The past few weeks have been “extra busy” as the design stage of the state-level “vertical track” system of Emergency Management (EM) and Homeland Security (HS) education and training program nears completion. Once the vertical track architecture is completed (comprehensive and linked EM-HS academic standards, model curriculum, and programs aligned for K-12 through Post-secondary education) and greatly enhanced EM-HS professional development (including skills, abilities, practical application); we can move towards finishing program development, linkages, and implementation. Thus, there is significant forward movement to report in the CEMHS March 2012 progress report. K-12 EM-HS Education ProgramsOne area of tremendous progress in California EM-HS development is in K-12 education. There have been several interesting discussions to develop a Science, Technology, Engineering, and Mathematics (STEM) multi-campus consortium to support student achievement in EM-HS and related subject areas. In terms of 7th-12th grade programs, there is the development of the CA Career Technical Education Standards and the incorporation of Emergency Preparedness/Management/ Response and Homeland/Cyber Security in the pathway standards for public safety. Deep appreciation to the efforts of Erle Hall (CA Department of Education) here. Additionally, I had the wonderful opportunity to serve as a reviewer on a CA Commission on Peace Officer Standards and Training (POST) Task Group Meeting in Sacramento (March 13-14) to finalize the standards and meet with the CA Department of Education. The development of these academic standards will contribute greatly to the design of 7-12th grade EM, HS, and Cyber Security curriculum and coursework. Kudos to the extraordinary leadership of Greg Kyritsis (POST) and members of the review team (national, state, and local leaders in career technical education) and everyone involved in the process. These standards and the model curriculum it guides will serve as a pathway into associates-level EM-HS community college programs. Associates EM-HS Education ProgramsThere is also much activity in Associate level EM-HS programs and curriculum as well. On March 12th, the Coastline Community College Emergency Management and Homeland Security Advisory Council Meeting took place in Garden Grove. (Please see the attached CEMHS Overview that was provided to the Advisory Council Meeting). This was a very productive meeting (great work by Kevin Sampson and Coastline Community College colleagues!) There are several particularly significant points to mention. First, there are 4 courses to be included in the lower division transferability program: Introduction to Emergency Management, Introduction to Homeland Security, Strategic Communication (Oral and Written), and Professional Development (including drills, exercises, tabletops, case studies, etc.). Second, there will be separate associates level EM and HS tracks. These separate associate tracks will be integrated together into the more broad and general 4 year EM-HS programs. Discussions have just begun about several large grant programs to secure external funding to support the design and coordination of these related EM-HS program pathways. Bachelors EM-HS Education Programs The Bachelors degree standards and model curriculum is also rapidly moving forward. This was one of the subjects of Stephanie Mizrahi’s (California State University, Sacramento) workshop presentation at the 2012 Academy of Criminal Justice Sciences (ACJS) Conference in New York City. The CEMHS model curriculum and state-level “vertical track” architecture is slated for presentation at the FEMA Emergency Management Institute Higher Education Conference in Emmitsburg, Maryland in June, 2012. Kenneth Ryan (Fresno State) and I wrote a $1.36 million dollar federal grant to support undergraduate EM-HS education program development in collaboration with a U.S. Department of Homeland Security Center of Excellence (COE).Finally, we have begun the planning for the 2012 CEMHS Summit in early Fall. We will keep you posted on all the details shortly. At this meeting, we will present the California Emergency Management and Homeland Security Education and Training Strategic Initiative that we have been working on for the past several years.
