Current Technology Overview The environments, software and versions listed below are what Department of Revenue (DOR) has in place as of May 2016. DesktopsThe DOR supports approximately 2800 end user desktops, tablets, and laptop computers, as well as 300 printers and multifunction devices. The Standard DOR desktop is Microsoft Windows 7 with Office 2010. Tablets run Microsoft Windows 8.1. The department is currently evaluating Windows 10 and Office 2013/2016 for deployment. There are 6 Mac workstations for graphic design use.DOR local area network infrastructure supports Gigabit Ethernet speeds to the desktop at each site. There is one DOR headquarters location in Harrisburg, one Bureau of Lottery headquarters location in Middletown and 30 field locations across the state. Wide area network speeds vary by location - Headquarters has dual Gigabit connections to the Commonwealth's COPANET fiber network, while DOR's primary scanning facility has 100 Megabit Ethernet connectivity, and all field locations have, or are in the process of upgrading to, Ethernet connectivity back to the headquarters locations. DOR supports mobility via smartphones, laptops and tablet computers. Mobile users in the field connect back to department IT resources on the Commonwealth network through a Juniper VPN solution managed by the Office of Administration.ServersThe DOR Server environment consists of several hundred servers of varying operating systems spread across five datacenters. The DOR mainframe and SAP Integrated Tax System (ITS) are hosted by Unisys at a facility in Ashburn, VA. The mainframe is IBM and the ITS runs primarily AIX on IBM P series systems and some Windows. DOR Internet facing systems are primarily Windows and hosted at a Commonwealth Office of Administration (OA) run datacenter known as the Enterprise Datacenter (EDC) in Harrisburg. Three datacenters are hosted in DOR facilities. DOR HQ has the largest of these three datacenters with roughly 200 servers. Most of which are virtual servers running on VMware ESX and a handful of physical servers. The primary OS is Server 2008 and some 2012. There are a handful of AIX servers in this environment. This datacenter supports a storage area network (SAN) and the agency network core. It is also a backup site for two critical Lottery systems. IBM Tivoli Storage Manager (TSM) is used to backup data across this datacenter and the two other DOR managed data centers. Tapes are sent offsite daily. The DOR Brookwood Street datacenter supports the agency’s large scale scanning operations. It consists of around 200 servers most of which are virtual servers. Server 2008 and 2012 are the two operating systems in use. A storage area network (SAN) exists in this environment. This site sites behind the agency perimeter firewall at headquarters and a firewall is maintained within this datacenter to provide secure zones between systems. The Lottery HQ in Middletown has a small datacenter that supports a handful of servers and the network core for Lottery. The operating systems supported here are AIX, LINUX and Windows Server 2008. Lottery has its own network architecture and firewall located in this facility. ImagingDOR scans all full page returns and attachments using multiple high-speed IBML scanners. Coupons and checks are scanned using 2 DP-500 and 3 DP-300 scanners.Once scanned, those full-page and coupon documents are processed and data captured using EMC’s Captiva 7.5 system at the Bureau of Imaging and Document Management (BIDM). Once processed, the data is sent to the legacy systems and images to InfoImage Folder.Coupons and checks are processed using TransCentra’s Transaction Management System (TMS 2011). Payment data is sent to the Integrated Enterprise System (IES) which runs SAP for accounting purposes and to the bank for deposit. Currently there are 2 DP-500 and 3 DP-300 machines that are used for coupon/check scanning.Document ManagementDOR uses Unisys InfoImage Folder 8.2 (upgrading to 9.0 next year) to capture, manage, store and access electronic copies of all incoming documents to the department.Returns and payments enter this system from either scanned documents at BIDM or created out of the Modernized E-File (MeF) System. Tax returns that are suspended due to failure of business rule validation are queued in various worklists that are defined in InfoImage workflow.Incoming correspondence can come in either by paper that is scanned and indexed or directly via fax. Some incoming correspondence metadata is sent to the legacy system for documentation purposes.Correspondence GenerationDOR uses the ISIS-Papyrus Customer Communications Management (CCM) subsystem Version 7. This is a powerful solution providing lifecycle management of tax-system generated correspondence and taxpayer notifications. Capabilities include document design integrated with complex logic to generate dynamic document content based on variable data values and delivery of printed hardcopy or e-delivery correspondence. System includes Softcopy which is a WebRepository that stores documents in their native format and can be searched and viewed online by authorized personnel. Over one (1) million taxpayers view selected documents each year through a web portal.Web DOR primarily uses Microsoft technologies for development its web applications. New development is done using within Microsoft Visual Studio 2010 in either C# or . Dependent on the complexity of the application they may be developed using MVC 4 and/or Razor syntax. DOR is in the process of moving new development to Microsoft Visual Studio 2015. There are still some applications running classic ASP that still need to be maintained.The web applications run on either Internet Information Server (IIS) 7.5 or 8.0 depending on the web server to which they are deployed and are behind an Imperva SecureSphere Web Application Firewall (WAF) to provide protection from cyber-attacks.Other Notable TechnologiesSAPSAP ERP is the Departments IT solution for our Business Taxes. The main taxes in the Business Tax System (BTS) are Corporation Taxes, Sales Tax, and Employer Tax. It also holds numerous other smaller taxes.SAP ERP 6.0 EHP SP 10SAP CRM 7.0 SP 13 SAP Business Objects 4.1 SP1 is our current enterprise reporting tool solution.Data WarehouseDOR uses Sybase software to provide Analytical database management software, On-Line Analytical Processing (OLAP), and supplements the current DB2 database management systems, which are geared to on-line transaction and batch processing. The warehouse provides for powerful data extraction, synchronizing, and data cleansing. Currently, over 1350 individuals use the Data Warehouse. Our Middleware solution processes hundreds of thousands of transactions for tax payments and tax returns. Some of the agencies we interface with are: ?Office of Administration, PennDOT, Collection Agencies, PNC, OPC, LexisNexis, IVR, Board of Appeals, K-1, Cities, Revenue Portal, ITS SAP and mainframe transactions (CISC & IMS) for individual tax systems.Middleware Software ProductsIBM Integration Bus v8.0.0.6 IIB (formerly known as IBM Message Broker)Websphere MQ Server v7.5.0.1MQ Clients v7.5.0.5IBM MQ z/OS v7.1Enterprise FTP SolutionGlobalscape EFT Enterprise ver. 7.2 is the Departments enterprise secure FTP solution for most of the file transfers in, through and out of Revenue.Globalscape has 3 main FTP servers available.Public Facing – Interacts with outside entities that do not have an FTP server available for us to connect to i.e. all casinos in Pennsylvania, K1 vendors such as Deloitte and KPMG and a few different counties for lien purposes.Internal production – Moves files throughout the Department and to the mainframe and ITS system/Middleware located at PACS and other Commonwealth agencies.Internal Test – Internal testing FTP server.Some entities we interact with include, Collection Agencies, Lexis Nexis, PennDot, DHS, Lottery, ITS, Middleware and mainframe applications.Globalscape Mail ExpressMail express is the Departments enterprise solution to securely interact with outside entities on a more one on one type of interaction through email.Bureau of Audits is currently using this application to gather auditing files to and from different entities through outlook and the mailexpress web application securely. This has replaced the need of taxpayers to send in auditing documents on a CD to the Department. ................
