 405 area code on March 28, 2013.

2012 Year-End Resource Update

Feature Group (FG) B Carrier Identification Codes (CICs)

During 2012, one FG B CIC was assigned by NANPA and six FG B CIC were returned/ reclaimed. At the end of 2012, 270 FG B CICs were assigned in total. The potential exhaust of the FG B CIC resource is not a concern based on the current rate of assignment.

Feature Group (FG) D Carrier Identification Codes (CICs)

In 2012, NANPA assigned 39 FG D CICs, yielding an average assignment rate of 3.5 codes per month. US/Canadian switchless resellers received seven of these assignments. A total of 37 FG D CICs were returned or reclaimed in 2012.

At the end of 2012, 2,040 FG D CICs were assigned in total, leaving 7,737 FG D CICs available for assignment. The potential exhaust of the FG D CIC resource is not a concern based on the current rate of assignment. It should be noted however that the FCC limits the number of FG D CICs assignments to two CICs “entity.”

5YY NPA

During 2012, NANPA assigned 365 new 5YY-NXX codes (yielding an average assignment rate of 30 codes per month). At the end of 2012, a total of 2,669 5YY-NXX codes were assigned. Eight 5YY-NXX codes were returned/reclaimed in 2012 and 495 codes remained available for assignment. There are presently 25 area codes reserved for 5YY purposes.

900 NPA

In 2012, there was one new 900-NXX assignment and no codes were returned/reclaimed. At the end of 2012, there were 101 codes assigned, 39 codes reserved (for Canadian use) and 652 available NXXs.

555 Line Numbers

The intended use for 555 line numbers, in the format 555-XXXX, where X is any digit from 0 through 9, includes the provisioning of information services, but may grow to include a broad range of existing and future services as well. In 2012, there was one new 555 line number assigned by NANPA. Ninety-three (93) 555 line number assignments were reclaimed.

At the end of 2012, a total of 7,446 national assignments and 385 non-national line number assignments (290 actual line numbers, assigned to one or more assignees in one or more NPAs) were in effect. In addition, 116 line numbers remain in “dispute” status and 100 line numbers are reserved for the entertainment/advertising industries. At year end, 2,028 555 line numbers were available for assignment.

800-855 Line Numbers

800-855 numbers are used only for the purpose of accessing public services on the Public Switched Telephone Network (PSTN) intended for the deaf, hard of hearing or speech impaired. No 800-855 number assignments were made in 2012.

NPA 456-NXX codes

The purpose of NPA 456 and its associated NXXs is to enable the routing of inbound international calls for carrier-specific services, particular to that service provider’s network, to and between countries served by the NANP. No 456-NXX assignments were made in 2012.

Vertical Service Codes

Vertical Service Codes (VSCs) are customer-dialed codes in the *XX or *2XX dialing format for touch-tone and the 11XX or 112XX dialing format for rotary phones. They are used to provide customer access to features and services (e.g., call forwarding, automatic callback, etc.) provided by network service providers such as local exchange carriers, interexchange carriers or commercial mobile radio service (CMRS) providers. NANPA made no VSC assignments in 2012.

Automatic Number Identification “II” digits

Automatic Number Identification (ANI) Information Integers (“II”) digits are digit pairs sent with the originating telephone number. The digit pair identifies the type of originating station; e.g., plain old telephone service (POTS) or hotel/motel. No ANI II digit assignments were made in 2012.

NANPA Contract and Change Orders

As noted in previous NANPA reports, with the award of a new contract, Neustar is making a number of updates and enhancements to the NANP Administration System (NAS). In September 2012, modifications were made to NAS network gear to create a secure DMZ, ensuring NAS conforms to industry best practices for system security.

Presently, we are in the process of upgrading existing system hardware components and developing improved application software that delivers richer functionality. To this end, we have implemented a new Development Environment (same hardware as the future production environment), which is presently being used for quality assurance testing. Deployment is scheduled for early April.

