Council met in regular session with public via teleconference. Mayor Garlich called the meeting to order at 7:00 p.m. with the following members present: Mr. Bill Blue, Mr. Ron Wiech, Ms. Kaitlyn Arganti, Mr. Scott Klein, Mr. Carl Hornung and Mr. Sam Morrow.

Also present: Ms. Leslie McCoy-Administrator, Mr. Tom Lee-Solicitor, Mr. Nick Giardina-Fiscal Officer, Chief Tucholski-Service Director, Lt. Graley, Mr. Chris Brook-CCAN, Chief Bill Reed-Fire Department.

Opening Ceremony: The Pledge of Allegiance was recited.

Agenda: Mayor Garlich added the following items to New Business: #5) Dewine’s Mandates, #6) Well #4-Update, #7) Feeding our Community, #8) Reformation of the Fire District and #9) December ZOOM Meetings.

Approval of Minutes: October 8, 2020 regular meeting – Mr. Morrow moved to approve the minutes as presented, seconded by Ms. Arganti. Roll call: Yeas (6).

Payment of Bills: Mr. Klein moved to authorize payments totaling $458,140.04, motion seconded by Mr. Morrow. Roll call: Yeas (6). Mr. Klein questioned the payment to Sign Works. This is for the new sign that will be installed in the center of town. This is a down payment.

FISCAL OFFICER’S REPORT: Income Tax and Financials – Report is included in the packet. Mr Giardina stated that as discussed in the finance meeting the income tax collection is up compared to last year. The main three categories of revenue is still slightly down but so are expenses. Discussion regarding the detail collection of income tax. Collections are slightly up. Business withholdings are slightly down but that is expected due to the shut down earlier in the year. Discussion regarding payroll; this is up slightly but this is due to being fully staffed.

AMBULANCE REPORT – Report is included in the packet. Mr. Brook gave the statistics for the month of October. Response time for the village are at 4:37. Calls are down compared to last year but there has been and uptick in EMS calls. Discussion held regarding Mutual Aid.

FIRE DEPARTMENT REPORT - Report is included in the packet. Chief Reed gave the statistic for the month of October. Discussion regarding fireworks on November 27th. The total of runs are pretty comparable to last year. Most training is done in house or at the training in yard in Huntsburg.

ECONOMIC DEVELOPMENT: Report is included in the packet. Ms. McCoy stated that the Bonner Property is now listed on the Northeast Ohio Rightsite by Team NEO. The JobsOhio site visit was well received. The Website is currently about 90% completed and will have a presentation this evening. Currently working on workforce programs example with Lakeland.

ZONING REPORT: Report is included in the packet. Mr. Boksansky stated that there were 11 permit issued and still have one outstanding; still waiting on HOA approval.

STREETS, SIDEWALKS & UTILITIES REPORT – Report is included in the packet. Chief Tucholski stated that Grove Street was patched, Municipal Parking behind Old Town grill has been completed and several streets were stripped. Leaf pickup continues, looking at a record breaking year for leaf pickup. Tare Creek has been completed also. All planned projects have been completed. Discussion regarding adding a stop bar to the Giant Eagle parking lot entrance onto State Route 87.

POLICE REPORT – Report is included in the packet. Chief Tucholski gave the statistics for the month of October. There were 489 call for service. Trending to be pretty close to calls from last year. Officer Wolfe is still in training and looking to hire another part-time officer. The department has been doing security at Walmart for their Black Friday Events. Chief Tucholski gave a brief update about the attempted theft at Chagrin Gas & Oil.

PARKS & RECREATION REPORT – Report is included in the packet. Ms. McCoy stated that the department is undergoing restructure with the Cardinal Local Schools Athletic Department. The village will be responsible for the accepting all the participation registration fees and these fees will be used to cover the village’s administration cost and to register the teams into the various leagues for each program. Ms. Naples will be retained by the Village to be a liaison between the village and the schools. The schools will be taking on the roll as the manager of the programs to ensure that practices and games take place and any tournaments that the teams may be enrolled. Each program will have a sports director and this fee will be paid for by the schools. The schools will also have a Covid Officer and this person will be in charge of enforcing the policies that are in place for the safety of the teams; this position will also be paid by the stipend paid to the school. Currently the Youth Basketball Program has 62 participants making up 8 teams and these teams will play in the Big Leaf Basketball League. Practice has started. As part of the package the school was able to negotiate with league and each child will be given a spectator pass good for one spectator to attend the game at no cost. The Wrestling Program is still accepting registration and the start date has been pushed back about a month. There are currently 10 participants signed up. Mayor Garlich stated that the village will be restructuring the Recreation committee to include the school.

