Origins of CZM in Oregon

1913 Oswald West Act, declares all "wet" sand beaches to be public highways.

1967 Oregon Beach Bill: provides for public use, recreation and enjoyment of the ocean shore in perpetuity, dry sands as

well as "wet".

1970 Governor's Executive Order places a moratorium on all state agency activities associated with estuarine filling.

1971 Oregon Coastal Conservation and Development Commission (OCC&DC)

1973 Legislature passes SB 100 1975 OCC&DC Final Report to Legislature 1975 Legislature makes DLCD Oregon's CZM agency.

LCDC adopts Statewide Planning Goals 1-14. 1976 LCDC adopts Coastal Goals 16-19: Estuarine

Resources, Coastal Shorelands, Beaches and Dunes, Ocean Resources 1977 Oregon Coastal Management Program receives federal approval from NOAA.