NANPA Change Order

NANPA Contract (FCC12C0023) Change Order 1 is in response to INC Issue 692 (Update the 5YY Requirements for Resources) and INC Issue 702 (Update Service Description for Use of 5YY Resources). In addition to changing the purpose for Personal Communication Services (PCS) 5YY numbers, numerous modifications are required to the NANP Administration System that impact resource processing and reclamation, NRUF queries and reports and public website reports. Targeted implementation is 3Q13, after the NAS technical refresh scheduled for April.

Other NANP and NANPA News

• To assist in gathering input from states and service providers, a link to the 2012 NANPA Performance Survey, along with the associated cover letter, was posted to the NANPA website on January 2, 2013. Notices have been distributed via NAS NANP Notification System (NNS) to remind recipients to complete and submit the survey.

• The 2012 NANPA Annual Report will be available on the NANPA website (under Publications, NANPA Annual Report) at the end of March.

• The 2012 NANPA Annual Operations Review will take place on April 16-17, 2013. NANPA will provide a review of 2012, to include a summary of activities and events as well as NANPA’s performance measurements. A copy of NANPA’s 2012 Highlights is attached to this report.

• The 4Q12 NANPA Newsletter was published the first week of January 2013 and is available on the NANPA website ().

• The April 2013 NPA and NANP exhaust projections will be available the end of April on the NANPA website (). The assumptions and methodology used in both the NPA and NANP exhaust analysis will remain the same as in previous studies.

5YY NPA exhaust

• Beginning in April 2012, NANPA initiated NXX assignments from the 566 NPA and published Planning Letter 436.

• With the April 2012 NPA and NANP exhaust projections, NANPA initiated posting a forecasted exhaust projection for the currently-assigned 5YY NPA resource. The projection also provided a forecast of the quantity of 5YY NPAs that will be needed over the next 5 years.

• Starting in October 2012, NANPA provided an exhaust projection for all assigned and reserved 5YY NPA resources, along with an exhaust projection for currently-assigned resources.

555 NXX Line Numbers

• Researched/initiated the reclamation of 93 555 line numbers.  Final reclamation of 77 555 line numbers required approval of the FCC.  In addition, 16 unused 555 line numbers were voluntarily returned. 

Reclamation of Resources

• For 2012, NANPA sent four letters to the INC identifying CICs subject to reclamation.

• Quantity of confirmations sent – 7,328 (compared to 7,664 in 2011)

• Quantity of error notifications sent – 2,210 (compared to 1,946 in 2011)

• Quantity of missing utilization notifications sent – 705 (compared to 911 in 2011)

• Quantity of anomalous notifications sent – 627 (compared to 695 in 2011)

• Quantity of state reports – 83 (69 in 2011)

2012 NRUF reporting process:

• 100% of Form 502s processed and confirmation notifications sent, to include any errors identified, within 7 calendar days.

• 100% of missing utilization notices sent within 45 days.

• 100% of anomalous notifications sent within 90 days.

• 100% of phone calls/emails responded to within one business day.

• 100% of Job Aid updates completed 60 days prior to submission deadline.

Ongoing education/enhancements

• Distributed NRUF filing tips via NAS NNS in January.

• Updated the Geographic and Non-Geographic Job Aid documents.

o Answered over 1,600 inquiries from service providers seeking assistance in completing their NRUF.

• Directed NRUF filers using email to send their non-geographic Form 502 to the cocus@ (new submissions) and rev-cocus@ (revisions) rather than NRUF500900@ and rev500900@ addresses.

• Provided a reminder notification to reporting service providers via NAS NNS of the August 1, 2012 and February 1, 2013 NRUF submission deadline.

• Added a month-by-month NRUF preparation checklist to the NANPA website derived from service provider training and a NANPA newsletter article.

o Distributed NNS containing the NRUF checklist in June.

• Updated the NRUF FTP file format document on the NANPA website.

NPA and NANP exhaust analysis provided in April and October 2012.

• Analysis conducted semi-annually per NANPA Requirements Document.

