BRIEF HISTORY OF IOWA STATE AUXILIARY

The Iowa State Auxiliary to the Iowa State Federation of Post Office Clerks was organized in Davenport, Iowa, July 12, 1926

Mrs. Halas, National Auxiliary President, was invited to Davenport for the purpose of organizing a State Auxiliary. Ten women from Davenport and Cedar Rapids were present. Much enthusiasm was shown so it was decided by those present to organize a State Auxiliary. Mrs. Halas appointed tentative officers for the year. They were: Mrs. E.J. Gleason, Davenport, President; Mrs. Sidney G Smith, Cedar Rapids, Secretary/Treasurer; Mrs. John McDonald, Davenport, First Vice President; Mrs. C.L. Stookey, Cedar Rapids; Second Vice President. It was decided to hold the Auxiliary Convention in conjunction with the men.

The first annual Convention of the Iowa State Auxiliary was held in Ottumwa, Iowa, July 1927. The name was changed at the National Convention in 1962 to the Women’s Auxiliary of the Iowa State Federation of Postal Clerks.

Due to a merger of Auxiliary to UFPC, NPU, NASDM, NFDOMVE, NAPO, GSME, at Washington, D.C., July 1, 1971. It was necessary to once again change the name. In August 1972, at the national convention, then convened under the name of Auxiliary to American Postal Workers Union. In May, 1973 the first merged Convention convened under the name of the Auxiliary to the Iowa State Postal Workers union.

Iowa Postal workers Union

ARTICLE 1 – TITLE

This body shall be known as the Auxiliary to the Iowa Postal Workers Union, AFL-CIO.

ARTICLE 2 – OBJECT

The object of this organization shall be:

1. To bring together person interested in the efforts of the American Postal Workers Union for better working conditions.

2. To extend a knowledge of political operations of government and the responsibilities and duties of citizenship.

3. To render effective aid in securing the passage of desired remedial legislation.

4. To support the National Human Relations program of the APWU.

5. To support workers generally in their efforts to secure a higher standard of living.

ARTICLE 3. – MEMBERSHIP

Section 1. Any relative of a member of the American Postal Workers Union, or a postal employee who retired in good standing in the APWU shall be eligible to membership in this organization, unless the postal employee be in a supervisory position. Auxiliary membership must be held in the local of the qualifying relative.

Section 2. MEMBERS-AT-LARGE: Any person eligible to membership in this Auxiliary may become a member-at-large, and shall have the right to vote and hold office as an active member, provided, however, that no such membership be granted from officers where a local Auxiliary exists and provided further that not more than three member-at-large membership be granted in any one city. The membership-at-large may pay to the regular per capita to the state Treasurer who then will remit to the National Treasurer.

Section 3. RETENTION OF MEMBERSHIP: In the event of the retirement or death of a member of the American Postal Workers Union the relative may retain full membership in the Auxiliary, or become eligible for Honorary Membership, provided retired or deceased was a member in good standing at the time of retirement or death. And provided said member otherwise fulfills regular obligations.

Section 4. HONORARY MEMBERS: Local units of this organization have the privilege of extending honorary membership at their discretion, provided such membership is not extended to those who are eligible to full membership> Honorary members shall pay no dues, hold no office and have no vote.

ARTICLE 4. TIME OF CONVENTION

Section 1. This organization shall convene biennially at such time and place as shall be determined by the parent body, the Iowa Postal Workers Union, AFL-CIO.

Section 2. The Iowa Auxiliary to the American Postal Workers Union, AFL-CIO will grant yearly a sum of twenty-five (25) dollars to the Convention City; said amount to be used toward the Convention expenses.

ARTICLE 5. REPRESENTATION

Section 1. Representation shall be based on the amount of per capita tax paid on the average local auxiliary membership at the end of the fiscal year preceding the convention.

Section 2.

A. Auxiliaries with 25 members or less, shall be entitled to three votes, 26 to 50 members, four votes; 51 to 75 members, five votes; 76 to 100 members, six votes; 101 to 200 members, seven votes; 201 or more members, eight votes.

