To install Expedite 5.11a navigate to .

Click on “Download Expedite 5.11a for New York”

Fill out the requested information

Scroll down to “New York”

Save “Setup.exe” to your Desktop

Close out of all open windows

Double Click on the Setup.exe icon you saved to your desktop and follow the onscreen prompts to install Expedite 5.11a

Downloading and Preparing the Initial Bid

Open your web browser and navigate to the “NYSDOT Expedite Contract Letting Download Area” ( ). [pic]

Click the desired letting date

“Save” the .ebl file to the desired directory

Close out of all open windows

Start Expedite BID.

In the Expedite BID menu, click File then Open Letting. Navigate to the previously noted folder where you downloaded the Expedite BID Library.

Click OK. Expedite BID will open the letting.[pic]

Click the Schedule of Items folder and begin completing your bid.[pic]

Several folders will appear under schedule of items. These folders contain information required for BidX. These folders can be left blank if you are not using BidX. The following folders are used by BidX users only:

• JURAT – Itemized Proposal

• Disclosure of Lobbying Activities

• Contract Document Bid-Ability (Survey)

• Bid Bond

These will appear red(except the survey which is optional), and can be ignored by non BidX users.

Note that red folders indicate an incomplete bid and green folders indicate a complete bid. Use Tools / Check Bid for detailed error messages.

Loading Amendments

• Note that any amendments that were published before you downloaded your initial copy of the EBL are automatically loaded. The following steps are required to load amendments published after your initial download.

• Download an updated Expedite BID Library (.ebl file) from . (see page 3)

• Click File / Load Amendment and the following dialog box will appear:

• Change the “Files of type:” to Amendment Libraries (*.EBL)” using the drop-down list. Navigate to the previously noted location where you downloaded the new Expedite BID Library.

• Select the appropriate EBL file and click “Open”. A list of amendments will display:

• Select the proposal and amendment and click “OK”. The amendment will load.

• Continue working on your bid. Note that bid items added by amendment will follow the Mobilization item. Also, for bid items with quantity changes, unit prices will need to be reentered.

Printing Bid Sheets

• Confirm that you have completed your bid and the folder is green.[pic]

Note: you can print incomplete bid sheets (having empty or $0.00 bids) but you must remember to manually update those incomplete bids, mobilization, and totals before submitting your bid.

• Save your bid to both your computer’s hard drive (or optionally a network drive) and to CD or floppy disk for submittal to NYSDOT before you print by selecting File / Save. Unless you have removed the option to “Ask to save to floppy when saving”, the following dialog will display allowing you to save to floppy.

To save to CD, Cancel this dialog and use File / Save As and navigate to your CD drive.

• Select File / Print. Optionally you can use File / Print Setup to change your printer settings. Note that the printed Expedite BID sheets will look different than the old bid sheets… it prints in portrait and includes a variable number of items per page.

Submitting Your Expedite Bid to NYSDOT

Submit your electronic bid file on a diskette or CD attached to your paper bid. Include only one file per bid. The diskette or CD must be labeled with the following information:

1. Firm name

2. Letting date

3. D number

4. A statement as to whether the paper bid does or does not include any handwritten changes from the electronic bid file.

Tips for Successful Bidding using Expedite BID

• You must maintain consistent date-time groups. Never mix partial printouts with differing date-time groups or create electronic or print files in independent efforts that cause different date-time groups. Mismatched date-time groups indicate files of a different age and origin and invalidate the electronic portion of your bid.

• You must manually calculate Mobilization after you have entered all other bid items based on the running total displayed in the lower right corner of Expedite BID.

• Your printed Expedite BID bidsheets will not include subtotals.

• All bid items added by amendment will follow the Mobilization item.

• The number of Expedite amendments loaded displays in the Expedite BID title bar. There may be additional informational amendments that do not result in Expedite amendments.

• Bidder Information can be modified:

• Your agency Name must be “NYSDOT” (the agency name is specified during installation but can be changed later in Tools / Options).

• Your Bidder ID must be your Federal ID (the Bidder ID is specified during installation but can be changed later in Tools / Options). Use the appropriate Federal-ID and firm name. If possible, joint ventures should create and save a new Expedite export configuration with the Federal-ID and legal name assigned to the joint venture. Alternatively, use the Federal-ID and name of the joint venture partner with the largest financial commitment or managing role in cases of 50/50 financial commitments.

• Your Bidder ID must be formatted as 99-9999999 (first two digits, dash, remaining digits).

• Agency and Bidder ID can be modified:
