The CBP Mission

At Customs and Border Protection, our priority mission is to prevent terrorists and terrorist weapons from entering the United States. This important mission calls for improved security at America’s borders and ports of entry as well as for extending our zone of security beyond our physical borders, so American borders are the last line of defense – not the first. CBP also is responsible for apprehending individuals attempting to enter the United States illegally; stemming the flow of illegal drugs and other contraband; protecting our agricultural and economic interest from harmful pests and diseases; protecting American businesses from theft of their intellectual property; and regulating and facilitating international trade, collecting import duties, and enforcing U.S. trade laws.

Human Resources Operations, Programs and Policy (HROPP)

The position is located within the Office of Human Resources, HROPP division. HROPP serves as the liaison to the Department of Homeland Security and the Office of Personnel Management on related human capital initiatives. This division operates two hiring centers that provide a full range of hiring and staffing services for all elements of Customs and Border Protection (CBP). This division also provides guidance in the areas of staffing, hiring, recruitment, retention, pay setting, classification, reduction-in-force, transfer of function, placement programs, merit system principles and prohibited personnel actions. This division is also responsible for implementing and monitoring workforce planning programs and activities in support of CBP’s human capital needs.

What are the duties of the position?

In this capacity, the incumbent will:

• advise senior leaders, managers, and/or supervisors in developing position descriptions; provide management with insight in establishing organizational structures that are efficient, cost effective, support desired grade levels, and facilitate career development; make fine distinctions in the proper crediting of factor levels and ultimate allocation of grade levels to positions; communicate grade distinctions to management with supporting criteria and justification; and provide recommendations to management on career development principles and practices.

• handle the most difficult issues surrounding advice and assistance to employees and managers in one or more of the following areas: performing desk audits, positions evaluation statements, determining appropriate pay systems and occupational groupings; effecting position evaluations; determining bargaining unit status (BUS) codes, fair labor standards act (FLSA), position sensitivity, drug testing determinations, position classification appeals, and other related duties pertaining to the position classification operations programs.

• serve as a troubleshooter, providing authoritative advice, assistance, and guidance on classification problems not susceptible to treatment by accepted methods; conduct studies to develop responses to management on new requirements in classification according to legislation or agency regulations; maintain sources of firsthand information on developments, trends, and significant policy and legal decisions in the classification area; review newly issued regulations or directives to ascertain their impact on the classification program; and ensure that the agency's classification program is progressive and on solid regulatory and legal ground provide technical guidance to other human resources specialists and assistants.
