Meeting of the Parish Council on

Wednesday 30 November 2016 at 7.15 for 7.30 pm in the Village Hall

MINUTES

Welcome

1) Apologies from Cllrs G Brooks, Mrs E Carter, Mrs S Landale, T Marston, County Councillor Dr M Strong and SNT Wells were accepted.

2) Declarations of interest by the Councillors in any of the agenda items listed below.

a) B Landale and J Woodhouse declared an interest in item 11 a) Donations as they are churchwardens.

3) Items of urgent business

4) Police matters

a) Crime Report: no crimes; two calls (1 x concern for safety, 1 x ASB personal)

b) Any other police business: Of note there has been lead thefts from Churches in the Norfolk area, although there hasn't been any recorded in North Norfolk at this time, historically the area is targeted so would ask everyone to be more sensitive to suspicious persons/vehicles in the area & report anything via 101.

5) Minutes of the Meeting of 19 October were approved (with a minor correction to planning application at Model Farm: cut stone – not cat stone) and signed as a true record.

6) Matters arising not otherwise on the agenda

a) To note that NNDC discourage inclusion of dormer windows when listed buildings are converted to dwellings.

9) Highways

a) Items to report

i) Potholes: Thursford Road pill box junction

ii) Raised ironworks, potholes around manhole covers and sunken trenches on High Street, Knight Street etc.

10) A demonstration event for the Defibrillator with First Aid training in February.

a) First Aid & Care Training (Dereham) suggest a group with max of 12 people for demonstration of the Defib (AED), basic CPR and choking (possibly in a morning and an afternoon session on Saturday 18 or 25 February or a weekday evening 13 - 25 February). It was suggested that Friday 17 February at 5.30 pm would be a suitable date. Cost to be confirmed.

11) Finances

a) To consider making donations.

i) It was resolved that the Council in accordance with its powers under sections 137 and 139 of the Local Government Act 1972, should incur the following expenditure which, in the opinion of the Council, is in the interests of the area or its inhabitants and will benefit them in a manner commensurate with the expenditure.

ii) N Morter was voted to take the Chair for this item as both the Chairman and Vice-Chairman declared an interest as they are Churchwardens. It was agreed to make the same donations as last year: £100 each was given to St Peter’s Church and St Mary’s Church, and £50 each to Citizens Advice Bureau and Heritage House.

b) Presentation and confirmation of Statement

d) To consider renewal of grounds maintenance contract:

i) It was agreed to renew the contract with Norse for five years: Playing field: harrow & roll in Spring, cut grass twice per month April – Oct, scarify / aerate Nov / Dec: £815.38; cut privet hedge on two occasions June – and Sept £255.30. Total £1,070.68 +VAT. The Clerk was asked to clarify the hedge cutting dates and suggest the a cut in February would be useful as it is not done in June.

12) To consider and set the Budget and Precept for 2017-18

a) To review the figures (attached). The Clerk clarified various points that were raised.

b) To determine whether or not there are any other likely calls on planned expenditure. Items were discussed and clarified.

c) It was agreed to accept the Local Council Tax Support Scheme Grant from NNDC of £1,190.

d) It was agreed to set the Precept for 2017-18 at £20.600 (an increase of 3% on last year). The form for NNDC was completed and signed.

13) Planning

a) Applications since last meeting

i) 21 High Street retention of roof light, dormer window, front door. Attic staircase and damp proofing to cellar ref LA/16/1423. Plans circulated. Response submitted online on 14 November: Walsingham Parish Council will accept the changes described in the retrospective application. However concern was raised about potential damage which could have been done to the mediaeval structures in the cellar. The Parish Council hopes that the District Council will take greater care to ensure that unauthorised work does not take place particularly in areas with historically important buildings such as the mediaeval structures in Walsingham.

ii) Conversion of ground floor to create three bedrooms at Elmham House, Friday Market Place ref: PF/16/1443 and LA/PF/16/1444. Plans circulated.

b) Decisions received from NNDC

i) Land to the side of Edgar Road, Egmere: installation of two site marketing boards ref: ADV/16/1155. APPROVED.

ii) 25 St Peter’s Road erection of summerhouse PF/16/1237. APPROVED.

iii) Oxford Stores internal and external alterations and the conversion of former public house to ground floor retail unit and 2 independent flats to first floor ref: PF/16/0667 and LA/16/0822. APPROVED

c) To note BT Payphone Removal Consultation: proposing to remove the payphone on Wells Road (only three calls in the last 12 months). No comment.

14) Maintenance

a) To consider setting a date for a litter pick e.g. in March (for advertising in News and Views)

15) Traffic Management

a) School Crossing Patrol: NCC public consultation. It was decided to support the primary school’s request to retain the crossing patrol: Wells Road is particularly wide at the school, vehicles can go quite fast, large agricultural vehicles use the road.

b) SAM2: report from J Woodhouse:

i) SAM2 unit has been security marked by the police

ii) Until 22 November it was on Wells Road, since then it has been on Fakenham Road by the Friary.

iii) Initial data (which had just been downloaded) was circulated.

16) Street Lighting

a) To note that a letter was sent to Draper Nicholls asking if they would like to make a donation towards the cost of the replacement light unit which was broken by a large vehicle negotiating their works on Knight Street. The Clerk was asked to follow up.

b) It was suggested that a review of the street lights should be carried out to establish if all the lights were still needed.

17) Walsingham Development Group

a) To note that the Lights and Carols with stalls was successful (recommendation that lights on stalls would be useful in the future). A vote of thanks to all those who contributed.

20) The next Parish Council meeting is at 7.15 for 7.30pm on Wed 11 January 2017 in the Village Hall.

Meeting of Walsingham Recreation Trust

Following the Parish Council meeting 30 November 2016

1) Minutes of the Meeting of 19 October were approved and signed as a true record.

2) Village Hall

a) Fire exit door needs to be replaced

i) J&O Installations: £650 + VAT

ii) David Reeve: £134.46.

iii) It was agreed to use D Reeve but to check if it needs to be replaced immediately.

b) PAT testing completed, new bulbs in disco lights supplied and fitted by Neil Brodie.

c) NES Electrical sourcing white bulbs for hall.

d) To note that Neil Brodie thought that it should be fairly simply to reconfigure the electricity supply for the showers in the changing rooms. It was noted that B Beckham is no longer on the football club committee and he has not been able to get a reply to the letter about user’s fee or to get a copy of the keys for the changing rooms.

e) To nominate a Designated Person for the alcohol licence to replace B Beckham.

3) Recreation Ground

a) To report on regular checks of apparatus.

4) Finances

a) To note bank balance as at 21 November 2016: £2,161.64

b) To note receipts: £289.50 (booking fees);
