ATHLETIC PHILOSOPHY

Athletic activities are considered to be an integral part of the educational process in the Indian Valley Local Schools. It is the responsibility of the Board of Education and the Administration, with guidance from the Athletic Council, to provide sufficient and varied activities so that each student, on a voluntary basis, will have the opportunity to participate. The athletic programs offer all students the opportunities to develop the whole student, physically, mentally and socially.

The rules and regulations as set forth in this handbook have been developed to promote the goals of cooperation, self-respect, and respect for others, sportsmanship and a desire to excel.

BOARD OF EDUCATION

The Board of Education approves the educational and athletic policies of the Indian Valley Local School District, approves the appointment of all school personnel, and sets the general framework of policy within which the Administration and Athletic Director implement the athletic program. Deviation from present athletic policy requires approval of the Board of Education.

SUPERINTENDENT OF SCHOOLS

The Superintendent of Schools recommends educational policy and athletic rules and regulations to be adopted by the Board of Education, appoints and assigns personnel approved by the Board, delegates responsibilities and serves as principle advisor and executive officer to the Board in the realm of athletics and in all other aspects of the total educational program of our schools.

SCHOOL PRINCIPAL

The school principal is the administrator responsible to see that all interscholastic athletic activity is consistent with Board Policy, the by-laws of the O.H.S.A.A. and league affiliation. The school principal is the final authority, subject to advice from the Superintendent and Athletic Director, on implementation of athletic rules, regulations and procedures. All matters of athletic rules, regulations and procedures should meet his approval even though details of operation may be planned and directed by other school personnel in the athletic program. The school principal or his designee will vote, subject to advice from the Superintendent and Athletic Director, on changes in the by-laws of the O.H.S.A.A. and league affiliation. The high school principal will also serve as Chairman of the Athletic Council.

ATHLETIC DIRECTOR

Responsibility: The Athletic Director shall be directly responsible to the High School Principal.

General Duties: The effective operation of the Athletic Program within the school(s) to which he/she is assigned.

Specific Duties: The following duties will be among those assigned to this position:

1. Shall, with the Principals, be in complete charge of all athletic contests throughout the District.

2. Shall, when necessary, schedule games, select and contract officials, in cooperation with the Principal and the Head Coach of a given sport.

3. Shall arrange for such details of home games as follows:

A. Scoreboard

B. P.A. System

C. Team Doctor and Emergency Squad, when necessary

D. Field ready for play

E. Payment of officials

F. Secure ticket-takers.

G. Any other detail that may arise

4. Shall arrange for such details of away games as follows:

Transportation

Faculty representative

5. Shall supervise the handling and collection of Parental Approval Forms, Physical Examination Forms, and Insurance Forms and is responsible for the filing of these forms.

6. Shall supervise the building of an athletic budget for each sport, in cooperation with the coach of that sport and the Principal.

7. Shall direct the purchasing of equipment and supplies in cooperation with the coaching staff and the Principal.

8. Shall process order for the payment of all athletic bills.

9. Shall help with the promotion of athletics by attending meetings of the Booster Club, League Meetings, contact with newspapers, etc.

10. Shall keep an accurate and complete inventory of all athletic equipment and supplies, including the following items:

A. Make and model of equipment

B. Amount on hand

C. Date of Purchase

D. Cost

E. Where Purchased

F. Cleaning and repairing

G. Storage

11. Shall submit an annual financial report, under the direction of the Student Activities Treasurer and the Principal.

12. Shall keep records pertaining to the issuance of all athletic awards and will assume the responsibility for ordering all athletic awards.

13. Shall assume all other duties as assigned by the Principal.

14. Shall interview and/or evaluate coaches. After consultation with Principal , shall recommend the employment or re-employment of coaches to the Superintendent.

ATHLETIC COUNCIL

The purpose of the Athletic Council is to provide good communication and consistent implementation of athletic policies and procedures among the administration, athletic director and coaching staff. The Council will be chaired by the high school principal, assisted by the athletic director. Each head coach is to attend Athletic Council meetings, held at least three times a year (November - March - May).The agenda for each Athletic Council meeting will be prepared by the Athletic Director with input from all members of the Athletic Council. Changes in athletic procedures will reflect the input of the entire Athletic Council and Board of Education.

Membership in this Council shall consist of a member of the Board of Education, the Local Superintendent, the High School Principal, the Middle School Principal, the Athletic Director and the Head Coaches.

In addition, the Athletic Boosters are encouraged to appoint a member to attend and participate in Athletic Council meetings. This Athletic Booster representative shall be a non-voting member.

Special meetings may be called by the Chairman or any two (2) voting members of the council by serving written notice of the time and place of such meeting upon each member at least two (2) days before the date of the meeting. A quorum shall be necessary. A motion shall be passed by a majority of those voting members present.

HEAD COACHES OF VARSITY SPORTS

1. Be responsible for all matters relating to the organization and administration of the coaching of the teams under his direction. This includes elementary, middle school, freshmen and junior varsity.

2. Assign duties to all assistant coaches, including varsity, reserve, freshman and junior high, and evaluate the performance of duties and responsibilities.

3. Provide the Athletic Director with a complete and up-to-date roster of all players.

4. Prepare a detailed inventory of equipment used in his/her sport, and see that reasonable care is exercised in the care and use of this equipment.

