NRA RANGE CONDUCTING OFFICERS' COURSES 2012

The NRA Range Conducting Officer course, recognised by the Ministry of Defence, qualifies civilians to conduct live firing on military ranges. Civilian clubs require one or more qualified NRA Range Conducting Officers before they can book a military range. The NRA RCO qualification is also promoted as “best practice” for all clubs that shoot at Bisley.

The NRA RCO course covers Gallery, Limited Danger Area (LDA), No Danger Area (NDA) and Barrack Ranges, in line with current MoD requirements. The course also includes small bore Indoor Ranges by agreement with the NSRA. (Note: NSRA RCO courses are available for clubs that only shoot on small bore ranges.)

Each NRA RCO course consists of a number of standard lectures and assessments. These include written and oral tests, and on-range practical assessments for full bore rifle and gallery rifle. For clubs in N Ireland, Channel Islands and the Isle of Man, assessment for centre fire pistol may be included in the RCO course as required.

The role of RCO is one of personal responsibility that cannot be shared or delegated. All candidates must be able to read and understand Range Orders. The ability to read is a core skill that will be tested during the RCO course. Any candidate with a disability that could limit their ability to complete any part of the RCO course must contact the NRA before starting a course. All candidates require a formal testimonial regarding their experience, competence and good character, which has been signed by their Club/Association Chairman or Secretary.

The following criteria will apply to all candidates:

• The applicant must be a full adult member of a Home Office Approved Club.

• The applicant must have at least 2 years adult experience of relevant shooting disciplines and hold a current shooter’s certificate of competence.

• Applicants must have acquired at least six months experience of working under the supervision of a qualified NRA RCO as a range/safety assistant at their club.

An RCO manual will be posted to each candidate approximately 2-3 weeks before each course for pre–course preparation work. At the conclusion of each course successful candidates will each receive a course certificate and a photo ID RCO card. A laminated NRA Range Conducting Officer’s name badge and/or a cloth badge can be purchased separately. (Details are available from the course Assessor). A candidate who is unsuccessful may be re-assessed, after further training, for a reduced fee.

RCO COURSES AT BISLEY.

NRA RCO courses are run at weekends throughout the year at Bisley, these dates are advertised on the NRA website, the NRA journal and are also shown at the end of this letter. Accommodation at Bisley is available for anyone attending RCO courses. Contact the NRA Accommodation Officer on Tel: 01483 797777 Ext. 135 or E-mail: accommodation@.uk Meals may be purchased at cafes or clubhouses on camp. Candidates must bring their own ear defenders to the course and are reminded to wear suitable outdoor clothing in case of inclement weather. Note: For details of course fees see overleaf.

REGIONAL RCO COURSES

The NRA has established a network of RCO Assessors to run Regional RCO courses for clubs whose members cannot travel easily to Bisley. Requests for a regional course must be made directly to the NRA Training Department, and not to individual Assessors. Clubs requesting a regional course must be able to provide suitable range (live firing) and classroom facilities. Regional courses may differ in duration and timing to Bisley courses because of local circumstances, such as proximity to the ranges, however the course content is the same. Where possible, two or more clubs should join forces because it is not practical, or cost-effective to run RCO courses for fewer than FOUR candidates. As a rule of thumb, SIX candidates is the maximum number for one Assessor to examine per day. Extra Assessors may be required for larger numbers of candidates. The Assessor’s fee (£65 per day) and travel expenses (40p per mile) must be paid by the club booking the course, they are NOT INCLUDED in the standard regional course fee. (Note: New arrangements apply for clubs in England and Wales during 2012- see below)

COURSE FEES

During 2012, a Sport England grant will be available to encourage the development of skills within clubs in England and Wales. The NRA will use the grant to subsidise the cost of the instructors and target hire for RCO courses. Fees for Bisley courses and regional courses in England and Wales will be £45 per person. Note: if the Sport England grant is withdrawn, the standard RCO course fees and charges will apply.

Regional course fees for Scotland and Northern Ireland clubs are unchanged at £65 per person.

ADDITIONS TO THE STANDARD NRA RCO QUALIFCATION

The following “bolt on” additions to the standard NRA RCO qualification are available:

• Sporting Rifle /Moving Target: RCOs must complete a BSRC RCO Endorsement course.

• Black Powder and Muzzle Loading: RCOs must complete an MLAGB RCO Endorsement course

• RCO (HME): RCOs must complete an NRA RCO (HME) Course.

An RCO who subsequently obtains these qualifications may apply to the NRA for an amendment to their NRA RCO certificates. (Fee: £15).

COMMERCIAL RCO COURSES

Companies that need access to MoD ranges may apply to the NRA for a commercial course for their employees. These courses are held at the National Shooting Centre, Bisley by special arrangement. Companies will also be required to register as annual trade members of the NRA.

CONVERSION OF MILITARY RANGE QUALIFICATIONS

Anyone holding a current police or military range management qualification (including cadet forces) may apply to the NRA to become an NRA RCO without needing to attend an NRA RCO course.

RENEWALS

The NRA RCO qualification is valid for six years. It may be renewed providing the application and renewal fee are received before the expiry date shown on the RCO photo ID card.

The completed application form (RCO-1, RCO-1R or RCO-1C) and the course fee must be received by the NRA Training Department at least three weeks before the course date to secure a booking. A fee (£25) will be charged for any cancellation within two weeks of a course date.
