MEETING MINUTES: 02/11/19Attendance: Sue Mills, Doug Conly, Chris Hunter, Heather Bollman, Clay Bailey, Bill Humphrey and Steve Gray in the gallery.Meeting called to order at 6:35 pm.Approval of Meeting Agenda: Chris made the motion to approve the agenda, seconded by Doug, passed 4-0.Approval of Prior Meeting Minutes: Motion to approve the minutes of January 28, 2019, was made by Heather, seconded by Chris, passed by 4-0.Review and Acceptance of 2019 Operating Budget: Clay Bailey presented the Department’s 2019 Operating Budget to the Board. Highlights of the budget noted by Clay were: 1% increase in Energy sales; increase in Merchandise sales due to coding issue in 2018 that was corrected; interest/dividend decrease of $95,947 due to a one-time Transco sale of Utobus that will not re-occur; increase in the Miscellaneous account due the Departments investment in Transco; Power Generation cost decreasing; Purchase Power increasing by $471,000 over 2018 actual cost; and a decrease in Distribution Expense for 2019. A discussion ensued regarding the significant increase in purchase power, Clay explained that according to VPPSA that winter peaking load energy cost are higher, Renewable Energy Credits (REC) from Fitchburg Landfill steeply declined, revenues from Project 10 were to be less than previous years, and McNeil RECs are expected to decline. Clay offered hope by stating that these are only estimates and actual costs could result in a lower than predicted increase. Chris moved the motion to accept the 2019 Operating Budget, seconded by Heater, passed 4-0.LED to Provide Assistance to Barton Electric: Bill explained to the Board that he had received a call from Barton Electric’s Manager informing him of the departure of Barton’s second lineman (they only have two) and an inquiry of any help available from LED. The plan worked out was that LED would send a lineman to work for Barton for an indefinite period with the caveat that the employee may be called back to LED at any time and either party can end the work arrangement at any time. Barton will pay for all cost incurred according to the Union Contract and the Department’s billing policies thus being a net zero cost for LED. Barton was tremendously appreciative of LED’s willing to assist.Great Falls Hydro License Update: Due to the recent federal government shutdown, Bill received a Notice Of Comment Period Extension for filing motions to intervene and protests, comments, recommendations, terms and condition and prescriptions from FERC `on LED’s license application. Doug commented that given the current negotiations within the federal government another extension would probably happen.Adjournment: by consensus at 6:54 pm.