5. Prepare detailed equipment and supply request to be submitted to the Athletic Director for approval.

6. Hold purchases within the limits of the established budget.

7. See that our interscholastic athletic program builds high character and good citizenship, refrain from the use of profanity, extend courtesy to visiting teams, officials and crowd.

8. Announce and enforce sound training rules consistent with the participant conduct code. If a player is to be excluded from participating due to a violation of team rules or the Code of Conduct, the Athletic Director and Principal shall be informed immediately, so that proper procedures can be followed.

9. Be responsible for preparing public information releases regarding their particular sport.

10. Assign at least once coach to be with the squad at all times. This includes to and away from road contests, scrimmages, locker rooms and building supervision until all squad members have left the building. A spot check should then be made to see that all windows, doors and gates are locked in any area that has been used by this athletic team.

11. Arrange the presentation of awards through the Athletic Director and Principal.

12. Recommend to the Athletic Director teams that may be scheduled and officials to be employed.

13. Place the welfare of the growing athlete above the outcome of the contest.

14. Be a professional representative of his/her sport and his/her school in the community.

15. Be completely responsible for the discreet and mannerly supervision of his/her team, both in practice and in competition, as well as for his/her own conduct in the public eye.

16. Prepare a list of clinics and state tournaments that require time off from school or the use of Athletic Department funds.

17. Be expected, after decisions and policies have been established, to support and conform to them.

18. Report injuries of participants to the athletic director. Coaches are cautioned to exercise great care in dealing with all injuries and particularly those that are of a serious nature and arouse public interest. In all cases, the head coach should see that the injured athlete is receiving competent medical care and that full reports have been made relative to the injury. Following injuries of a serious or prolonged nature, the coach should secure a signed approval of the Doctor and parents before the boy or girl is allowed again to participate in athletic activities. The signed statement will be filed with the athletic director.

19. Shall write at the end of his/her season, an annual report, evaluating his/her program and make recommendations for improvements.

20. Coach’s dress: Coaches should be dressed in appropriate workout gear during coaching activities.

ASSISTANT COACHES

1. Support the head coach in conducting the athletic program of his/her

particular sport and the total athletic program at the Indian Valley Schools.

2. Be loyal and dedicated to the coach and to the team. The assistant

may have to give up some of his/her own ideas concerning methods,

strategy, etc., to carry out the pattern established by the head coach.

3. Attend all staff meetings when called by the head coach.

4. Assist with the scouting of varsity games in football and basketball

when requested by the head coach of that sport.

5. Assume the duties assigned to him/her by the head coach relative to

the overall program of his/her particular sport.

6. Place the welfare of the growing athlete above the outcome of the

sport.

7. Coach because of the love of youth and the desire to bring out their

best qualities.

8. Become a professional representative of his/her sport and school in

the community.

9. Your value to the program cannot, and will not, be measured by wins

and losses. But more directly by the correct fundamentals established

by you and the proper influences exerted on the boys/girls to continue

developing their athletic skills.

10. Be expected, after decisions and policies have been established, to

support and conform to them.

VOLUNTEER COACHES

Volunteers are individuals other than school personnel who give their time and talents on a regular basis to provide services to students and teachers. Anyone who wishes to be a volunteer coach in our athletic program must be approved by the head coach, Board of Education and he/she must adhere to the guidelines established by the Board of Education.

Once approved, a volunteer will be under the supervision of the head coach, athletic director and principal.

ATHLETIC BOOSTERS

The purpose of the Indian Valley Athletic Booster Club is to bring together the parents and friends of the students of the Indian Valley Schools and to support the coaches and athletes in their athletics.

The official liaison for the school to the Booster Club is the principal or his designee. All coaches and advisors are encouraged to assist the Booster Club with its various activities. The head varsity coaches shall attend at least 50% of the scheduled meetings and actively participate in the Indian Valley Booster Club.

All requests for Booster Club funds shall have the prior approval of the Athletic Director.

MIDDLE SCHOOL ACTIVITIES

The Indian Valley Middle School Athletic Program is a member of the Ohio High School Athletic Association and is governed by their policies and regulations Middle School inter-scholastic athletics should be considered an enrichment program above and beyond the required physical education and intramural program.

Certain aspects of the coordination of the Middle School and High School athletic program are covered in the function and role of the athletic director and head coaches. It is necessary for the coaches of each level to work cooperatively in order to develop the Middle School sports program to its maximum potential.

The following are general concepts that should guide Middle School and High School coaches in the coordination of their programs.

1. The Middle School style of play should be guided by the

system inaugurated by the Head Coach . The

coordination of the program is to be a cooperative effort.

2. The Head Coaches are to provide support and

encouragement for the Middle School Program.

3. Prior to the beginning of each season, the Head

Coach and the Middle School Coach shall meet to determine

duties and responsibilities, which should include scheduling of

practice sessions, availability of clinics, transportation and other

duties related to the Middle School Program.

AWARDS SYSTEM

The following system of awards will be followed in all sports:

1. Seventh Grade All seventh grade athletes who complete

their season will be awarded a silver pin.

2. Eighth Grade All eighth grade athletes who complete

their season will be awarded a gold pin.

