ENHANCED STAR EXEMPTION ELIGIBILITY

Effective with the School Property Tax Bill issued in September of 2019, New York

State changed the approval process to determine eligibility for Enhanced STAR.

• In the past, for all property owners who received Enhanced STAR, but were not in the IVP program, your income determination was made by the local assessor.

• Effective with the 2019 School property Tax Bill, with the IVP registration being mandatory, despite the fact we may have approved your income eligibility when you applied at local Assessor, if New York State had questions, or wanted additional forms(An income worksheet was a key one they sent out), and you did not return what they wanted, they instructed the local Assessor to take you from Enhanced to Basic STAR

• While New York State has sent information to you on these issues, unfortunately in order to get the Enhanced STAR back, you need to contact them using the Good Cause/ Hardship process.

• If they approve you, it is may be possible to get a corrected bill reflecting the change from Basic STAR to Enhanced STAR, or if you have paid your bill, the State can issue you a check.

• The local Assessor unfortunately can not assist you. Income Approvals to determine eligibility for Enhanced STAR is now fully in New York States control

To request an extension, the property owner should send do one of the following:

1. Call the Homeowners STAR credit line at 518-457-2036

2. OR mail a request to the address below
