New York City Department of EducationOffice of School Support ServicesProgram Manager, Student EligibilityPosition Summary: The Office of School Support Services is dedicated to providing safe, attractive, appetizing, nutritionally sound meals in an efficient manner to the school children of the City of New York. The Program Manager, Student Eligibility plays a key role in the management of the automated system designed to ease the process of determining students’ eligibility for free and reduced-priced meals. The system automates the school meals application and processing procedures and tracks and maintains related data required by local, state and federal mandates. The system is designed to make eligibility records easily accessible for auditing and reimbursement purposes. The Student Eligibility Program Manager is the point person within the Department of Education (DOE) responsible for ensuring that the food program for student eligibility operates effectively and efficiently. This includes working cross functionally with offices in School Support Services and other DOE business operations. Performs related work.Reports to: Chief Compliance OfficerDirect Reports: Customer Information Representatives Key Relationships: Works closely with Chief Compliance Officer; SchoolFood operational supervisors; vendors; and other internal and external offices as assigned.. ResponsibilitiesCoordinates activities among software vendors, Office of SchoolFood, school administrators, and school food staff to effectuate the ongoing transition from the current eligibility system to the new eligibility program.Schedules and monitors the delivery and installation of equipment and software to ensure the timely and correct installation of systems processes. Monitors the scheduling of training sessions for SchoolFood staff to ensure that all are properly trained in the effective use of equipment and software.Serves as the liaison and point person for eligibility related operational issues including the troubleshooting of hardware and software issues, which involve interfacing with Division of Instructional and Information Technology (DIIT) to ensure the accuracy of the conversion data process, and advising school administration on application issues as needed.Oversees and reviews equipment billing and payments and maintenance agreements to ensure funds are accounted for and expended appropriately.Follows up on the implementation of the new application ensuring that proper procedures and controls have been properly implemented and are functioning at acceptable levels; interacts with appropriate staff to ensure compliance and prepares reports which include specific corrective action recommendations.Works with high level SchoolFood managerial staff in the resolution of matters pertaining to the eligibility program ensuring outlined goals and initiatives are completed within the targeted schedule. Prepares monthly reports for distribution to senior SchoolFood staff on the status of the program.Qualification Requirements:MinimumA master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two (2)years of satisfactory full-time professional experience in one (1) or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; orA baccalaureate degree from an accredited college and four (4)years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.PreferredAbility to prepare written reports and make oral presentations clearly and concisely.Ability to conduct critical analyses, such as cost benefit of analyses in determining courses of action.Ability to coordinate efforts among varying interests.Successful program management and effective supervisory experience.
