BOARD OF DIRECTOR’S MEETING

May 8, 2006

The following were in attendance:

Treasurer’s Report:

Financial report was distributed with no questions or comments. Dave announced that CJSA is offering the districts bookkeeping services. If districts are interested they should contact CJSA. This would simplify the process, the districts however would retain their check books. The districts were given their Internal Control Review forms and they are due by the end of the week.

Committee Reports:

Cup: Cup report was distributed without any questions.

Registration: Registration report was distributed without any questions. Bill stated that the online registration process should be ready by the end of July. Bill and Joe are visiting three districts to explain the system and would like to visit the other district as well. Bill stated that the system is working well in the Southwest District and the district has helped refine the process. May 15 is the next deadline for registration due in to CJSA. Next seasonal year all of the districts will be using the data base to report their registration.

Tournaments: The Danbury Hatters Soccer Fest was sanctioned.

Residents Report:

Kathy asked Vic Santos talk about the Olympic Development Program. Vic went over the ODP tryout process and going from weekend tryouts to weekday tryouts. The entire tryout schedule is on the CJSA website. Vic spoke about the exempt players and how that works and who is exempt. Vic wanted to emphasize that ODP tryouts were open to everyone not just premier players. Vic also spoke about the ODP play date against Massachusetts and how well it went.

Director of Coaching:

Jim Lennox announced that two “C” coaching licensing courses would be starting soon and the “D” coaching license course at the Coast Guard Academy would finish next week. Jim spoke about small sided soccer and discussing it with all of the districts.

SYRA Report:

Jim Brown announced a grade 8 certification course in Madison starting on May 10. Jim spoke about the modification to the grade 9 bridge course. Those who pass the bridge course will go from a grade 9 to a grade 8. If they do not pass the bridge course they will remain a grade 9. Attaining a certain game count is no longer part of the process. This process will help in getting more grade 8 referees which are needed. Jim also emphasized that game day rosters were required for premier games and premier cup games. Jim is asking for compliance from the clubs.

District Reports:

North Central: all is fine

Southwest: Andy announced that all red cards for district play are being posted on the Southwest District website. The last name, club, age group, and date of incident are being posted.

Central: all is fine

Northwest: all is fine

Southeast: Milan announced that the Southeast District Hall of Fame dinner would be held this coming Friday. Over 100 people will be attending to honor the candidates.

South Central: all is fine

Northeast: all is fine

Unfinished Business:

Kathy stated that 9 teams have entered the U12 small sided Director’s Cup for this spring with the winners advancing to the Regional Tournament. Kathy also stated that she has received many e-mails and phone calls about small sided CT Cup at U11 and U12. She stated that there are many misconceptions and confusion between premier and classic competitions. Kathy also stated that she understood the logistic problems of going to a small side CT Cup at U11 and U12 for the fall of 2006.

Jim Lennox spoke about the advantages of small sided and the logistics of making this process work. Jim stated that he is willing to travel to the districts and speak about this process.

Each district vice president was given an opportunity to report the views of their district. Then each board member was given an opportunity to express their views.

Northeast: The northeast district reported that they are in favor of the small sided initiative

Southeast: The southeast district will meet to decide how they wish to proceed but they are generally in favor of the small sided initiative

South Central: The south central district reported that they are in favor of the small sided initiative

Northwest: The northwest district reported that a majority of their clubs were opposed to the small sided initiative

Central: The central district is in favor of the concept of small sided soccer. Timing is important, how and when to initiate small sided soccer and deal with the problems that could arise.

Southwest: The southwest district is approximately 80% very opposed to the small sided initiative and would like a state forum to express their views.

North Central: The north central district is in favor of the small sided initiative but is concerned about the logistic problems. Most clubs would like to start at U11 only.

Discussion occurred over the logistics of going to a small sided 8v8 CT Cup U-11 and U-12 for the fall 2006.

Motion to have a small sided 8v8 cup replace the 11v11 CT Cup for U-11 only for the fall 2006 was made by Tony Carvalho, seconded by Milan Keser. Motion was defeated by a vote of 10 to 7.

Motion to have a small sided 8v8 cup in addition to the 11v11 CT Cup for U-11 only for the fall 2006 with players being able to duel roster was made by Marc Glass, seconded by Brett Jones. Motion was defeated with 9 no votes, 5 yes votes, and 3 abstentions.

Kathy stated that small sided soccer would be one of the topics at the President’s Luncheon and at the AGM. She also asked that a committee be formed with participation from all of the districts, the referee community and Jim Lennox. The committee would investigate the implementation of small sided soccer.

New Business:

Registration Process: Bill is requesting that CJSA change the way they bill the districts for registration. Districts would register the players first and then CJSA would bill them after receiving the registration data. Votes would be based on what the clubs register. After discussing the issue Bill was asked to present a written proposal for the next meeting.

District Accounting: Tabled

For the Good of Soccer:

Marc Glass talked about an article in USA Today on May 2, 2006 about Sunil Gulati the new head of USSF.

Kathy talked about the May 28 game between USA and Latvia and that USSF was looking for 25 volunteers mainly children for the game. The volunteers would be allowed into the game for free but would miss the first half because of the duties.

Andrea would like to see handouts distributed to board members who miss meetings.