• Four (4) delta NRUFs posted in 2012 (Pennsylvania, Arkansas, Tennessee and Kentucky)

Toll-free NPA exhaust

• NANPA provided updates on the status of the toll-free resource. The NANPA website was modified to include a section on toll-free related information. This information included SNAC and 800/SMS Inc. correspondence addressing the projected exhaust of the toll-free NPAs. NANPA also distributed NNS notices concerning this information.

Other 2012 Highlights

• NANPA introduced seven (7) new issues to INC:[3]

o Issue 729 – Updates to the CIC Assignment Guidelines

o Issue 730 – Proof of Certification and Facility readiness to transfer a central office code

o Issue 733 – Additional updates to types of proof of readiness

o Issue 735 – Update to facilities readiness language regarding pre-planning checklist

o Issue 736 – COCAG Section 6.3.1 edit regarding Rate Center change to an NXX

o Issue 741 – Edit Definition of NANP to include Sint Maarten

o Issue 750 – References to Parent Company OCN

• NANPA submitted 20 contributions to INC.[4]

o Provided four (4) reclamation CIC letters and two NANP resource updates.

• Published 4Q11, 1Q12, 2Q12 and 3Q12 NANPA newsletters. Newsletters continued to include a NANPA employee profile in response to a 2010 PIP issue identified in the 2009 NANPA operational review.

• Published the 2011 NANPA Annual Report in March 2012.

• Met with the FCC to review NANPA contract and other ongoing numbering activities (Oct12).

2012 NANPA Contractual Highlights

As part of the new NANPA contract, awarded in June 2012 with the start date of July 9, 2012, the following outlines various documents and information provided to the FCC as part of the contract.

• Per contract requirements, NANPA provided the FCC Contracting Officer a monthly report summarizing the progress made on the enhancements planned for the NANP Administration System (NAS). The report also provided an update on the development of the various documents associated with the Contract Data Requirements List (CDRL), Section 10 of the NANPA Technical Requirements Document (TRD).

o The first report was submitted in Aug12. The last report will be provided in May13.

o NANPA submitted seven (7) CDRLs to the FCC in 2012:

▪ Security Plan – Aug12

▪ Disaster/Continuity of Operations Plan – Sep12

▪ System Test Plan – Sep12

▪ Change Management Plan – Oct12

• NANPA provided monthly reports to the FCC and NANC per Sections 8.3, 8.4 and 8.5 of the NANPA TRD. These reports included the following information:

o Other NANP Resource Activity Report (assignment/return of NPAs, CICs, 5YY NXXs, 900 NXXs, 456 NXXs, 555 line numbers, VSCs, ANI Info Digits and 800-855 line numbers)

o NPA Relief Activity Status Report

o NANP Administration System Performance

• NANPA provided quarterly reports to the NANC addressing NPA and central office code assignment activity, other NANP resource status update, area code relief planning efforts, NANPA Change Orders and other NANP and NANPA-related topics.

2012 NANP Administration System (NAS) Highlights

2012 NAS Enhancements

In 2012, there were four NAS software builds (one in April and three in November).

NAS DMZ Deployment (Sep12)

2 With the award of a new NANPA contract, Neustar, as the NANPA, proposed a number of updates and enhancements to the NANP Administration System (NAS). The approach was to take advantage of existing business rules, logic and algorithms currently used in the system while incorporating a number of technological improvements.

3 To accomplish this, Neustar implemented a two-phased delivery process. During Phase 1, NANPA implemented necessary modifications to NAS hardware to create a secure DMZ, ensuring NAS conformed to industry best practices for system security. This phase, which started in July 2012, was completed in September 2012.

4 The Charlotte NAS DMZ was deployed on 8/29/12. System testing occurred on 8/30/12.

5 The Sterling NAS DMZ was deployed on 9/10/12. System testing occurred on 9/11/12.

6 Per the Neustar NANPA proposal, Phase 1 was completed within 90 days of the contract start date (July 9, 2012).

7 The DMZ deployment was accomplished with no NAS scheduled maintenance time required.

8 Phase 2 is currently underway with the deployment of a NAS QA/Test site and the scheduled deployment of a new NAS hardware to host an updated application software platform. Time of completion is scheduled for April 2013.

