Position Summary: The Office of Teacher Recruitment and Quality (TRQ) is responsible for the recruitment of high quality teachers to meet the staffing needs of NYC public schools; developing initiatives to promote the equitable and quality distribution of teachers across all schools; and creating a career lattice for teachers throughout the system.  Research has repeatedly shown that teacher quality is the single most important variable in raising student learning. The Office accomplishes its work through a strategic, data driven approach.  Among TRQ’s responsibilities are to:

• Serve as the primary marketing agent and source of information to individuals seeking to become NYC public school teachers to recruit a large, high quality and diverse pool of candidates.

• Design and manage recruitment initiatives, programs, and pathways for individuals to become NYC teachers, especially to address subject and geographic shortage areas.

• Select a high quality pool of candidates to become NYC teachers through rigorous, research-driven, screening processes.

• Provide strategic assistance to schools to help them make optimal, local hiring decisions.

• Lead teacher portfolio initiatives, including incentives, to promote an equitable distribution of teachers across all schools and especially ensure that students with the greatest need are served by highly effective educators. 

• Lead the management of the Teacher Incentive Fund grant (approximately 53 million dollars over 5 years) awarded to support the NYC DOE to establish a comprehensive career lattice.

The Strategic Incentives team, within TRQ, manages the identification and retention of teachers in NYC and the development and implementation of several teacher leadership programs that provide specific career advancement opportunities to teachers.  The office aims to advance the career trajectory of the NYC teaching force by developing and managing leadership opportunities that continuously improve teaching practice and adult leadership, identifying and rewarding strong teachers for excellence, and effectively communicating opportunities to ensure equitable access by our diverse and talented teaching force.

The Program Associate, Strategic Incentives, supports the work of the team by participating in the strategy, design, program management and implementation portions of teacher recruitment, teacher career lattice/professional development, and performance incentives for teachers. The Program Associate, Strategic Incentives, also plays an active role in strategy and planning conversations that will influence the policy decisions of senior leadership related to the development of programs and initiatives that support the equitable distribution of talent across our schools.

Reports to: Senior Director of Strategic Incentives

Direct Reports: N/A

Key Relationships: Staff within the Division of Talent, Labor and Innovation, the Division of Portfolio Planning, and the Division of Academics Performance and Support, external stakeholders including the New York State and US Departments of Education, education non-profit organizations, and United Federation of Teachers.

Responsibilities

• Provide high-level policy advice to senior leadership in regard to incentive program design, development and management – decisions affecting the terms and conditions of employment for unit members (teachers).

• Develops presentations, reports and analyses on plans, programs, activities and operations to inform high-level policy discussion about teacher distribution.

• Designs and conducts complex analyses about the impact of incentive programs on teacher distribution or manages the work through vendors/partners.

• Evaluates available research and current best practices in other districts to support the team in identifying key goals/priorities for incentives based on knowledge of best practice in the field.

• Manages the program design and implementation of recruitment, career lattice, and performance incentives for teachers.

• Creates professional development content (in-person and online) and delivers workshops to principals, teachers and other instructional staff. Provides technical assistance as needed.

• Develops all marketing materials for performance and recruitment, including print and online communications.

• Serve as primary point of contact for both internal and external inquiries about our teacher leader programs

• Manages program related activities for all aspects of incentive programs.

• Designs work plans that drive the day-to-day operations of the Strategic Incentives team.

• Manages budget and grant planning and tracking, including monitoring grant to date expenditures in various systems.

• Oversees and coordinates activities of contracted vendors and representatives from DHRT related to the development and success of the Strategic Incentive team program initiatives.

• Troubleshoots all implementation problems with individual schools; advises principals on how to handle unit members (teachers).

Qualification Requirements:

Minimum

1. A master's degree from an accredited college in economics, finance, accounting, business or public

administration, human resources management, management science, operations research, organizational

behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology,

human resources development, political science, or a closely related field and one (1) year of satisfactory

full-time professional experience in budget administration, economic or financial administration, fiscal or

economic research; management or methods analysis, operations research, organizational research or

program evaluation; educational, personnel or public administration, recruitment, position classification,

personnel relations, labor relations, employee benefits, staff development, employment program

planning/administration, labor market research, economic planning, fiscal management, or a related area,

for educational program(s) and/or institution(s); or

2. A baccalaureate degree from an accredited college and three (3) years of satisfactory full-time professional

experience as described in "1" above.

Preferred

• Experience working in or with urban schools, as a teacher or an administrator.

• Experience in new program development, management and continuous improvement.

• Strong preference for candidates with a deep understanding of the education sector and interest in teacher quality and effectiveness, labor and work force issues.

• Commitment to the belief that well-designed incentives can improve student achievement.

• Strong oral and written communication and attention to detail.

• Excellent organizational skills; which include the ability to prioritize and manage several projects simultaneously.

• Ability to understand and communicate information and data to a variety of audiences.

• Superior relationship management skills.

• Work well independently and in teams, in a position of authority and as a collaborator.

• Ability to work with and through others in order to achieve success.

• Experience designing and delivering professional development workshops.

• Familiarity with online content development a plus.
