Through its Tahoe Livable Communities (TLC) Program, the Conservancy seeks to acquire, sell, lease, or exchange land and development rights to meet State, regional, and local affordable housing and sustainable community goals. In addition, the Program operates a Land Bank that acquires and restores property. For a small portion of the Conservancy’s restored properties, the parcel’s related development rights may be sold and transferred to eligible buyers. The Land Bank helps landowners meet permitting requirements to build in appropriate areas.Job Functions[Essential (E) / Marginal (M) Functions]:45% Assist in the operations of the Conservancy Land Bank (E): Serve as the daily representative for the Conservancy land bank providing front counter hours, answers to public inquiry on applications, and general guidance on development rights in the Lake Tahoe Basin;Prepare and process routine transaction documents for land bank clients;Organize program files and prepare routine reporting and status documents;Review parcel history, titles, deeds, acquisition purposes, and historic and biological resources to identify project opportunities and constraints; Develop monitoring plans and environmental documents for banking of development rights from restoration projects;Ensure compliance with local regulations and environmental laws including California Environmental Quality Act (CEQA);Reporting and inventory tracking including online database, recording deed restrictions, conservation easement reporting and more;Coordinate inquiries with title company representatives, permitting agencies, and the public; andAssess needs, opportunities, and innovative solutions to direct land bank development rights in a manner that achieves equitable outcomes with statewide and regional planning priorities.25% Land acquisitions and transfers (E) Assist with land acquisition and transfer due diligence including site inspection, third party appraisals, professional boundary surveys, and preliminary title report reviews; Assist with coordination on state Public Works Board approval and Department of General Services Real Estate Division and Project Management Branch oversight; andMaintain project-reporting requirements including costs and Environmental Improvement Program (EIP) performance measures. 25% Tahoe Livable Communities Program Administration (E)Assist Conservancy departments on research and interpretation of TRPA Code of Ordinances, National Environmental Policy Act (NEPA), CEQA, and land entitlement issues;Provide support to the TLC program by supporting inter-agency partnerships;Assist with program budget development and expenditure tracking;Assist with ongoing program development and long term planning; Develop and refine scopes of work and manage contracts directly or with Department of General Services (DGS);Prepare staff recommendations and reports consistent with guidelines, program objectives, and prior board actions as necessary;Perform public outreach, such as speaking to community stakeholders about Conservancy programs and projects.5% Other Duties (M)Provide executive support, including development of presentations, maps, and public outreach programs intended to convey specific messages to various parties of interest;Participate in staff meetings, attend training, provide work status reports, and perform other duties as assigned;Provide content for the Conservancy’s progress reports, website, newsletter, and other social media platforms as needed; andOther duties as assigned.Supervision ReceivedThe incumbent reports directly to and receives the majority of assignments from the Tahoe Livable Communities Program Supervisor; however, direction and assignments may also come from the Chief of Land, Deputy Director, and the Executive Director.Supervision Exercised None.Required SkillsThe incumbent requires minimal supervision and possesses computer skills (Word and Excel); the ability to work independently and to communicate (verbal/written) clearly, concisely and accurately; the ability to reason logically and creatively in resolving problems; skill in dealing effectively with others; willingness and ability to accept responsibility and meet deadlines; ability to manage multiple projects with multiple time frames and manage associated stress; and the ability to Represent Conservancy interests, programs, priorities, and policies in a professional manner consistent with agency direction.Knowledge and Abilities:Analyze information and systems;Identify and solve problems, reason logically, analyze a wide variety of situations and recommend appropriate course of action; establish and maintain effective working relationships with others; andcommunicate effectively.Desirable Qualifications:Candidate must be able to work in a team-oriented environment and have strong interpersonal skills;Is sensitive to or understands the diverse perspectives of stakeholders and works with them to resolve differences. The employee’s workstation is located at 1061 3rd Street building and is equipped with standard or ergonomic office equipment, as appropriate.
