This report provides a high level comparison of New York City's spending with Minority-owned and Women-owned Business Enterprises (M/WBEs) between Calendar Years 2010 and 2011. The data used was collected from "M/WBE Report Card NYC," Comptroller Liu's online system () that tracks nearly real-time spending information for the City's 100+ agencies with M/WBE-certified vendors.1

M/WBE Report Card NYC, part of the broader My Money NYC online transparency initiative, launched December 16, 2010 as part of the Comptroller's ongoing effort to increase transparency and promote equal opportunity for all New Yorkers.

This report will compare the pool of dollars that had the opportunity to support M/WBEs to actual spending at the citywide, agency, group and vendor levels, and identify changes between January 1 ? December 31, 2010 and January 1 ? December 31, 2011.2

Citywide

In 2010 M/WBE spending was $426 million, 2.4 percent of a $17.9 billion pool. In 2011 M/WBE spending increased to $492 million, 2.9 percent of a $17.1 dollar billion pool.

While in absolute dollars M/WBE spending did increase, the disparity between M/WBE and non-M/WBE spending remains extreme.

The chart below breaks out by group the $426 million of M/WBE spending in 2010 and the $492 million of M/ WBE spending in 2011. It also indicates the percent change in spending between the two years. The aggregate increase in M/WBE spending between 2010 and 2011 was 16 percent.

In 2011, the 50 agencies with the greatest opportunity for M/WBE spending had a combined opportunity of $15.8 billion, of which $491,199,751 (3.1%) went to M/WBEs. By comparison, in 2010 the opportunity was $16.8 billion, of which $424,379,382 (2.5%) went to M/WBEs.

In the following four tables the 50 agencies for 2011 and 2010 with the greatest opportunity for M/WBE spending are listed first in order by M/WBE share, and second in order by M/WBE spending. M/WBE share is the amount of M/WBE spending relative to the total opportunity per agency.
