Professional Experience

2004 - Present President, Atlantic States Weather, Inc.

Owner and president of the meteorological consulting firm providing service for attorneys, insurance companies, businesses, engineers, architects, government agencies, and private citizens. Clients have included the U.S. Department of Justice, the North Carolina Attorney General’s Office, the North Carolina Division of Emergency Management, and over 75 law offices and other clients representing both plaintiffs and defendants in legal cases in 21 states, the United Kingdom, and Greece.

2007 – 2014 Executive Director, National Weather Association

Responsible for leading day-to-day operations of the National Weather Association (NWA), one of the two professional associations for meteorologists in the United States. The NWA has approximately 3000 individual and 50 corporate members coast to coast and in several countries overseas.

1990 - 2004 Meteorologist-In-Charge, National Weather Service (NWS) Office, Raleigh NC

Responsible for leading office of 23 people in the provision of weather warnings and forecasts for 31 counties and over 3,000,000 people in central North Carolina. Office awarded Department of Commerce (DOC) Gold Medal for outstanding, life-saving service during Hurricane Floyd in 1999. Office also received DOC Bronze Medal for outstanding service during Hurricane Fran in 1996 and received a NOAA Unit Citation in 1997 for groundbreaking collaborative research efforts with North Carolina State University. Certified to operate “Weather Surveillance Radar, 1988-Doppler” (WSR-88D) weather radar.

1990-2000* Area Manager for all National Weather Service operations in North Carolina

Responsible for all NWS operations in North Carolina. When assumed position in 1990, was responsible for operations of 6 offices and 75 personnel. Guided successful completion of complex Modernization and Restructuring of NWS operations in North Carolina. Effort resulted in the establishment of 3 modernized offices and the closure of 4 older offices.

*Area management responsibilities ended when the modernization effort was completed in 2000

1987 - 1990 Program Manager, Hurricane and Winter Weather Storm Program, NWS Headquarters, Silver Spring MD

As national program leader for NWS's hurricane and winter storm programs, was primary technical and policy advisor for these programs for the Director of the National Weather Service. Developed national policy and procedures for the two warning programs. Served as chair for the Office of the Federal Coordinator for Meteorology's Tropical Cyclone Working Group. Led coordination efforts among several federal agencies related to tropical cyclone operations.

1983 - 1987 Meteorologist-In-Charge, NWS Office, Houston, TX

Responsible for operations of two NWS offices (Houston and Galveston) with 20 personnel which provided warning and public weather services for the heavily populated and hurricane prone area of southeast Texas. Area included Houston, 4th largest city in country. Led successful NWS response to Hurricane Alicia (1983), the first major hurricane to strike the area in over 20 years. Improved flash flood operations by partnering with Harris County (Houston) to have access to realtime water level readings from numerous gages in the county.

1980-1983 Aviation and Marine Forecaster, NWS Office, Anchorage AK

Prepared aviation and marine forecasts and warnings for southern Alaska including the eastern Aleutian Islands and parts of the Bering Sea. At times appeared as the TV meteorologist on the "Aviation Weather" show on the state of Alaska Television Network.

1978-1980 Fire Weather Forecaster, NWS Office, Raleigh NC

Served as leader for providing fire weather forecasts to the state of North Carolina. Restructured program to provide increased service to users within existing and limited resources. Also provided public and aviation forecasts for the state of North Carolina.

Special duty - One of four meteorologists detailed to 1980 Winter Olympics in Lake Placid, NY to provide forecast and warning services for Olympic participants and spectators.

1975-1978 Assistant Program Manager, National Public Weather Program, NWS Headquarters, Silver Spring MD

Served as assistant national program leader for public, forestry, and air pollution weather forecasting services of the NWS.

1974-1975 Meteorologist, NWS Office Lubbock TX

Provided weather observing services at the Lubbock airport and public and aviation forecasts for west Texas. Certified to operate “Weather Surveillance Radar, 1974” (WSR-74C) weather radar.

1971 - 1974 Weather Officer, U.S. Navy, Rota Spain

Officer in charge of 12 person watch section responsible for providing tailored forecasts and warnings to U. S. fleet units operating in the tropical areas of the western Indian Ocean, the eastern North Atlantic, Mediterranean, Black, and Red Seas plus the Persian Gulf.

1968 - 1970 Meteorological Technician, NWS Office, Bristol TN

Provided weather observing services at the Tri-Cities Airport and began training in NWS operations.