NANPA Change Order 21 (Nov12)

10 Change Order 21 was in response to INC Issue 710: NANC Action Item “multi-OCN” Issue. This change order modified NAS to include the Parent Company OCN on the Part 3 form as well as to include Parent Company OCN and Parent Company Name on various NAS-generated reports. This change order was approved by the FCC in December 2011 and implemented on November 1, 2012.

NANPA Change Order 22 (Nov12)

12 Change Order 22 was in response to INC Issue 698 – Auto-Populate Total Numbering Resources on the TBPAG MTE Form. This change order modified NAS to include a “Pooled Code Indicator” on various NAS-generated reports available on the NANPA website. This change order was approved by the FCC in December 2011 and implemented on November 1, 2012.

• NANPA Contract FCC12C0023 Change Order 1

o NANPA submitted this change order in September 2012 in response to INC Issue 692 (Update the 5YY Requirements for Resources) and INC Issue 702 (Update Service Description for Use of 5YY Resources). In addition to changing the purpose for Personal Communication Services (PCS) 5YY numbers, numerous modifications are required to the NANP Administration System that impact resource processing and reclamation, NRUF queries and reports and public website reports.

NAS Users

• As of December 31, 2012, there were 1,400 NAS registered users, along with 2,790 mailing list participants.

o Over 1,300 users as Service Providers and Service Provider consultants

o Nearly 60 Regulatory users (federal and state)

o Approximately 30 ‘Other’ users

• NANPA responded to over 3,000 emails sent to the NANPA Help Desk.

o Over 1,000 calls received at the NANPA Help Desk.

o Six (6) trouble tickets opened in 1Q12. Five tickets were closed either the same day or the next business day. One ticket remained open at the end of 2012.

NAS Capabilities

NAS supports a variety of number administration functions. The capabilities include the following:

CO Code Administration

• Service providers submit the Central Office Code Part 1s, MTEs, and Part 4s through a secure, web-based system.

• Permits service providers to search, view and print all forms related to a Part 1 request, including the Part 1, MTE, Part 3, Part 4 and Part 5.

• Queries allow the service provider to search for submitted Part 1s, assigned Part 3s and submitted Part 4s by state, NPA, OCN, date or date range. Also provides capability to allow service providers to search on all assignments needing Part 4s.

• State commissions have access to submitted Part 1 and Part 3 information for their respective states as well as ability to receive NAS-generated daily, weekly or monthly Part 1 and Part 3 reports.

• Permits the CO code application and Part 4 forms submitted by service providers in the Pooling Administration System (PAS) to be sent electronically to NAS and appear as a work item in the system for the Code Administrator.

Other Resources

• Service providers can submit the appropriate application forms for 5YY-NXXs, 9YY-NXXs, 456-NXXs, Carrier Identification Codes, 555 line numbers and 800-855 line numbers.

• Service providers can search, view and print all forms related to an application and the resource administrator’s response.

NRUF

• In addition to submitting utilization and forecast data via email, secure FTP and CD, NAS provides service providers the capability to submit this information on-line, and provide updates to this data throughout the submission cycle

o Create and submit a Geographic Form 502 and Non-Geographic Form 502 for the current reporting cycle.

o Modify a Geographic Form 502 and Non-Geographic Form 502 by adding new utilization and/or forecast data for the current reporting cycle.

o Modify a Geographic Form 502 and Non-Geographic Form 502 by modifying or deleting utilization and/or forecast data submitted for the current reporting cycle.

• Service providers can search for the most recent company information, utilization data, and/or forecast data submitted for the current reporting cycle for either Geographic Form 502 or Non-Geographic Form 502.