PUBLIC PARTICIPATION-

Mr. Brian Frolo of CoDesigns, gave a comprehensive presentation regarding the upgrades to the website that are completed and proposed. Looking at launching the new site before 2021. Added several of the village forms to a special link and they can be digitally submitted.

Community Care Employee Recognition: This has been postponed.

1. ELECTION – PRESIDENT PRO – TEMPORE OF COUNCIL- Mr. Morrow made a motion to nominate Mr. Klein as Council President Pro-Tempore, motion seconded by Mr. Hornung. No other nominations. All in favor: Yeas (6). Mr. Klein was elected to the position of Council Pro-Tempore for the 2021 year.

RESOLUTION 20-28 A RESOLUTION OF ACCEPTANCE, APPROVING CARES ACT EXPENDITURES PURSUANT TO THE REQUIREMNTS OF HB 481, AND DECLARING AN EMERGENCY.

Ms. McCoy stated that this Resolution permits the village to use Cares Funds to supplement the police payroll. Mr. Lee gave the explanation of the recent opinion that was passed down to allow the use of the money toward police payroll, fire departments and other first responders.

Ms. McCoy stated that this is a two year agreement for renting the community center to use as one of their centers. This covers the cost of upkeep and utilities. They are using the center currently just for the meals; not having any seniors in due to COVID-19. Chief Tucholski stated that everything has been painted and there are a few repairs needed in the restrooms.

OLD BUSINESS

NEW BUSINESS

1. Web Site Report – Kim Breyley: Reports are in the packet. Ms. Breyley stated that it was a decent month for views. They were up over last year at this time.

2. Website Update: The presentation was given during public participation.

3. On Street Parking – 2 Hour Limit: Mayor Garlich stated that he sees areas of the village that residents are using the on street parking as their permanent parking. Discussion regarding specific areas. Would like to limit the parking time to a maximum of 2 hours.

4. Tree Lighting & Fireworks – 7:00 pm 11/27/2020 at the Downtown Pocket Park, 7:30 pm Fireworks shot off from Jordak Elementary: Mayor Garlich feels that the tree lighting needs to be canceled due to COVID-19. Chief Tucholski is in agreement as is Mr. Hornung. Would like to start the lights a week earlier. Discussion regarding having the lights on 24 hours a day. Chief Tucholski feels that this will eliminate some of the issues with the timers not working correctly. Ms. Breyley stated that the Grinch will still go around and pick up the donated gifts. Will video the Grinch reading at Harrington Square. Discussion regarding the fireworks. Mayor and Council have requested that all people attending the fireworks stay in their cars. Discussion regarding cancelling the Shop with Cop Program. The fire department will still be holding Santa Around Town, date to be determined. Discussion regarding the employee holiday party, the party is canceled for this year due to the gathering limitations imposed by Governor Dewine.

5. Dewine’s Mandates: Mayor Garlich stated that he receives multiple emails from the governor’s office each week. Glad to see the BWC will be enforcing the mask mandate for the State of Ohio. Retail stores must enforce the face covering mandate. All complaints should be given to the Ohio Health Department at 833-427-5634. Chief Tucholski stated that the department cannot force someone to put on a face cover however = if the store does not want them in the store without a face cover then the department can make them leave the store. Part of the new mandate is improved signage that are required by the legislation. The village will have yard signs to place around the village.

6. Well #4-Update: Chief Tucholski stated that Southwind Drilling drilled several more test holes and went down 130 feet and found 18 feet of gravel and is currently having the gravel tested. This well will be test pumped in the next couple months. This new test hole is looking very promising.