3. Freshman All freshman who complete their season will

be awarded numerals signifying their year of

graduation. The numerals will be given once,

regardless of how many sports in which the

athlete participates.

4. A Junior Varsity performer, or substitute on a Varsity team who does not earn a letter, will be awarded a certificate of participation.

5. Athletes earning a Varsity Award will receive a chenille letter with a metal insert of the sport. The chenille letter will be awarded on only the first occasion the athlete earns a Varsity Letter, regardless of the number of sports in which the athlete participates.

6. Athletes earning a second award will receive a metallic certificate recognizing a second year award winner.

7. A third letter winner will receive a picture plaque with a name plate.

8. The fourth year letter winner will receive a clock plaque.

9. Awards given in #1 through #8 will also apply to cheerleaders.

Awards System:

The following requirements must be met to qualify for a Varsity Award:

Football Play in 50% of total quarters

Golf Play in 1/2 of the matches

Volleyball Play in 1/2 of the matches

Basketball Play in 1/2 of the total quarters

Wrestling Must wrestle in 1/2 of the total of the varsity matches

Baseball Play in 1/2 of the total innings.

Softball Play in 1/2 of the total innings

Track Score 10 points and score in invitational/relay

Cross Country Varsity team member (Top 7) in 50% of the meets

Score in 20% of the scheduled meets

Cheerleaders Completion of assigned season

A coach may give an award to an athlete if the athlete is injured and can not complete the season, if the coach feels the athlete would have won the award if the injury had not occurred.

A coach may also grant a service award to an athlete who is a senior, has been out for the sport for four years, has been a credit to the sport, but was never able to earn a varsity letter through normal means.

Any athlete, who does not finish the season due to eligibility and/or has been removed permanently from the team/sport for disciplinary reasons, will not receive a post season award.

Each coach will be entitled to present trophies as special awards to be presented at the appropriate athletic banquet. The designation of each trophy will be at the discretion of each head coach. The number of special trophies will be within the following limits:

Football Six Trophies

Basketball Three Trophies

Wrestling Three Trophies

Golf Two Trophies

Baseball Three Trophies

Softball Three Trophies

Volleyball Three Trophies

Track Four Trophies (2 boys/2 girls)

Cross Country Four Trophies (2 boys/2 girls)

Indian Valley Local Schools Concussion Policy

Traumatic Brain Injuries(TBI)/Concussion Injuries

Any athlete who receives a traumatic brain injury/concussion should be removed from the practice/contest immediately and not return that game/practice. According the Ohio State Law and the OHSAA guidelines, the athlete must be examined and cleared by an appropriate medical professional to initiate the return to play progression prior to full release to sport.

In addition to full compliance with the OHSAA Board of Directors mandated regulations which became effective on April 26, 2013, Indian Valley Local Schools will require each athlete in grade levels 7-12 participating in football, volleyball, soccer, basketball or wrestling to obtain:

1. Preseason Cogstate ® Baseline Neurocognitive Test. This will be done initially to include all designated athletes. Thereafter, Neurocognitive testing will be performed on all 7th grade, freshmen, junior, transfer, and new athletes.

This will be offered at no cost to the student athlete and will be administered by the Certified Athletic Trainer contracted to Indian Valley Local Schools from Union Hospital through the Athletic Training Services Agreement.

2. In the event of a sustained concussion, the athlete will be required to participate in a post-concussion Cogstate® Neurocognitive Test. This post-test will be administered when the athlete is asymptomatic.

3. Once the athlete is asymptomatic and achieves a Valid Neurocognitive post-test score indicating he/she has achieved baseline results, the Certified Athletic Trainer in accordance with the State Law and appropriate physician release ( ) will administer the 5 phase NFHS Suggested Medical Clearance Return to Play Protocol.

Indian Valley Local School Concussion Protocol

1. Once an athlete presents with any symptoms of a concussion, he or she is NOT to return to practice or game until evaluated by the athletic trainer.

Symptoms of Concussion:

Signs observed

o Appears to be dazed or stunned

o Is confused about assignment

o Forgets plays

o Unsure of game, score, or opponent

o Moves clumsily

o Answers questions slowly

o Loses consciousness (even temporarily)

o Shows behavior or personality change

o Forgets events prior to hit (retrograde amnesia)

o Forgets events after hit (anterograde amnesia)

  

       Signs reported by athlete

o Headache

o Confusion

o Nausea

o Balance problems or dizziness

o Double or fuzzy vision

o Sensitivity to light or noise

o Feeling sluggish

o Feeling "foggy" or “groggy”

o Change in sleep pattern

o Concentration or memory problems

2. If the athletic trainer is not present the coaching staff will contact the athletic trainer immediately for further guidance and care of the injured athlete.

3. The concussed-injured athlete should not be left alone and if their condition worsens call 911 and follow Basic Life Support guidelines.

4. The athletic trainer will evaluate the athlete to decide if he or she has sustained a concussion.  If concussion is found the athlete must be evaluated by a physician (MD or DO).

5. The athlete will not be allowed to return to practice or game until released by a physician.

6. Once the doctor releases athlete, the athlete must bring in written release from that physician to the athletic trainer.

