Printed 2/7/18--H.Read the first time January 9, 2018.????????????THE COMMITTEE ON JUDICIARYTo whom was referred a Bill (H.?4469) to amend Section 5631971, Code of Laws of South Carolina, 1976, relating to the issuance of uniform parking violation tickets, etc., respectfullyREPORT:That they have duly and carefully considered the same and recommend that the same do pass with amendment:Amend the bill, as and if amended, by striking all after the enacting words and inserting:\“Section 5631971.(A)All law enforcement officers issuing tickets on public and private property, municipal, county, and state employees who are authorized to issue a uniform parking violations ticket, and state law enforcement division licensed security officers of shopping centers and business and commercial establishments, which provide parking spaces designated for handicapped persons, are authorized to issue a uniform parking violations ticket to the vehicle for violations of the prescribed use of the parking spaces. The uniform parking violations ticket shall provide a means for tracking violators by tag number and recording the violations with the Department of Motor Vehicles.(B)The procedures governing the issuance, form, and content of the uniform parking violations ticket must be prescribed by the department and approved by the Attorney General within thirty days of submission by the department.”SECTION2.This act takes effect upon approval by the Governor.\Renumber sections to conform.Amend title to conform.F. GREGORY DELLENEY, JR. for Committee.????????????A BILLTO AMEND SECTION 5631971, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE ISSUANCE OF UNIFORM PARKING VIOLATION TICKETS, SO AS TO PROVIDE THAT EMPLOYEES OF A LAW ENFORCEMENT AGENCY WHO REGULARLY ISSUE PARKING VIOLATION TICKETS ALSO MAY ISSUE HANDICAPPED PARKING VIOLATION TICKETS.Be it enacted by the General Assembly of the State of South Carolina:SECTION1.Section 5631971 of the 1976 Code is amended to read:“Section 5631971.(A)All law enforcement officers issuing tickets on public and private property and state law enforcement division licensed security officers of shopping centers and business and commercial establishments, which provide parking spaces designated for handicapped persons, are authorized to issue a uniform parking violations ticket to the vehicle for violations of the prescribed use of the parking spaces.
