Oregon School Boards Association (OSBA) is a membership organization composed of school districts, community colleges, and education service districts and is dedicated to improving student achievement through advocacy, leadership and service to locally elected, volunteer Oregon school boards.
Supervision/General Position Description
The Director of Labor Services is a key member of OSBA’s leadership team, providing overall leadership of the organization’s financial and administrative operations, in support of its mission, vision, and strategic goals.
Serves as principal advisor providing comprehensive and proactive labor relations, human resources policy and practice to the Executive Director. Plans and conducts a broad information program concerning labor relations, human resources and insurance services of the Association. Target audiences include OSBA member school districts, ESDs, community college and charter schools, Oregon legislators, Oregon’s Congressional delegation, news media and other state and local leaders.
Provides organization, leadership and accountability for Labor Services. Acts as general administrator for Labor Services and provides direction and supervision to Labor Services staff. Advises the Executive Director and other department directors, as requested, on matters relating to or affected by human resources management and labor relations.
Oversees and ensures the provision of timely, high quality, effective representation for school districts, ESDs, charter schools and community colleges in a full range of labor and human resources matters, including desk advice, at the table negotiations and human resources consulting services provided by the Labor Services staff.
Exercises wide latitude in determining objectives and approaches to assignments and works under the supervision of and reports to the OSBA Executive Director.
Essential Job Functions
Serves as administrator for the department. Directly supervises employees in the Labor Services department. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
Responsible for recommending to the Executive Director departmental budget and resources needed to perform effectively.
Serves in a field service capacity as a chief negotiator or as an advocate in arbitrations and administrative hearings. Serves as a facilitator in nontraditional bargaining formats.
Serves as a presenter and trainer in conferences and workshops.
Coordinates the activities of OSBA staff detailed to assist local districts in responding to special labor relations events.
Maintains high visibility and credibility within the fields of labor relations and human resources.
Maintains contacts with representatives of education employee unions, other providers of labor relations services and appropriate state agencies.
Remains current on developing issues and changes in relevant rules or laws to inform and help OSBA members on impact and implementation.
Demonstrated experience in:
a. Building relationships through a collaborative, leadership style;
b. Highly effective oral and written communication skills including public speaking and providing instruction/training to adults;
c. Effective interpersonal skills and the ability to work well with people of various social, cultural, economic and educational backgrounds;
d. Developing, coordinating, and implementing business plans and projects;
e. Managing project teams, communicating changes and progress effectively;
f. Setting goals and objectives;
g. Completing projects on time and on budget.
Physical Qualifications
The work is primarily sedentary, but involves some standing. The tasks include seated work, some light carrying, manual dexterity, bending and lifting.
Minimum Job Qualifications
An earned graduate degree in Business Administration, Public Administration, Industrial Relations or Law is preferred. Successful experience in labor relations. Experience in public sector labor relations is preferred. Background must include extensive experience as a chief negotiator and advocate.
Must have knowledge of public sector collective bargaining laws, knowledge of PECBA is preferred.
Minimum of three (3) years’ experience hiring and supervising staff.
Proven skills in advising clients on legal matters ranging from contracts, complex legal documents, statutory interpretation, areas of potential legal liability, development and application of organizational policies and procedures.
Effective interpersonal skills and the ability to work well with people of various social, cultural, economic and educational backgrounds.
Knowledge of and experience in dealing with major issues in the field of public education including: collective bargaining, taxation, personnel, and labor relations.
Develops and coordinates realistic project and implementation plans; manages project team activities; communicates changes and progress effectively; completes projects on time and budget, conserving association resources; monitors transitions and evaluates results; prioritizes and plans association work activities and plans for additional resources and uses time efficiently; sets goals and objectives; organizes or schedules other people and their tasks.
Demonstrated experience in public speaking and providing instruction/training to adults.
Willingness to travel extensively throughout the state and accommodate the evening and weekend schedules inherent in providing services to clients.
Salary Range:
Commensurate with experience and background, ranging from $110,000 – $130,000.