7. The athletic trainer will administer the post-concussion Cogstate Neurocognitive Test when the athlete is asymptomatic. The athlete must achieve a Valid neurocognitive post-test score indicating he/she has achieved baseline results. The student athlete may begin the return-to-play protocol.

8. The athlete will then complete the following return-to-play protocol under the supervision of the athletic trainer:

a. Day 1: Low impact activity such as walking, stationary bike

b. Day 2: Sport specific training such as skating or running

c. Day 3: Non-Contact drills such as dribbling, fielding ,batting

d. Day 4: Full-Contact in practice setting

e. Day 5: Game Play/Competition

*The duration of each phase depends upon the severity of the concussion and how the athlete is responding to the activity in each phase. Minimum of 5 days.

9. If at anytime during the return-to-play protocol, an athlete has a return of concussion symptoms, he or she must stop immediately and consult with team physician.

10. ATC and Team Physician have final say on when an athlete may return to play after concussion.

CROWD CONTROL

Every building Principal, with the assistance of the Athletic Director, is responsible for controlling the behavior of students and non-students at any school sponsored activity, whether that activity is in the school or on the playing field. The following provisions will be made to maintain order at all large, school related events:

Provide ample parking space and parking attendants.

Limit the number of entrances to and exits from a building or playing field

Distribute to students your policies on behavior at school events.

Station crowd-control by entrance doors, ticket booth and in parking area.

Designate clearly any reserved seating.

Avoid overcrowding the facility.

Encourage that each person present at an event has a seat and be seated during the event.

Make crowd control supervisors, either school employees or law enforcement officials easily identifiable. Special clothing or arm bands are effective.

Check facilities at an indoor event ahead of time for proper lighting and equipment, as well as for emergency or backup equipment.

Show crowd control personnel the best fire escape routes and assign each one an escape route to use in case of fire or other serious problems.

Make sure coaches and players at athletic events have a clear understanding of what conduct is unacceptable; they are not exempt from rules and standards. The coaches and athletes must recognize that their unsportsmanlike behavior could be a major cause of trouble.

ELIGIBILITY

The Indian Valley Schools are voluntary members of the Ohio High School Athletic Association. It is agreed that our schools will conduct their athletics in accordance with the Constitution, Bylaws, Regulations, Interpretations and Decisions of the Ohio High School Athletic Association.

When a student receives a nine week GPA below a 1.5 and/or is not passing a minimum of five (5) credits, he/she is ineligible to participate in athletics. *Participation includes games and practices.

When a cheerleader receives a nine week GPA below a 1.5 and/or is not passing a minimum of five credits, he/she is ineligible to participate in cheerleading.

*Participation includes games and practices.

In order to be eligible for athletics all student athletes, including cheerleaders, must submit to and pass a random test during that season. (Only 10% of the athletes will be randomly tested during that season).

*EXCEPTION TO PARTICIPATION RULE:

Student athletes that are declared ineligible may participate in all aspects of the sport with the exception of contests (games/scrimmages) only when they are involved in study table for the season.

ATTENDANCE

All students are expected to be in school before 11:30 AM the day of a contest to be eligible to play. Students are expected to attend school the day following activities. Habitual absence before and after activities may results in denial of participation. In extenuating circumstances the principal or designee may grant exceptions to this rule.

Students who are not in school due to illness, or who are dismissed early from school due to an illness, may not participate in practice or contest the same school day.

Being absent on Friday will not prevent a student from participating on Saturday.

BAD WEATHER

When school is cancelled due to bad weather, High School Athletic Contests/ Practices (varsity only) can still be held unless cancelled by the committee of Superintendent, Principal and Athletic Director.

ATHLETIC CLINICS

Each head coach may attend two (2) clinics per school year. The State Tournament is not considered a clinic. No more than two (2) assistant coaches may accompany the head coach at any one clinic which is held during the school day.

The all cost associated with clinics and State Tournaments will be paid by the coaches.

Each head coach and (2) assistant coaches may attend the State Tournament.

CHANGING SPORTS

No player may transfer from one sport to another during the same season.

A player who quits a sport may not join another sport, either pre-season, post season or in-season programs until the conclusion of the season of the sport which he/she quit.

EXCEPTION:

Unless the Head Coaches of both sports agree that it is necessary and/or beneficial to the athlete and the teams.

FOUNDATIONS

1. Participation in an athletic activity is a privilege - not a right.

2. Students who choose to participate in athletic activities must understand that they are agreeing to obey to an additional set of guidelines above those set for the student body. These rules are necessary to provide for the safety and health of the participants, and to insure consistency and fairness.

3. Participation in an athletic activity can be dangerous. The following of basic rules will reduce the dangers to a minimum.

4. Advisors/coaches will inform participants and parents of the rules at the beginning of the season.

RULES FOR ALL ATHLETIC ACTIVITIES

1. Students will care for all equipment issued to them and return it at the end of the season. Equipment not returned will be paid for by the student.

Penalty for noncompliance: Students will not be issued further

equipment for any athletic activities until the obligation

is met.

2. Students may use equipment only under the direction of the coach/advisor.

Penalty for noncompliance: Students may be denied participation

for a period of time to be determined by the coach/advisor.

3. Students are to follow all instructions of their coach/advisor.

Penalty for noncompliance: Students may be denied participation

for a period of time to be determined by the coach/advisor.

