(2110) ADMINISTRATIVE SERVICES DIVISION

Police Department Foot Patrols

• To support the City’s Strategic Priority to provide a community where residents feel and are safe, Police Department staff performs Foot Patrols. The following data table and chart represent the monthly total for foot patrols during this reporting period July, August, and September 2011. For comparison, staff provided data for the same time period in 2010. Officers are reminded of the importance of foot patrols.

• The Police Department tracks monthly crash reports. The data below represents reported crash reports during this reporting period (July through September of 2011). For the purpose of comparison, the total crash reports for the same reporting period in 2010 are shown. There was a reduction of 26 accidents this year from 2010.

(2120) OFFICE OF THE CHIEF

During the quarter the Hallandale Beach Police Department hired one new member.

Jonise Sainvil was hired on August 1, 2011 as an Administrative Office Assistant. Jonise was born and raised in Fort Lauderdale and currently resides in Lauderhill. She previously worked for the Fort Lauderdale Police Department in the finance and budget office.

(2120) POLICE ATHLETIC LEAGUE

The Police Athletic League of Hallandale Beach set a personal club record of sending 29 athletes to the 2011 AAU Jr. Olympics in New Orleans, Louisiana.   PAL was proud to bring home 6 medals from the Nationals.  Shakira Johnson brought home a gold medal in the Shot Put and also a 5th place finish in the Discus.  Sebastian Sainterling won a silver medal in the Discus and a 5th place medal in the Shot Put.  David Hughes, Jr. won a 7th place medal in the high jump and Destiny Castillo brought home a bronze medal in the long jump.

The 2011 Summer Soccer season came to its conclusion with all 21 teams participating in playoffs. Hallandale PAL teams won 15 of the possible 22 playoff awards in all divisions.

Baseball practice began for the upcoming 2011 baseball season. PAL football and cheerleading began its 2011 season with opening games taking place on Saturday, August 27 at Hallandale High. Four football teams and three cheerleading squads participated in the Greater Miami Pop Warner Football league through late October.

PAL Coordinator Carrillo attended the year end training for State PAL in Orlando and he won re-election as the Region 2 Director for State PAL. The Region includes all PAL’s from Broward and West Palm Beach.

Fundraising:

On Saturday, July 2, PAL participated at the City of Hallandale Beach’s Annual Beach Bash. The PAL track club sold hotdogs and hamburgers. On Friday, July 15, Chief Dwayne Flournoy hosted a car wash for the track club to pay for the trip to the AAU Jr. Olympics in New Orleans. On August 19, PAL worked with the Personnel Department during its monthly luncheon. Over $1,500.00 was raised during these three fundraisers.

(2130) UNIFORMED PATROL DIVISION

The 11,759 incidents handled during this quarter include all types of police calls for services as well as officer self-initiated activities. Some of the most common types of officer self-initiated activities include traffic stops, citizen encounters, foot patrols, and checking on suspicious persons or vehicles. These incidents resulted in 2,388 written reports, not including traffic crash reports. During the same period of 2010, officers handled 12,745 incidents and generated 2,621 written reports, not including traffic crash reports.

The graph above reflects that of the 2,388 written reports generated during the quarter, 608 were for one of eight crime classifications. These classifications include Homicide, Battery, Burglary, Burglary Conveyance, Domestic Disturbances, Homicide, Robbery, Sexual Assault, and Stolen Vehicle reports. During the same quarter of 2010, officers wrote 506 reports in these same classifications.

From 2010 to 2011 we experienced a reduction in the number of battery incidents from 128 in 2010 to 123 in 2011, which represents almost a 5% decrease. From 2010 to 2011, for the 3rd quarter, we experienced a large increase in the number of burglaries. Burglaries increased from 106 in 2010 to 166 in 2011, this represents a 63% increase. Much of the increase in the occurrences of burglaries can be explained by a rash of burglaries to seasonal condominiums and trailer parks in the southwest quadrant. Six arrests were made of Burglary suspects in the southwest by Hallandale Beach officers and investigators during the quarter. It is believed that the individuals arrested accounted for most of the burglaries committed in the area during the quarter. It should be noted that residential burglaries declined in the area after the arrests.

To combat the increase in burglaries, the police department utilized saturated patrols in some areas to deter street crime. The police department utilized the SET team, in conjunction with Road Patrol officers, to conduct covert surveillance and bait vehicle operations in the highly victimized areas.

The graph above depicts the adult arrest numbers for the third quarter of 2010 and 2011. During the third quarter of 2011, Hallandale Beach officers and investigators made 320 Adult arrests. For the same period of 2010, we made 343 Adult arrests.

During this period of 2010 the police department had three vacancies for full-time police officers. During the third quarter of 2011, the police department has operated with seven full-time police officer vacancies and one full-time police officer in Field Training. Despite having operated at approximately eight percent below full sworn officer staffing, our officers managed to diligently perform their duties, respond to calls, and proactively patrol their areas of responsibility. We also maintained staffing in various specialized units providing enhanced services to the community such as our Selective Enforcement Team and our Community Involvement Unit. Prior to this report, we have hired four Certified Police Officers, who are now in Field Training. We currently have an active list of qualified non-certified applicants and anticipate filling our remaining vacancies as possible in the near future.