B. Each State Officer shall be entitled to one (1) vote.

C. Past Presidents of the Iowa Auxiliary to the APWU, AFL-CIO attending a state convention shall be seated and given a voice on all matters but shall not be appointed to committees unless they are accredited delegates in good standing with their locals.

Section 3. One or more delegates shall cast the full number of votes to which their auxiliary is entitled, providing that no vote is smaller than one (1).

Section 4. Alternated delegates may be seated in the absence of regular delegates upon presentation of proper credentials.

Section 5. Two-thirds of the number of delegates elect shall constitute a quorum for the transaction of business.

Section 6. Nominations shall be made by an appointed nominating committee. Nominations may also be made from the floor if nominees have been previously contacted.

Section 7. Any Member-at-large shall be entitled to one vote.

ARTICLE 7 – OFFICERS, COMMITTEES AND ELECTIONS

Section 1.

A. Officers of this Auxiliary shall consist of a President, 4 Vice Presidents, Secretary-treasurer and Editor. All officers to be elected to two (2) year terms on even numbered years by duly accredited delegates except the Editor who shall be appointed by the President elect. A majority vote shall be necessary to elect.

B. State officers shall be entitled to one vote each. No State Officer may act as a delegate from a local Auxiliary.

C. Voting shall be by secret ballot. If there are not more than one nomination, election by acclimation.

Section 2. Executive committee. The Executive Committee consisting of President, Vice-Presidents, Secretary-treasurer, and Editor shall supervise all of the Auxiliaries business not otherwise provided for. Three members constitute a quorum.

Section 3. Eligibility to Office. No person shall be eligible to any office or to membership on any committee, unless they are a member in good standing.

Section 4. Duties of President. It shall be the duty of the President to preside at all conventions and meetings the Executive Board holds. The president shall appoint the necessary committees at each Convention except one member of the auditing committee, which shall be elected, by the convention.

The president shall fill all vacancies arising from any cause whatsoever until such vacancy is filled by election at the convention. Any vacancy occurring in consecutive offices such as vice-presidents shall be filled by moving officers of lesser rank forward and appointments made to fill vacancy thus caused.

The president shall submit to each convention a written report of all her official acts during her term of office.

The president shall instruct the vice-presidents to write to the Secretary-Treasurer of the Iowa APWU requesting the names or the list of members-at-large, and the names of the secretaries of the locals of the state. They shall also request the Iowa APWU Secretary-Treasurer to add the names of the State Auxiliary vice-presidents to the mailing list of their information of dues paying members that are sent to the Vice-Presidents of the state.

Section 5. Duties of Vice-Presidents. First Vice-President shall perform the duties of the president in case of that person’s absence or inability to attend to the duties of said office. All Vice-Presidents shall assist in organizing work as directed by the President. One field trip per year is required in their district outside of their own local.

Section 6. Duties of the Secretary-Treasurer. The Secretary-Treasurer shall keep a record of this Auxiliary and take minutes of Convention meetings. Shall be custodian of the Official Seal and shall keep a record of the membership of each local Auxiliary and the name and address of each member-at-large.

That person shall submit a written report to the State Convention showing the number of locals and members, and a written report of all official acts during the term of office.

Shall issue a report semi-annually to the members of the Executive Committee showing the receipts and expenditures and the number of locals and members.

Shall receive and deposit all monies of this Auxiliary.

Shall also be the official custodian of al monies of this Auxiliary.

Shall disburse all monies, bills being approved by President before payment. Shall submit a written report to the State Convention to be audited by an auditing committee, annually, shall be bonded in such amount as may be directed by a committee, and the payment of this bond to be made by the State. This is for the protection of the State Secretary-Treasurer as well as the State Auxiliaries and members-at-large. Note: Semi-annual reports due April 30 and October 31.

Section 7. Editor. With the approval of the President, the Editor shall prepare, and send articles for publication in the Iowa Postal Worker paper to APWU Editor.

Section 8. The State Executive Board by 2/3 vote shall have the power to demand the resignation and/or removal of any State Officer or Officers upon sufficient knowledge, and/or proof showing that said Officer or Officers have acted dishonestly or otherwise detrimental to the best interest of the Auxiliary membership or failed to fulfill the duties of their office.