4. Students will not steal equipment.

Penalty for noncompliance: Students will be denied participation

for a period of time to be determined by the coach/advisor, and

return equipment or make restitution.

ATHLETIC DUE PROCESS

The Indian Valley Board of Education and school officials have the legal authority to deal with disruptive students and student misconduct. Due process, in the context of quasi-judicial administrative proceedings carried out by school authorities, does not mean that the procedures used by courts in juvenile proceedings must be followed.

Students will have clearly established means by which administrative due process is available for the protection of the individual's rights.

Due process procedures will conform to the following basic practices:

A. They must be fair.

B. They must apply equally to all.

C. They must be enforced in a fair manner, which involves:

1. Adequate and timely notice and an opportunity

to prepare a defense.

2. An opportunity to be heard at a reasonable time

and in a reasonable manner.

3. The right to a speedy and impartial hearing on

the merits of the case.

BANQUET

Coaches should follow these guidelines to plan award banquets:

1. Date:

The banquet should be held as soon as possible after

the season is completed. Date for the banquet should

be selected at the beginning of the season, cleared with

the building principal, and placed on the master calendar.

2. Format:

The banquet will include all teams to be recognized.

Format may vary from covered dish to a sit down dinner

with a fee charged. Head coach will determine exact

format, inform the Booster Club as to the date and in what

manner the Boosters will be asked to participate.

3. Invitation:

Parents of athletes, administration, and School Board

Members should receive written invitations to the banquet.

A news release should be prepared for the media.

4. Programs:

A program of the banquets agenda should be prepared and

available for all who attend the banquet.

5. Length of the Banquet:

All banquets should be well prepared and short, (2 hours).

Coaches should summarize their season and present awards

to individual team members without taking an excessive

amount of time to emphasize the individual strengths and

weaknesses of each athlete.

6. Banquets will be as follows:

1. Fall

a. Football, Volleyball, Golf, Cross Country, Cheerleaders

2. Winter

a. Boys and Girls Basketball, Cheerleaders, Wrestling

3. Spring

a. Baseball, Softball, Track

BUDGETS

The Athletic Director will prepare the annual budget for the Athletic Fund. Each head coach will submit a budget request as part of his/her season ending report.

PURCHASING

Recommendations for the purchase of new or reconditioned athletic equipment, materials, and supplies are made by the head coach of each sport to the Athletic Director. No equipment is purchased by a head coach without the written authority of the Athletic Director and a Purchase Order. Requisitions for purchase of athletic equipment are made to the Athletic Director. A decision of approval or denial is made by the Athletic Director based upon the budget. The Athletic Director will forward approved requisitions to the building Principal for approval.

If approved by the Athletic Director and Principal the requisition will be forwarded to the central office for processing.

A coach who does not follow the proper procedure will be responsible for the payment of bills.

2. Procedure to Evaluate Coaches:

A. The and head coach will conduct evaluations of assistant coaches.

B. The Athletic Director and Principal will evaluate the head coach.

C. The head coach will have a conference with the Athletic Director

and/or Principal to review the evaluation.

D. This evaluation is to be completed within a two to four week

period following the conclusion of the season the end of the year

banquet. The head coaches evaluations of assistant coaches are

due within two weeks following the end of year banquet.

E. The Athletic Director and Principal will be responsible for

contract recommendations to the Superintendent.

3. Qualities included in coach’s evaluation. (Not limited to the following):

A. Supports and enforces school policies.

B. Responsive to Athletic Director and Principal.

C. Supports entire athletic program.

D. Seeks positive publicity.

E. Demonstrates good moral and ethical conduct.

F. Fair and consistent discipline.

H. Attends clinics, stays abreast of new instruction.

FACILITY SCHEDULING

Sports in season will have preference for use of facilities.

All gyms and practice fields will be scheduled for use by the Athletic Director and Principal.

Each October the Athletic Director and winter sports coaches will meet to establish a schedule for the use of all facilities for winter sports. Concerts, home contests, time limits, etc. will be taken into consideration.

~FAN EJECTION POLICY~

1. First Offense:

Fans that are ejected from athletic contests for unsportsmanlike behavior shall be subjected to the same denial of privileges as are athletes and coaches. They shall immediately be removed from the event and barred from the venue for the remainder of the event from which they were ejected. They may not attend events of the district that are occurring at other venues that day. They must contact the athletic director to discuss their inappropriate behavior, and serve a minimum penalty of a two game denial of admission at the level they were ejected.

2. Second Offense:

Any fan who is ejected for the second time in a school year shall serve a denial of admission for all Indian Valley home athletic events for a period to be determined by the administration. The individual at no cost to them will also be required to complete the NFHS on-line course: The Role of the Parent in Sports.

3. Subsequent offenses:

Any fan who refuses to comply with the stipulations previously mentioned, may be barred from attending any/or all activities sponsored by the Indian Valley Local School District by the superintendent of schools.

We believe that each participant and spectator should be committed to upholding the ideals of good sportsmanship put forth in this document. It is in that spirit that the suggested disciplinary actions are proposed. We also recognize the importance of communication and cooperation between school officials when incidents of inappropriate behavior arise. The quality of our athletic program depends upon this natural respect. We also believe that being proactive is vital to the education of our students and spectators and therefore offer the following suggested related activities.

