SITUATION REPORT FOR CONNECTICUT 8 May 2020

GENERAL SITUATION

New York Gov. Andrew Cuomo said for the first time he feels the state is ahead of the virus, not behind it. He said that "Now I feel for the first time we're actually ahead of it. We have showed that we can control the beast," citing declining hospitalization, intubation and death rates.

New York City Mayor Bill de Blasio said that he will limit the number of people that can go into some parks to help with social distancing. He noted that they are experimenting with this idea and he hopes it will save lives. He said if it works, the city will expand and use it in other parks. Hudson River Park Piers 45 and 46, both in Manhattan, will be under new experimental restrictions beginning this weekend after those parks got too crowded last weekend. He said when people go into the park, they will have limited time. Domino Park, in Brooklyn, will be monitored, according to the mayor.

Mayor Bill de Blasio said authorities engaged 269 homeless New York City residents as subway were shut down to be cleaned last night. At least 163 of them accepted help from the city, with 148 of them going to shelters and 15 to hospitals.

New York City to freeze rent on regulated apartments until October 2021.

New Jersey Gov. Phil Murphy said that several facilities in New Jersey will now offer tests to asymptomatic people as part of the state's efforts to increase testing.

Rutgers University in New Jersey announced that its RUCDR Infinite Biologics lab received an amended emergency use authorization from the FDA. The new authorization for the lab's Covid-19 saliva test now allows people to collect their own saliva at home and send their samples to a lab for results. Testing for Covid-19 so far has usually involved nose or throat swab samples.

Connecticut Governor Ned Lamont signed Executive Order No. 7II ? the 36th since he enacted the emergency declarations ? that builds upon his efforts to encourage mitigation strategies that slow down transmission of the virus

The Internal Revenue Service will let companies with furloughed, unpaid employees obtain a tax credit for paying their health benefits.

CONNECTICUT

Governor Lamont launches emergency no-interest loan program for Connecticut small businesses and nonprofits impacted by covid-19. Connecticut recovery bridge loan program provides no-interest loans up to $75,000.

Schools: Classes at all public schools are cancelled through May 20.

Branch offices of the Connecticut Department of Motor Vehicles have been closed to the public since Wednesday, March 18. DMV will provide a 90-day extension to residents with expiring licenses, identity cards and learner's permits. This will apply to identifications expiring between March 10 and June 8.

"This is Governor Ned Lamont. I'm calling to urge you personally: Stay safe, stay home. I'm not ordering you to stay home, I'm strongly urging you to stay home to make sure that you and your neighbors are much less likely to be infected by the highly contagious COVID-19 virus. If you must head out to the grocery store, or pharmacy, pick up takeout from your favorite restaurant, that's fine." These provisions remain in effect until April 22. In addition, the Governor signed an executive order directing an "Authorization to provide for noncongregant housing for persons at risk".

Connecticut's presidential primary election, scheduled for April 28, was moved to June 2.

Statewide stay-at-home order

Rules: Grocery stores, pharmacies, banks, liquor stores and gas stations are among the essential businesses that are still open. Restaurants are still open for delivery or takeout. Gyms and fitness centers are closed, but public parks are still open.

Derby: Griffin Health COVID-19 Drive-Up Test Collection Site is located at Griffin Hospital, 130 Division St., Derby, in the hospital's upper parking lot near the Community Garden. The collection site will operate 7 days a week from 8 a.m.-5 p.m., Monday-Friday, and from 8 a.m.3 p.m. on Saturday and Sunday. In order to initiate the testing process at the new collection facility, a person with COVID-19 symptoms will need to have a valid order for the test from a licensed independent healthcare practitioner (MD, DO, APRN or PA). Patients with a valid order can schedule an appointment at 203-437-6815

The state's first rapid testing site is open at the former Gateway Community College campus, at 60 Sargent Drive, New Haven, at Long Wharf in New Haven. All patients must arrive in a vehicle. Walk-up testing is not being offered All patients will be required to pre-register in advance online.

Anyone experiencing certain COVID-19 related symptoms and risk factors as well as those who meet certain requirements, including state residency and age guidelines, are eligible. All patients must register online and schedule a time slot before going to the test site. Anyone who does not have an appointment will not be tested.

Patients are required to remain in their vehicles. The process takes around 30 minutes from the collection of the swab to the delivery of the results. Testing is available at no charge to the public. Cornell Scott Hill Health Center and Fair Haven Community Health Center began testing for COVID-19.

A new walk-up COVID-19 testing site has opened in New Haven. The testing site is on the basketball court at Day Street Park on the corner of Chapel and Day streets and it's the city's third walk-up testing place. Tests will be available Monday through Friday, from 8 a.m. to 4 p.m.
