2.3.3 STRATEGIC OVERVIEW

VISION A well-managed, coordinated multi-sectoral response towards HIV & AIDS, TB epidemic in the North West Province.

MISSION Unified by our commitment to an effective multi-sectoral response towards HIV & AIDS epidemic, PCA will endeavour to enhance the capacity of provincial departments, civil society structures, business, labour and other stakeholders to adopt and implement strategies and programmes towards the fight against HIV and AIDS including STI and Tuberculosis. This finds expression through a well coordinated multi-sectoral approach.

Description All interactions and interventions shall be underpinned by the Batho Pele philosophy and guiding principles

All stakeholders and participants including the vulnerable, women, children, people with disabilities and PLHA shall be empowered to effectively participate and contribute towards an integrated multi-sector response to the epidemic All interventions, strategies and programmes shall promote equality and foster a culture of non-discrimination in coordinating and implementing programmes including the allocation of resources, and where possible adopt measures to advance those who are disadvantaged. The equitable allocation of resources for services, programmes and interventions that seek to mitigate the impact of HIV/AIDS and TB shall be promoted Measures must be adopted to promote and ensure access to all services and programmes aimed at mitigating the impact

of HIV/AIDS and TB.

Human dignity and respect

In the implementation of programmes and rendering of services all stakeholders and service providers must adhere to principles that promote human dignity and the right to privacy.

Participation Cooperation

Participation in all programmes and interventions shall be encouraged and promoted. Cooperation between various sectors, organizations, institutions, stakeholders and communities must be fostered and sustained.

Multi-Sectoral Collaboration

A bottom-up, multi-sectoral approach shall drive all efforts and interventions that address the HIV/AIDS and TB epidemics.

2.3.4 LEGISLATIVE MANDATES

North West Provincial Council on AIDS was promulgated through an act of parliament ( North West Provincial Council on AIDS Act5 of 2001), and derives its mandate from pieces of legislation listed below:

2.3.5 ORGANIZATIONAL STRUCTURE

The organogram below illustrate the total staff complement of 63 funded posts . The contract for the Acting CFO was terminated and a new finance manager was appointed on a permanent post as at the third quarter of the year under review . By the end of financial year all vacant post were filled. It is important to note that in each and every block below, the number of employees and salary levels are reflected, e.g District coordinator x 4 at level 7 etc Total positions in the structure = 63