SPECTATOR EJECTION POLICY

ANNOUNCEMENT

In an effort to provide a safe playing environment for the teams, the coaches, and the spectators, the Indian Valley Athletic Department has adopted a policy in regards to unsportsmanlike and/or unacceptable behavior for all who are in attendance here today. This policy applies to any function held on the premises of the Indian Valley Local School District and applies to any unacceptable behavior that may be directed towards our team and its coaches, toward our guests and their coaches, and toward the officials who have been assigned to this contest. Anyone who is ejected for infractions of this policy will be required to leave the premises immediately, will be required to contact the Athletic Director to discuss their behavior, and will serve a minimum penalty of the remainder of the day’s contests AND the next two home games/events at the level that they were ejected. We sincerely appreciate your cooperation in conducting yourself appropriately and helping Indian Valley set a positive example for everyone in attendance as we play this game between young athletes. We encourage you to sit back, enjoy the game, and cheer loudly FOR YOUR TEAM!!

HEALTH, SAFETY, AND INSURANCE

In order to prepare the athlete for competition and to protect his/her health and safety, it is important that athletic personnel maintain the following procedures, records, and reports prior to and during participation.

1. Medical Records.

A. Distribution of physical examination forms which must be

completed by a physician and signed by the athlete and

parent. It is the responsibility of the athlete to complete

turn in to his/her coach. Physical examination forms must

be turned in by the coach and filed in the principal's office.

B. Emergency medical authorization must be completed by

athlete and parent. All coaches must have immediate access

to the EMA cards of all athletes under their jurisdiction. These

cards must be carried to all practices, contests and must

accompany an injured athlete to the hospital when his/her

parents are not able to be contacted by the coach.

2. Insurance.

A. Athletic insurance is required for all athletes. For every sport

except football, the regular school insurance or individually

obtained insurance can provide adequate protection. The

insurance may be waived if the Athletic Director is provided

with a signed statement by the athlete's parents/guardian that

the athlete is fully covered by family insurance for all injuries

received while competing in interscholastic sports. This

waiver form must be signed prior to participation.

B. A special football insurance is offered and will be available

throughout the school system. Athletes, grades 7-12 may not

practice until the athlete has obtained the insurance plan or an

insurance release form has been signed by the parent. The

final responsibility for obtaining adequate insurance rests with

the athlete and his/her family.

C. The O.H.S.A.A. provides liability policy with a lifetime medical and

disability plan which covers all athletes in O.H.S.A.A. member

schools as well as team managers and cheerleaders. This policy

does not take the place of a traditional comprehensive general

liability coverage purchased by the school district-it supplements

it for athletic events.

3. Medical Records-Injuries/Illness.

A. When an athlete becomes injured or ill during the time he/she

is under a coach's supervision, the coach is to take the following

steps:

1. Evaluate the condition.

2. Perform necessary first aid.

3. If the injury is serious contact parent or guardian and advise

them of the physical condition of the athlete.

The injured athlete may be taken to a hospital if deemed urgent.

If transportation is necessary a coach will accompany the athlete

and remain with the athlete until the parents have been notified

arrive.

4.The coach shall notify the Athletic Director and the Athletic

Director will notify the Principal.

5. Complete the appropriate injury form.

B. Any athlete who suffers an injury or illness which requires practice

be restricted must present a Doctor's and parent's notice to resume

full activity.

GUIDELINES FOR EMERGENCY CARE OF INJURIES TO ATHLETES

The coach is responsible for having an adequate first aid kit available at all practice sessions and games. A kit will be issued to each coach by the Athletic Director. When athletic trainer/team physician is present at a contest, the physician is in complete authority and is responsible for the welfare of any injured team member. When a physician or athletic trainer is not present:

A. If a student suffers an injury during practice or game, the

coach will administer emergency first aid.

B. If the injury is of a life threatening nature and the athlete

needs immediate professional medical care, the coach will

call for an ambulance, and then notify the parents of the situation.

C. If the injury is serious, but not life threatening the coach

should notify the parents and determine if they will remove

the athlete or request that you call for ambulance:

1. If parents can not be reached the coach should call for an

ambulance.

D. When possible, an administrator, the Athletic Director, or

an assistant coach should accompany the ambulance to the

hospital and wait a reasonable length of time for the parents.

The head coach remains with the team. Contact with parents

must be made by school personnel.

E. The building administrator must be notified by the coach as

soon as possible. A follow-up call to the athlete's home by the

coach that evening or the next day should be made.

Whenever an athlete is injured or reports an injury the coach should complete a student injury report form and give it to the Athletic Director who shall file it in the Athletic Office.

INVENTORIES

1. At the conclusion of a sport season each head coach must complete

an inventory of equipment and materials.

2. This inventory must be turned in to the Athletic Director within

two weeks following the last contest.

3. Location of the equipment and materials will be indicated on the

inventory form.

4. The inventories shall be used for insurance purposes and will be

studied before additional equipment or materials are purchased.

MEDICAL SUPPLIES

All medical supplies will be ordered in one lump sum. Orders will be placed in the spring, for the following school year. The supplies will be ordered by the athletic trainer. The athletic trainer will continually monitor the medical supplies and will notify the Athletic Director of any needs that should occur during the school year.

