Substitute Teacher Procedure



SUBSTITUTE TEACHER QUALIFICATONS AND PROCEDURES FOR BERKELEY COUNTY SCHOOLS

Persons desiring to become a Substitute Teacher for Berkeley County Schools must have a minimum 4-year Bachelor’s Degree from an accredited college/university.

For a Certified Teacher with either a valid or expired WV or Out-of-State Certificate, you must complete the following:

1. Complete the Professional Application online at .

You may upload any documentation to the application for employment consideration, i.e.

a) Resume

b) Copy of your Teaching Certificate (valid or expired)

c) Unofficial transcripts if you possess an Out-of-State Teaching Certificate (valid or expired).

d) References – these can be from supervising teachers, principals or college supervisors from your student teaching.

2. Have a current negative TB test or Chest X-Ray (not more than 2 years old).

3. You will need to order official transcripts only if you are applying for a WV Teaching Certificate for the first time. These transcripts need to be mailed to you and will be required at a later date.

4. You will need two forms of ID, i.e. Driver’s License, Social Security Card, Birth Certificate, Passport or Voter Registration Card (credit cards are not acceptable) at a later date.

5. A $70 check made payable to the West Virginia Department of Education (WVDE) for a first-time WV License only. If you have a WV Teaching License that is expired, a $25.00 fee will be required to obtain a Substitute Permit. If you have a current WV License that is not expired, no license fee will be required. However, a $20 Money Order/Certified Bank Check made payable to the West Virginia State Police may be required for fingerprinting. Please check with the Department of Human Resources prior to purchasing the Money Order.

Once you have completed the above, please email Vickie McLaughlin at vamclaug@access.k12.wv.us or calling her at (304) 267-3510, Ext. 3216 to schedule an appointment or to see if an orientation has been scheduled at the Administrative Offices to complete the paperwork necessary for you to be Board approved as a Substitute Teacher for Berkeley County Schools.

For a Non-Certified Teacher

Non-Certified Teachers must attend an 18-hour workshop which includes 12 hours of classroom training along with 6 hours of classroom observations. This must be completed prior to applying and being considered for a Substitute Teacher position with Berkeley County Schools. Taking this required workshop does not automatically consider you an applicant for substitute teaching. You must still complete the online application and monitor the website for the advertising of the Professional Day-to-Day Substitute Teachers.

c) References – these need to be professional references (no relatives).

3. You will need two forms of ID, i.e. Driver’s License, Social Security Card, Birth Certificate, Passport or Voter Registration Card (credit cards are not acceptable) at a later date.

4. A $70 check made payable to the West Virginia Department of Education (WVDE) will be required for a first-time Substitute Teacher Permit (this fee includes the FBI background check).

Applicants with a valid WV Substitute Permit must complete the following:

4. A $20 Money Order/Certified Bank Check made payable to the West Virginia State Police will be required for fingerprinting.

IMPORTANT INFORMATION:

1. As the need arises, Berkeley County advertises for Substitute Teachers on their website.

2. Due to the overwhelming response of applicants when we advertise, applications will be evaluated by the HR Department.

3. If you are a Non-Certified Teacher, once the advertising date has closed, we will process all the applications. Those that are selected, will be notified either by telephone or email regarding an Orientation Workshop date. These are typically held from 12:30 – 3:30 p.m. on a scheduled day in the Board Room of the Central Office. This is required in order to have all the selected applicants come to the Administrative Offices to complete the necessary paperwork necessary to be Board approved to become a Substitute Teacher.

4. Candidates considered for substitute teaching will be presented at the next available Board meeting providing all the necessary paperwork has been received and completed. The Board meetings are normally held on the first and third Monday’s of each month.

SUBSTITUTE PERMIT RENEWALS (SHORT AND/OR LONG TERM): You must attend or have completed a minimum 12 hours of training or staff-development (related to the public schools program). These hours need to be completed during the three school year’s your license is valid. This documentation will be required by the Human Resource Department when your licensure paperwork needs to be submitted to the West Virginia Department of Education.