• State commissions have on-line access to service provider-submitted utilization and forecast data provided via NRUF for their respective area codes. The FCC has access to all area code data.

• Various queries and reports are available to users based upon the user’s profile.

NNS

• Interested parties receive notifications on such items as changes to assignment guidelines, NRUF requirements, report availability, client education and system maintenance and availability.

• Notifications are available on a state-by-state basis, providing information about NPA relief planning activities, jeopardy notifications and state-specific regulatory activities.

• Access to NPA relief planning documents is limited only to those authorized to participate in the relief planning process and includes a link within the notice for users to select and obtain access to secure NAS and the documentation referenced in the notice.

• All NNS notices are stored in the system, allowing NAS-registered users to access previous notices back to 1999.

• Users can modify their NAS profile by updating contact information, adding new capabilities (e.g., adding NRUF to their profile), adding and deleting OCNs, modifying the notices they wish to receive, etc.

• Parties interested in only receiving NNS notices can register for the NAS mailing list service.

• NAS users may automatically reset their password when it is set to expire. Notification is sent ten business days prior to the expiration date. Any user that obtains their password via the NANPA Customer Support Desk is required to reset it to ensure only the user knows the password.

• NANPA staff can review a NAS user’s registration account history in order to assist with any issues concerning the user’s access to the system.

NAS Performance

Over last 12 months (January 1, 2012 to December 31, 2012), NAS met the FCC requirement of 99.9% availability.

NANPA Website

• The NANPA website remains the primary source for NANP information:

o Review of NANPA services (NPA relief planning, resource administration, NRUF and NANPA enterprise services).

o Description of resources administered by NANPA (e.g., NPAs, CO codes, CICs, etc.)

o Area code maps and search capabilities.

o Access to various reports and databases (e.g., real-time and daily reports, NPA database)

o Contact information and a NANPA feedback mechanism.

o Publications such as Planning Letters, Jeopardy Procedures, NANPA Quarterly Newsletters and NANPA reports (e.g., NANC reports, Annual Reports).

o Other tools to assist regulators, service providers and the general public (e.g., industry links, NANP member regulatory contacts, NAS User Guides, rate center list).

o “What’s New” and “Fast Track” sections.

• Added new section to the website for training videos.

• Updated the US Dialing Plans document to include changes associated with MD 410/443/667, NC 919/984 and CA 408/669.

• Created a new section under NRUF Reports concerning the exhaust of the toll-free resource.

o Distributed NNS notices whenever new correspondence was available on the website.

• Updated the Binder of Decisional Principles (Nov12).

• Updated the NAS User Guides (i.e., NAS User Registration Guide, NAS Central Office Code User Guide and NAS NRUF On-line User Guide) to reflect the implementation of NANPA Change Orders 21 and 22.

• Updated the NANP country contacts.

• Distributed four (4) notices via NNS to assist the Pooling Administrator in educating the industry on p-ANI administration activities.

• Two (2) submissions were received in 2012 via the NANPA complaint process. Both complaints did not concern NANPA performance (request for assistance in porting a telephone number and a question about a possible rate center change).

• Responded to 426 emails submitted via the “NANPA Feedback” capability on the NANPA website (compares with 479 feedback emails in 2011 and 493 in 2010).

On 12/17/12, the KY PSC ordered an overlay of the 270 NPA and NANPA assigned the 364 NPA. Permissive 7-D or 10-D dialing starts 8/3/13;

mandatory 10-D dialing starts February 1, 2014 and the new 364 NPA is effective March 3, 2014. See PL-449.

the petition updating the status of numbering in the Houston overlay complex. NANPA is awaiting the PUC’s decision.

comments on 3/16/12 recommending TRA not dismiss the Petition; based on new exhaust date of 2Q15, NANPA immediately would begin relief

planning and file new petition.

NANPA conducted a relief planning meeting on 9/6/12. The relief plan will be filed subsequent to the industry’s review of the results of the

local jurisdiction and public meetings conducted by CPUC and NANPA in January 2013.