MILEAGE REIMBURSEMENT

Mileage reimbursement will be paid at the current rate as determined by the Indian Valley Local Board of Education. The athletic department will pay for only one vehicle to the same destination. All scouting mileage is paid from the athletic fund.

OFFICIALS

In all athletic activities officials will be contracted by the Athletic Director. When scheduling officials, the wishes of the Head Coaches will be considered before commitments are made.

All officials will be provided a separate area for dressing and pre-game conferences.

The Athletic Director will issue a check to the officials upon receipt of a properly executed completion of assignment form. If a copy of an official’s contract is in hand, officials may be paid the day of the contest.

OPEN GYMNASIUM OR FACILITIES

1. Opening the gymnasium or facilities of a school district for

recreational purposes is permitted.

2. Opening the gymnasium or facilities of a school district during the

school year for a select group of students to practice individual skills

of a sport except during the adopted season of a sport is not

permitted.

3. Opening the gymnasium or facilities of a school during summer

vacation or the school year, except during the adopted season of a

sport for school team competition is not permitted.

OVERNIGHT TRIPS

All overnight trips must be approved by the Indian Valley Board of Education. The coach and the Athletic Director, will prepare jointly the following information for the Board to consider:

A. Means of transportation

B. Motel accommodations

C. Meals

D. Who will be travelling on the trip

E. Estimate of cost

No overnight trips will be scheduled other than those absolutely necessary.

PHYSICAL FITNESS PROGRAMS

1. All physical fitness programs must comply with the bylaws and

regulations of the O.H.S.A.A.

2. Mandatory attendance at out-of-season physical fitness programs is

prohibited.

3. Physical fitness programs may not be conducted for a select group

of students and must be open to all interested students.

4. Physical fitness programs may be conducted at any time, indoors or

outdoors, as long as there is no coaching and instruction of sports

techniques and skills.

5. Equipment used in playing a sport is prohibited in physical fitness

programs, except that mats may be used for safety purposes. In track

and field and cross country, participants may be directed in aerobics,

stretching exercises and to run.

6. Weight machines and indoor weight rooms may be utilized in physical

fitness programs.

PRACTICE RULES AND REGULATIONS

1. There shall be no school sponsored athletic activities on Sunday unless these activities are pre-approved by the committee of the Athletic Director, Principal and Superintendent.

2. There shall be supervision of athletes at all times, locker room, shower

area, practice area, playing area.

3. Official starting and ending dates, as defined in the O.H.S.A.A. Sports

Regulation Handbook will be followed.

4. All out-of-season physical fitness programs will comply with the

O.H.S.A.A. Sports Regulation Handbook.

5. The Athletic Director will organize all practice schedules where two or

more teams are involved. It is recommended practice time not exceed

two hours.

6. Practice time slots may be switched by mutual agreement of coaches

involved. The Athletic Director should be notified of switches in

practice time.

7. All team members should be informed of practice time well in advance.

Give starting and ending times; this shows consideration for parents,

rides, custodians, etc.

8. Weight lifting sessions should never be scheduled without a coach being

assigned.

9. Coaches shall be the last to leave practice; care should be taken to

see that no athletes remain.

SCRIMMAGES

1. The head coach will schedule his/her own scrimmages in conjunction

with the Athletic Director.

2. A scrimmage may involve any number of teams from various schools.

3. No admission of money, materials, or supplies may be charged for a

scrimmage. Voluntary donations of supplies or money may be

accepted at a scrimmage but can not be required for admission. The only

exceptions to this rule are the “Jamboree Game” , preview and OHSAA

Foundation games.

SCOUTING

The assignment of scouting duties is the responsibility of the Head Coach. Travel allowance for scouting purposes will be in accordance with the current adopted rate as established by the Indian Valley Board of Education.

PARTICIPANT CONDUCT CODE

Indian Valley is a member of the O.H.S.A.A. and abides by the rules of that organization. All Indian Valley students have the privilege to try out for any team unless prohibited by the O.H.S.A.A. All Indian Valley students have the responsibility of observing the following rules and regulations of the Athletic Code if they wish to participate in Indian Valley Athletics:

A. All athletes must satisfy academic eligibility requirements as

established by the O.H.S.A.A.

B. No athlete shall possess, transmit, or use alcohol or drugs.

C. No athlete shall use tobacco of any form.

D. No athlete shall steal school or private property, nor willfully

deface or destroy athletic or personal property.

E. All athletes shall complete and turn in required O.H.S.A.A. physical

and parental permission forms, Athletic Participant Conduct Code

Form, and insurance waiver form prior to taking part in practice or

contest.

F. All athletes shall adhere to curfew as may be established by individual

coaches.

G. All athletes represent the Indian Valley Schools, and shall be dressed

and groomed in a neat reasonable style as set by each coach during

his/her season.

H. All athletes shall show respect for their opponents, coaches,

teammates, teachers, parents.

I. All athletes shall refrain from the use of profanity, indecent or obscene,

language either spoken or written.

J. All athletes shall control their tempers and refrain from outbursts.

These guidelines are general. Each coach is encouraged to supplement guidelines that he/she feels will add to their respective program.