(2130) COMMUNITY INVOLVEMENT UNIT

The Community Involvement Unit (CIU) continues to collaborate with Development Services/Code Compliance to educate residents and property owners regarding the City of Hallandale Beach Code of Ordinances to minimize property violations.

In addition, CIU participated in the following list of events:

• In the month of July, several youths from the community along with Officer A. Distefano attended the week long Drug Education for Youth camp at Nova Southeastern University.

• In the month of July, Officers Novoa, McKenzie, Vera, English, Distefano, and Jackson conducted presentations for the youth and staff at the “Summer Youth Corp.” program. The officers discussed topics regarding Bullying, Youth and Gangs, Law & Me, the Police & You, Drug Prevention, Internet Safety, and “Just Say No.”

• On August 2, 2011, the Hallandale Beach Police Department held its National Night Out at Gulfstream Park.

• On August 12, 2011, the youth from the Summer Youth Corp program were treated to a cookout at Peter Bluesten Park.

• On August 16, 2011, the Hallandale Beach Church of Christ, held its commencement for our Summer Youth Corp program in honor of the memories of Chief Thomas A. Magill and Community Leader, John Hardwick.

CIU completed two (2) Crime Prevention through Environmental Design (CPTED) surveys throughout the City during the quarter. These surveys are intended to help individuals with commercial or large multi-residential properties identify potential vulnerabilities to crime and to provide environmental changes to make the property less susceptible to crime.

In addition to CPTED surveys of larger residential and commercial properties, CIU continued its practice of making contact with individual victims of residential and vehicle burglaries. During these contacts, CIU officers offered free crime prevention surveys to offer suggestions or recommendations to reduce the chances of being victimized again. These follow up contacts with crime victims allow us another avenue of communication with our residents and helps empower them with knowledge and reassurance at a time when they often feel most vulnerable. These visits from CIU officers are addition to the follow up that crime victims receive by the investigating detective when their case is assigned for follow up. As a result, our residents receive not only assistance in trying to solve the crime they were already the victim of, but they also receive information on how to reduce their chances being victimized again.

The above graph reflects a total of 490 cases assigned during this quarter compared to 435 during the same period in 2010. This represents a 21% increase of cases assigned / investigated in comparison to the same period in 2010.

The above graph reflects a total of 423 active open cases compared to 374 during the same quarter in 2010. This is a 22% increase of active open cases in comparison to the same period in 2010.

The above graph reflects a total of 168 statements were taken compared to 166 during the same period in 2010. This represents a 1% increase in statements taken from victims, witnesses and suspects in comparison to the same period in 2010.

The above graph reflects 276 inactive/closed cases compared to 214 during the same period in 2010. This represents a 22% increase of inactive/closed cases in comparison to the same period in 2010.

19 cases were cleared by arrest by detectives compared to 10 during the same period in 2010. This reflects a 47% increase in comparison to the same period in 2010.

60 cases were cleared by arrest / felony case filing compared to 73 during the same period in 2010. This is a decrease of 18% in comparison to the same period in 2010.

36 cases were exceptionally cleared compared to 21 during the same period in 2010. This is an increase of 42% in comparison to the same period in 2010.

21 cases were exceptionally cleared by not in custody felony case filings compared to 22 during the same period in 2010. This is a 5% decrease in comparison to the same period in 2010.

52 cases were classified inactive/open compared to 38 during the same period in 2010. This is an increase of 27% in comparison to the same period in 2010.

27 cases were classified as unfounded compared to 20 during the same period in 2010. This is a 26% increase in unfounded cases compared to the same period in 2010.

The Hallandale Beach Police Department’s Vice, Intelligence, and Narcotics Unit (VIN) continues to combat the sale of illicit contraband within the City limits. During this quarterly reporting period, VIN detectives arrested three (3) suspects for Trafficking of MDMA (Ecstasy), five (5) suspects for Trafficking in Oxycodone, eleven (11) suspects for Delivery of Cocaine, one (1) suspect for Delivery of LSD, and one (1) suspect for Delivery of Methamphetamine. Associated with these arrests, VIN detectives seized four (4) vehicles (now in the forfeiture process for the City of Hallandale Beach) and seized $1,434.00 in U.S. Currency.

VIN Detectives assigned to the Miami Dade Money Laundering Task Force and the Metro Broward Drug Task Force seized a total of $2,113,676.00 in U. S. Currency.

Renel Hercule was hired on August 5, 2011 as a Certified Police Officer. Renel came to us from the Metro Dade Fire Department, where he worked as a Fire Dispatcher. Renel was born in Fort Lauderdale and he now resides in Hialeah.

The Uniformed Patrol Division handles all emergency and non-emergency calls for service in the City.

During the 3rd quarter officers handled 11,759 incidents, which include calls for service and self-initiated activity.

During the same period of 2010, the Uniform Patrol Division handled 12,745 incidents.
