CALCULATION OF AVERAGE WEEKLY WAGES

Most employees receive a biweekly salary, and many employees earn additional wages via overtime, working out of class pay, shift differential, special cash payments, etc. In addition, there are temporary employees and seasonal employees who are paid only for hours worked.

The completion of the Statement of Wages (LIBC-494C) is the Offeror’s responsibility. For employees who receive only fixed wages, method 1 of the Statement of Wages is used to determine the employee’s average weekly wage; the biweekly salary amount is supplied.

For all other employees, earnings reports are provided upon request from the Bureau of Commonwealth Payroll Operations (or the workers’ compensation coordinator for agencies not under the Governor’s jurisdiction) for calculation of the average weekly wage by the appropriate method on the Statement of Wages. Because employees are paid biweekly, earnings from the last completed 26 pay periods (one year) are provided. To calculate the earnings for each of the last four periods of 13 calendar weeks preceding the injury, two of the biweekly payments are divided into weekly payments and added to the applicable period. In addition, earnings reports are reviewed to determine the earnings information that is to be included in the average weekly wage calculation.

Additional details about the methodology for calculating the average weekly wage will be provided upon execution of the contract.