The Athletic Participant Conduct Code becomes effective the date it is first signed by the parent and continues in effect until the Awards Banquet.

VIOLATION OF THE BOARD OF EDUCATION ADOPTED CONDUCT CODE MAY RESULT IN POSSIBLE DENIAL OF PARTICIPATION OF THE PRIVILEGE OF PARTICIPATING IN THE SPORT IN WHICH THE VIOLATION HAS OCCURRED AND MAY EXTEND INTO THE NEXT SEASON.

Risks in sports as in any activity are real. Participation has the potential for causing injury to individuals. Proper conditioning, instruction, and equipment can greatly reduce your child's chance of injury. The coaches of Indian Valley will do their best to prevent, protect, and treat injuries to your child.

We acknowledge the fact that risk of injuries is present in the sports program offered in the Indian Valley Schools. We grant our child permission to assume these risks while participating in sports. We assume these risks with the understanding that the Indian Valley Schools will do everything in their power to reduce the injury potential to our child.

TRANSPORTATION TO AND FROM ATHLETIC EVENTS

Providing safe transportation for student to and from away athletic contests is of great importance to the Indian Valley Local Board of Education. The purpose of this policy is to provide a regulation which is both safe for students and understanding of parents' transportation difficulties.

Student athletes will ride the school bus to and from all away athletic events. Exceptions will be made only with the permission of the coach, and will require a note signed by the parent/guardian. Due to the confusion that exists following a contest and the difficulty it causes with regulating this policy, coach's permission and parent's signature must be obtained prior to the contest. Each case will be dealt with individually by the coach.

Students will comply with all school district safety rules while on the bus.

Buses returning from events will be permitted to drop off students at an Indian Valley District building "en-route" from the contest to the home school, under either of the following circumstances:

A. Students whose parent/guardian is present at the drop off

school may be remanded to the custody of the parent/

guardian at the drop off school. No student will be simply

dropped off and left unattended. If the parent/guardian is not

present, the student will continue on the bus to the home school.

B. Students who drive themselves to school may be dropped off

if their means of transportation has been parked at that drop

off location. Students may be dropped off only at the

location at which they boarded the bus.

1. All drop off’s will be conducted in school parking lots only.

2. No drop off’s will occur on highways or other public roads.

Once students have been safely returned to the home school, they are permitted to ride home with the party of their choosing, just as they would at the conclusion of a normal school day.

YEAR ROUND ATHLETIC POLICY

As a part of our total school program, we believe that active participation improves physical and mental development, encourages self-discipline and rewards self-sacrifice, hustle, and desire. At present Indian Valley sponsors opportunities for team and individual recognition, travel, and team fellowship.

A student who chooses to participate in an athletic program must be aware that along with the rewards of participation goes the obligations of an Indian Valley student. The student is in the public eye and in many ways represents the entire student body.

The coach will inform each team of training rules and guidelines for their particular activity. The following are general rules and guidelines that apply to all sports and cheerleaders.

This policy is in effect at all times throughout the entire calendar year. The penalties for violation of these rules will be invoked regardless of the time of the year or location of the violation of this rule. Offences are cumulative from the beginning of the student’s freshmen year. If an offense occurs during the summer months, a student’s penalty will be served during the first sport he/she competes in when school reconvenes in the fall.

ALCOHOL/TOBACCO/VANDALISM POLICY

After entering 7th grade no Indian Valley Local student involved in any sport or cheerleading shall:

RULE 1: Use, abuse, possess, or traffic in any of the following substances:

A. All dangerous substances as so designated and prohibited by Ohio Statute or Board Policy.

B. All chemicals which release toxic vapors.

C. All alcoholic beverages.

D. Any prescription or patent drugs except those for which permission has been granted pursuant to Board policy.

E. Any drug paraphernalia.

F. Tobacco and tobacco products

G. Look-alike drugs as described by Board policy

H. Anabolic steroids.

CONSEQUENCE FOR VIOLATIONS OF POLICY RULES:

RULE 2: Commit theft or vandalism in any manner or degree or have any police involvement that results in prosecution (other than minor traffic violations).

First Violation:

1. Denial of participation for three games or denial of participation in at least 20% of scheduled events.

2. Student, with his/her parent, must enter into a recognized counseling service for an assessment to determine if the student has a problem that requires treatment or counseling. Students who comply may have their penalty reduced by the Athletic Director.

3. A student may be permitted to practice with the team at the coaches discretion.

Second Violation:

1. Denial of participation for nine games or denial of participation in at least 50% of the scheduled events.

2. Student with his/her parent must enter into a recognized counseling service for an assessment to determine if the student has a problem that requires treatment or counseling. Students who comply may have their penalty reduced.

3. The Athletic Director must receive confirmation from the counseling service that the assessment has been completed or started before the athlete is eligible to participate in any contest.

Third Violation:

Denial of participation for one calendar year.

The Athletic Policy does not supersede general school Policy in cases involving policy violations during school hours, on school property, or at school-sanctioned events. In such cases the Athletic Policy is enforced in addition to the General School Policy for those students who are involved in extracurricular activities. In those circumstances where a student will be suspended or expelled from school, which includes curricular and extracurricular activities, the Board policy concerning suspensions and expulsions shall be followed.
