"The Federal Drug-Free Workplace Programs, as mandated by Executive Order 12564 and Public Law 10071, is a comprehensive program to address illicit drug use by federal employees, certification of Executive Branch agency Drug-Free Workplace Plans, and identification of safety-sensitive positions subject to random drug testing."



? "The use of illegal drugs, on or off duty, by Federal employees impairs the efficiency of Federal departments and agencies, undermines public confidence in them, and makes it more difficult for other employees who do not use illegal drugs to perform their jobs effectively."
