Go To Exchange Console -> Click Permissions -> Select Admin Roles Option -> Double click on Discovery Management ( See Below Pics)
After open the Discovery management, Under Roles Click on Add and Select Mailbox Import Export
Under Member, Add yourself as a Member and Click Save.
