NOTICE OF PROPOSED FLAT RENT SCHEDULE
The Housing Authority of the City of Brownsville (HACB) hereby amends its flat
rent policies to comply with the statutory changes contained within, Public Law 113 76, the Fiscal Year 2015 Appropriation Act.
The HACB will set the flat rental amount for each public housing unit that complies
with the requirement that all flat rents be set at no less than 80 percent of the
applicable Fair Market Rent (FMR) adjusted, to account for reasonable utilities costs.
The new flat rental amount will apply to all new program admissions effective
September 1st, 2017. For current program participants that pay the flat rental amount,
the new flat rental amount will be offered, as well as the income-based rental amount,
at the next annual rental option.
Pursuant to the Notice PIH 2015-13 the only flat rent increases that may be phasedin are those where a family's rent will increase by more than 35 percent.

The PHA will present two rent options to the family as follows:

This is a 45-day notice with an opportunity to present public comments
regarding this change.
A public hearing will be conducted on Wednesday, August 9, 2017 @ 5:30 p.m.
at The Housing Authority of the City of Brownsville, Rosa Allala Board Room,
2606 Boca Chica Blvd., Brownsville, TX 78521
Comments must be made in writing and presented to the main office located at 2606
Boca Chica Boulevard, Brownsville, Texas 78521 no later than 12:00 p.m.Wednesday,
