1. Review of Zoning, Housing & Affordability sections of Chinatown Working Group preliminary action plan

DISCUSSION:

The Chinatown Working Group has drafted a comprehensive community-based plan for improvements to the greater Chinatown area. This is a 197A Plan. Some highlights:

There is Interest in preserving the historical core with some sort of contextual zoning.

The Canal Street corridor could allow for office space.

In primarily residential areas, programs are needed for affordable housing preservation.

Incentives for performing art spaces are sought.

4. Discussion of development of Seward Park Urban Renewal Area

DISCUSSION:

EDC representative David Quart made a presentation reviewing committee accomplishments to date and the plan to complete our work so that the entire site can go through the ULURP process. A facilitator/planner John Shapiro of the Pratt urban planning program will assist the committee in completing its work over the next four months.

We will undertake an intensive program, meeting twice per month, with one meeting devoted exclusively to SPURA from April through July.

Mr. Shapiro will conduct stakeholder interviews, as well as work with the committee.

At the end, we expect to have a development process we are all comfortable with.

Member of the committee agreed to this process for the next four months. Tentative dates:

4/12, 5/10, 6/7 regular meetings (Mondays)

Tue 4/20, Mon 5/24, Wed 6/21 (SPURA working sessions)

July dates to be determined.

6. Cabrini (Center for Nursing & Rehabilitation), potential of the Seward Park Urban Renewal Area as a being a possible site for relocation

DISCUSSION:

The Cabrini Center is a 240-bed skilled nursing facility. It has 60 beds for short term rehabilitation and 40 beds for Alzheimer care. It's current lease at 542 East 5th Street expires in 2012. They are discussing an extension with their landlord. They are looking for land upon which to build a new facility.

MOTION: At its ____________________ monthly meeting, Community Board #3 passed the following motion:

Whereas Cabrini has a distinguished history of service in our community;

and whereas Cabrini serves primarily the lower east side;

and whereas they have outgrown their current space;

and whereas obtaining a comparable lot size is nearly impossible,

Therefore CB3 encourages the landlord to negotiate in good faith to allow them to remain in their building; the city should explore all possible avenues to assist them in finding a new permanent location that they can afford.