The Officer shall have thirty (30) days in which to reply in writing to the alleged charges. If after 30 days the President and/or Secretary has failed to receive a reply, this shall be cause for the immediate removal of said Officer or Officers. All books, records, and property shall be turned over to the President and/or Secretary immediately.

ARTICLE 7 REVENUES AND DISBURSEMENTS, FISCAL YEAR.

Section 1. The fiscal year of this Auxiliary shall begin June first and end May 31st.

Section 2

A. Local Auxiliaries and members-at-large shall pay to the State Auxiliary a per capita tax of two ($2.00) dollars per member per year or one ($1.00) dollar semi-annually.

B. National and State per capita tax must be paid annually or semi-annually to June 1st for an Auxiliary or member-at-large to be in good standing and for delegates to be seated.

Section 3. Assessments

A. Special assessments may be levied by the Executive Committee whenever it becomes absolutely necessary to carry on organizing work.

B. Each Auxiliary will be asked to conduct a project of their choice to raise funds for state expenses and/or work. Amount to be decided by each Auxiliary.

Section 4. Constitution and By-Laws. Local Auxiliaries organized under and subordinate to the Auxiliary to the APWU shall have the right to make their own Constitution and by-laws provided that such Constitution and by-laws, provided that such Constitution and by-laws do not conflict with that of the parent body.

Section 5. No Charter can be granted to any Auxiliary of less than four (4) members. Auxiliaries that have been Chartered may retain their Charter and Auxiliary status as long as there is one member in good standing, with the exception that at the National Convention, Auxiliaries holding a Charter with less than four members shall be given voting power as prescribed for Members-at-large.

Section 6. Delinquent Auxiliaries. Any Auxiliary affiliated with the parent body, which fails to pay its per capita tax within 30 days after the due date shall be notified by the Treasurer after three months and shall become suspended from membership after six months. Any Auxiliary remaining suspended for six months shall surrender its Charter to the Secretary and forfeit all privileges in the Auxiliary.

Secretary 7. Suspended Auxiliaries. A suspend Auxiliary may be reinstated in the parent body upon payment of all arrearages, provided however, that the State President shall, in exceptional cases, have the power to remit such arranges when circumstances warrant such action.

Section 8. The Executive Committee is hereby vested with authority to revoke the Charter of any Auxiliary whenever, upon evidence satisfactory to a majority of the Executive Committee, it is shown that a local is guilty of disloyalty, or where its actions have been adverse or detrimental to the welfare of the rank and file of the State Auxiliary.

The Executive Committee shall report in detail all evidence upon which they revoke the Charter of any Auxiliary, and the Auxiliary whose Charter has been revoked shall have the right of appeal to the convention of the State Auxiliary to have such action of the Executive Committee set aside.

ARTICLE 8. EXECUTIVE BOARD CONVENTION EXPENSES.

Section 1. The Executive Board consisting of President, Secretary-Treasure, all Vice-Presidents and Editor attending Convention shall be allowed their registration, gas, meals, and lodging expenses, including and state officers from the host city.

Section 2. The President, by virtue of Office, in the year of the National Convention automatically shall become the State Delegate to the national Convention and an Alternate Delegate to such Convention shall be nominated and elected by the delegates at the State Convention in the current year of the National Convention.

ARTICLE 9.. PROHIBITED.

No criticism, reflection, argument or debate touching any member’s creed, color, sex, nationality, or political affiliation, shall be allowed at any meeting of the Iowa Auxiliary to American Postal Workers Union, or published in print.

Article 10. Amendments

This Constitution shall not be amended except by a two-thirds vote of all delegates at any State meeting.

Section 2. The order of business may be transposed at any time by majority vote of delegates in convention assembled, with the exception that the election of Officers shall always immediately proceed adjournment.

Article 2. Quorum.

Two-thirds of the delegates shall constitute a quorum but less than that number may adjourn to meet at a future specified time.

Article 3. Rules of Order.

In the absences of other authority the deliberation of the Auxiliary shall be governed by “Roberts Rules of Order”, revised edition.

Article 4. Amendments.

Amendments to these by-laws may be made in the same manner as prescribed for amendments to the Constitution.
